Mission description

Objectives

General Objective: Contribute to strengthening the national statistical system of Lesotho to measure the reduction of multidimensional poverty and the vulnerability of the population.
•    Specific Objective: Provide technical assistance to the Bureau of Statistics and ministry statistical services.


Expected Results 

  1. The institutional framework and coordination of the public statistical system are improved.
  2. National capacities for monitoring the Sustainable Development Goals are strengthened.
  3. A gender approach is integrated throughout the public statistics value chain.

 

Project Manager Activities

The Project Manager will contribute to the planning, implementation, and monitoring of activities in close collaboration with the beneficiary partner. She/he will play a key role in defining strategic orientations to ensure the achievement of objectives. The main responsibilities will include:

  • Preparing annual work programs, ensuring their implementation and overseeing their execution.
  • Supporting and advising senior management of the BoS in implementing institutional changes.
  • Ensuring the preparation of Terms of Reference and organizing missions based on identified needs.
  • Supporting the identification of expertise needs and ensuring the proper mobilization of experts.
  • Ensuring compliance with EU project management procedures, including reporting, financial execution, and monitoring.
  • Facilitating the capitalization of project results and their dissemination to all stakeholders.
  • Monitoring of SERA indicators.
  • Ensuring the timely and correct implementation of activities according to validated work plans.
  • Mobilizing (in collaboration with INSEE) short-term experts, organizing their interventions (travel, remote exchanges, mission preparation), and coordinating their support in relation to the BoS units and the national statistical system.
  • Engaging with partners, the European Union Delegation, Expertise France, and INSEE to report on project progress.
  • Contributing to the coordination of activities between various stakeholders in Lesotho (BoS, ministry statistical services, civil society organizations, EU Delegation, international organizations) and in France (Expertise France team based in Paris and INSEE project coordinator), and maximizing synergies with other EU-funded projects and those underway at the BoS.
  • Preparing and leading governance meetings (technical committee, steering committee).
  • Organizing and implementing communication actions to disseminate the project’s results and achievements.

 

Project or context description

In 2023, the European Union and Lesotho launched the Equitable Lesotho program to reduce multidimensional poverty and the vulnerability of the country’s population. The specific objectives of the project include improving the well-being and development of children under the age of 5, as well as enhancing the efficiency of social assistance. This implies that the policies implemented by the government and international partners rely on quality data and statistics, targeting the most vulnerable populations.
The program is divided into two components:

  1. Improving social policies for vulnerable populations
  2. Strengthening the national statistical system (NSS), which includes all institutions involved in the production of public data, with a focus on the Bureau of Statistics (BoS). The project also aims to support institutional change with a new legal status for the BoS, enhancing its autonomy and central role in coordinating the NSS.


The project will also emphasize integrating a gender dimension in the collection and analysis of statistical data to inform public policies and enable Lesotho to meet its international commitments (African Union’s Agenda 2063, United Nations’ Agenda 2030).


The implementation of the statistical component has been entrusted to Expertise France, in part-nership with the National Institute of Statistics and Economic Studies (INSEE). Support will be structured around three strategic areas:

  • Area 1: Strengthening the institutional framework of the BoS and coordinating the NSS.
  • Area 2: Enhancing national capacity to monitor the Sustainable Development Goals (SDGs) of Agenda 2030.
  • Area 3: Integrating a gender perspective in the production, analysis, and dissemination of public statistics.

To implement this support, Expertise France is seeking a Resident Project Manager who will be assigned to the Bureau of Statistics and hosted at its premises for a period of 3 years. The field project team will be supported by a project assistant, who will work closely with the INSEE project coordinator and the Expertise France team based in Paris.

Required profile

Project Manager Profile

The mission will be entrusted to a senior expert with a higher degree in statistics, economics, or related fields. Significant experience in a leadership role within a national or international statistical institution is required, preferably as an advisor to the general management of a national statistical institute. Experience in public statistics in Africa would be a major advantage.

Required Skills 

  • In-depth knowledge and confirmed experience (at least 10 years) in public statistical systems, monitoring and evaluation, and project management.
  • Strong experience in institutional management, change management, capacity building, and institutional development.
  • Experience in managing technical assistance missions and interacting with high-level administrative officials.
  • Excellent knowledge of the project cycle and project management tools.
  • At least one experience in managing EU-funded projects.
  • Ability to work in a team and with diplomacy.
  • Strong adaptability, flexibility, and excellent leadership skills.
  • Proficiency in English and excellent writing skills.
  • Professional experience in an international environment, preferably in Africa.
  • Proficiency in office software (Word, Excel, PowerPoint, etc.).
  • Experience in one or more areas of public statistics is a particular asset, especially topics related to the project (statistical cooperation, regional integration, gender, SDG reporting, and Agenda 2030).

  • Indicative Start Date: The mission is expected to begin upon contract signature, for a period of 36 calendar months.
