Project or context description

Context and justification

In 2023, the European Union and Lesotho launched the Equitable Lesotho programme with the objective of reducing multidimensional poverty and vulnerability among the country's population. The specific goals of the project are to improve the well-being and development of children under the age of 5 and to enhance the effectiveness of social assistance. This will be achieved by ensuring that the policies implemented by the government and international partners are based on high-quality data and statistics, addressing the needs of the most vulnerable populations.

The project is divided into two components. The first component focuses on improving social policies aimed at the most vulnerable groups. The second, which is the focus of this position, is dedicated to strengthening the National Statistical System (NSS), encompassing all institutions involved in the production of public data and statistics, primarily the Bureau of Statistics (BoS). A new legal framework for the BoS is currently being discussed by national authorities. This provides an opportunity to incorporate technical assistance into the project to support changes such as a new organizational structure, administrative and financial autonomy, and its role as the central coordinator of the NSS. The project will also place a strong emphasis on integrating a gender perspective in all data and statistics produced by Lesotho's NSS, to inform public policy decisions and ensure Lesotho meets its international commitments (e.g., African Union Agenda 2063, United Nations Agenda 2030).

The implementation of the statistical component has been entrusted to Expertise France, in partnership with the French National Institute for Statistics and Economic Studies (INSEE). Support will focus on three strategic areas:

  1. Consolidating the new institutional framework of the Bureau of Statistics and ensuring coordination within the NSS;
  2. Strengthening national capacity to monitor the Sustainable Development Goals (SDGs) of the United Nations Agenda 2030;
  3. Integrating a gendered approach into the collection, analysis, and dissemination of official statistics.

To support the implementation of this component, Expertise France is seeking a local Project Assistant who will be embedded at the Bureau of Statistics in Maseru for a period of 3 years. The project team will consist of a Team Leader and a Project Assistant, working closely with the INSEE project coordinator and the Expertise France team based in Paris.
