Mission description

The program assistant plays a key role in the implementation of the technical assistance program: he/she is the operational support of the Technical Assistance Leader in the implementation of activities and its budget monitoring. He/she ensures compliance with the procedures for purchasing, payment and financial monitoring of the program, according to the rules of Expertise France.

He/she assists the coordinator on the logistical level in the organization of expert missions, the organization of meetings, workshops and key events of the program.

Financial and budgetary management

·       Carry out financial monitoring of the project in accordance with the rules and formats of Expertise France;

·       Prepare and participate in quarterly and annual budget planning exercises in close collaboration with the local project teams and project managers in EF headquarters;

·       Prepare monthly financial reports for the EF headquarters;

·       Prepare financial reports for the AFD;

·       Prepare and support audits or controls;

·       Carry out necessary checks to ensure the reliability of the projects’ financial data.

Accounting, cash and bank account management

·       Set up payment procedures according to the EF accounting rules;

·       Verify the conformity of  received of supporting documents;

·       Monitor expenditure and supplier invoices payments for the project;

·       Check the accounts and its coherence (wordings, accounting codes, analytical codes, lettering, exchange rates, etc.) in available tools: Atlas, SAGE and Excel files.

·       Prepare requests for funding of the local bank account or for headquarters;

·       Once validated, send it to head office and monitor receipt of funds;

·       Manage the project's cash flow and ensure adequate refunding;

·       Ensure the security of funds;

·       Set up regular relations with our partner bank

Administrative management:

·       Set up administrative procedures according to EF rules and practices;

·       Monitor and provide equipment and services purchases necessary for smooth organization of activities.

·       Organize public procurement according to the relevant legislation and EF procedures: drafting of documents necessary for tenders, evaluation of proposals, awarding and negotiations;

·       Draft service and supply contracts, sign and notify them to the beneficiaries;

·       Follow up  the execution of contracts and the respect of deadlines;

·       Organize due management of public procurement documentation;

·       Update IT tools for contract management;

·       Organize project documentation management;

 

Logistics :

·       Provide logistic support to the short-term and ad hoc consultancy missions: administrative correspondence, mission orders, plane tickets, hotel booking,  setting appointments etc., in compliance with internal rules and procedures;

·       Provide logistics support to the study tours organization: invitation letters, plane tickets, hotel booking, transfers etc.;

·       Provide logistics support to the organisation of specific events (steering committees, seminars, training sessions, resident expert missions, head office missions, regional events, etc.);

·       Create and update databases of project partners and beneficiaries;

·       Set up and manage a portfolio of service providers and collecting quotes.

Project or context description

Expertise France is a public agency dedicated to designing and implementing international technical cooperation projects. The agency focuses on four key priority areas:   

  • Democratic, economic, and financial governance
  • Peace, stability, and security
  • Climate, agriculture, and sustainable development
  • Health and human development

Within these areas, Expertise France carries out capacity-building initiatives, mobilizes technical expertise, and serves as a coordination hub, bringing together public and private sector expertise to deliver impactful projects.

During its presidency of the 2022 G20 Summit, Indonesia identified energy transition as a top national priority and committed to a Just Energy Transition Partnership (JETP) with several international partners, including France and the European Union. This partnership aims to accelerate Indonesia’s transition toward sustainable energy. The objectives of the JETP were updated in the Comprehensive Investment Policy Plan (CIPP) issued in November 2023 and include:

  • Peaking on-grid emissions below 250 MtCO₂ by 2030.
  • Achieving a 44% renewable energy share in the on-grid electricity mix by 2030.
  • Reaching net-zero emissions in the power sector by 2050.

The CIPP revealed that only 30% of the 62 GW of planned new energy capacity aligns with achieving the 44% renewable energy target under JETP. To address this gap, Agence Française de Développement (AFD), on behalf of France’s commitment to JETP, established the Indonesia Energy Transition Facility (IETF). Funded by the European Commission and co-steered with the EU Delegation to Indonesia, the IETF is a five-year program (2025–2030) with a budget of 14.7 million euros (Rp249 billion). This program will support the Indonesian government in developing sustainable energy policies and scoping renewable energy projects to meet national energy transition goals.

Under the IETF, Expertise France (EF) is expected to play a pivotal role by providing technical assistance to the Ministry of Energy and Mineral Resources (MEMR) in support of the DPL ASET (Development Policy Loan - Affordable and Sustainable Energy Transition) program. Cofinanced by AFD, KfW, and ADB, this loan encourages the Government of Indonesia to adopt public policies and regulations that accelerate the just energy transition. Through the IETF, technical assistance will be provided to develop policy briefs and conduct studies that support the DPL matrix objectives, ultimately contributing to the achievement of JETP targets.

The technical assistance under the IETF will focus on the following key areas:

  • Island/province decarbonization
  • Operationalization of an ESG Framework
  • Bioenergy Development
  • Green Hydrogen
  • Just Energy Transition

By aligning its efforts with the JETP and Indonesia’s national energy transition objectives, Expertise France aims to deliver impactful outcomes that drive sustainable development, attract international investments, and position Indonesia as a global leader in the clean energy sector.

To ensure the successful implementation of these initiatives, Expertise France is seeking to recruit a Program Assistant to support the Technical Assistance (TA) Leader. This critical role will involve coordinating program activities, monitoring progress, and ensuring alignment with project deliverables over a five-year period, beginning in as soon as possible and most probably around May 2025.

Required profile

Qualifications and skills

  • Diploma in administration, office management, accounting or in any other relevant field;
  • Excellent knowledge of Jakarta and its general administrative, financial and legal framework and institutions;
  • Good written and verbal communication and presentation skills;
  • Good ability to work in a small team and to communicate with different suppliers and service providers;
  • Be fluent in English, proficiency in French would be an asset.

 

Expérience professionnelle/Professional experience

  • At least 5-10 years’ experience in the same position (program assistant in an international organization);
  • Proven experience in project operations management, administrative, and accounting skills;
  • Demonstrated experience working in an international context.
