CONTEXT DESCRIPTION

Under the direct supervision of the Financial and Administrative Manager, with additional guidance from the Project Leader in Tbilisi and the Deputy Project Leader in Moldova, the EU 4 Innovation East Project Assistant plays a pivotal role in supporting the administrative, financial, and logistical management of the project.

The assistant is a key member of the Financial and Administrative team, which also includes the Manager and two full-time staff members located in Tbilisi, Georgia, and Chisinau, Moldova, respectively. This team operates within the Project Management Unit (PMU).

POSITION DESCRIPTION

Responsibilities

Under the supervision of the Financial and Administrative Manager

 Financial & Procurement support

  • Support in the collection of supporting accounting documents and prepare for payment following Expertise France's procedures, including invoice verification, payment monitoring, and managing third-party forms in the ATLAS software. Regularly checks the status of the outstanding advances pending in the system and tracks and coordinates timely liquidations.
  • Data Entry - responsible for encoding of all data/transactions into the accounting system in all modules
  • Participate of submitting of tax declarations as required by local law
  • Facilitate financial monitoring by extracting data from administrative information systems to verify entries or apply corrections.
  • Support the management and HQ for financial monitoring and supplier invoices, including follow-up, sending reminders, and administrative registration, specifically during administrative closures, and monthly reporting to a lesser extent.
  • Reviews procurement documents package for the completeness to ensure that entire set of the documents is in a perfect match and the Invoice and Delivery Report fully reconciles. Verified that all documents are on file in compliance with the procurement policy – requisition, bidding and tender documents, contacts/agreement, TOR/scope of work, goods or service delivery reports, Invoice, waybill and authorized signatures as needed.
  • Assist on tracking all standard contracts (lease agreements, short term service contacts, office utilities/communication etc) and the expiration dates, controls prepayments.
  • Ensures that all tax payments are accrued and paid properly, completely and timely. Support during audits.
  • Administration of Wire transfers and Petty cash according to the EF procedures (non-exhaustive list):
    • Prepare wire transfers in the bank and ensure all documents are properly approved prior to transfer
    • Prepare requests to fund the Petty cash
    • Send the request to headquarters and monitor fund receipt
    • Manage project cash flows and ensure sufficient funding
    • Ensure fund security
    • In charge on the cash journal on daily basis: Mandatory accounting document that tracks all transactions (cash receipts and disbursements of a physical petty cash facility)
    •  Submit on monthly basis to the HQ via “the cloud” the cash journal and all proof of payment
    • Cash inventory
  • Perform other duties as assigned by management or supervisors to support team objectives.

 

Secretarial and Administrative support

 

  • Handle the indexing, filing, and archiving of documents associated with project expenses.
  • Support the organization of project Committee meetings and related events.
  • Maintain and update databases relevant to project management, including information on local stakeholders and providers.
  • Contribute to administrative, financial, and human resources tasks as directed by the Financial and Administrative Manager, including processing and negotiation with service providers, budget monitoring for mission organization, and controlling travel costs.

The EU4Innovation East project is driving a transformation in economic resilience and innovation enhancing the competitiveness of the startup ecosystem within 5 countries of the Eastern Partnership (EaP) region: Armenia, Azerbaijan, Georgia, Moldova and Ukraine. Focused on fostering growth and collaboration, the project addresses critical challenges such as limited access to finance, skill gaps, and gender disparities.

At the heart of the project is a strategy designed to nurture high-performance incubators, expand funding and market opportunities for startups, and provide tailored support to Ukraine’s emerging tech sector. Through strategic co-financing, skills development, regulatory assistance, and a strong commitment to gender inclusion, EU4Innovation East is laying the foundation for sustainable, long-term growth in the region, ensuring that innovation is both inclusive and impactful.

Overall objective

Strengthen the competitiveness and maturity of the EaP start-up ecosystem 

Specific objectives

SO1: Enhance early-stage funding access for EaP startups, especially those led or co-founded by women, by creating a new funding mechanism and improving incubation programs, including technology transfer initiatives.

SO2: Foster innovation development in EaP ecosystems by structuring and improving the business environment.

SO3: Amplify the visibility of EaP startups and strengthen connections with European investors, fostering both funding acquisition, market access, and increased local interest in the entrepreneurial journey.

SO Ukraine: Formulate a customised strategy for Ukraine, integrating French co-financing, to navigate and capitalise upon the distinctive challenges and opportunities encountered by the Ukrainian startup ecosystem during the ongoing reconstruction period.

PROJECT #2 DESCRIPTION

The project “Strengthening   Human Capital Development in Georgia” aims to support further advancement and effective management of the social protection system.

The project, implemented by the French Development Agency (AFD) and with the generous support of the European Union, was launched in 2024 and will run for 4 years.

The main objective of the project is to strengthen primary health care, improve coordination between primary and hospital care with a focus on mental health, develop better social and employment services for those in need, and promote efficiency, transparency, and accountability of public administration through digital systems. The additional transversal aim of the project is to strengthen gender sensitivity in all supported activities.

The project has three specific components:

  • Strengthening primary health care and coordination between primary and hospital care, with a focus on mental health, with a gender-sensitive approach (Health component);
  • Improving the delivery of social and employment services to vulnerable groups, with a focus on people with disabilities and with a gender approach (Disability and employment component);
  • Increasing the efficiency, transparency and accountability of public administration through the development of digital systems in the fields of social protection and employment, including cybersecurity (IT component).

This project is committed to strengthening Georgia's human capital foundation and ensuring that everyone, regardless of background or circumstance, has access to essential services and opportunities for growth. By fostering inclusivity, improving healthcare, and embracing digital innovation, this project aims for a more equitable future for all Georgians.

 

 

PROJECT #3 DESCRIPTION

The "Water and Health for Georgia" project, funded under the EU Green Connectivity Programme for Georgia, aims to improve water quality in Georgia, while strengthening environmental health risk management. It is structured around two Specific Objectives (SO):

  • OS1: Improved capacity to monitor, analyze and regulate water quality and quantity.
  • OS2: Strengthen the effectiveness of the healthcare system in dealing with environmental health issues, particularly those related to lead.

Required profile

  • Higher education (e.g. Diploma) in accounting.
  • At least 3 years’ experience in a similar position
  • Proven experience using accounting softwares.
  • Proficiency in office tools, especially Excel
  • Proficiency in English and Georgian is required. Reading French would be an advantage. Other regional languages could be an asset (Russian, Romanian, etc).

  • Good knowledge of EU or Expertise France rules and regulations will be an asset.
