Mission description

The Project Manager will be responsible for the overall coordination and management of the project. Reporting to the Head of the Urban Development and Circular Economy Division at Expertise France HQ, the Project Manager will oversee project implementation, team management, stakeholder engagement, and financial oversight.

The position requires strong leadership and project management expertise. The successful candidate will play a key role in ensuring that project objectives are met efficiently while maintaining regular communication and coordination with Angolan institutions, the European Union, and implementing partners.

Key Responsibilities

A. Project Management & Strategy

  • Develop and implement the project's strategic and operational planning in collaboration with partners and donors.
  • Ensure that project activities are aligned with the objectives outlined in the contract and meet donor expectations.
  • Lead project execution, ensuring timely delivery of outputs within budget and quality standards.
  • Identify risks and propose mitigation measures to ensure the project's success.
  • Oversee monitoring, evaluation, and learning (MEAL) activities to measure impact and ensure accountability.

B. Team Management

  • Lead and manage the project team in Luanda, including technical experts as well as administrative and finance staff;
  • Ensure smooth coordination between team members, set clear objectives, and oversee workload distribution;
  • Ensure compliance with security policies and procedures for staff operating in Angola;
  • Foster a positive, dynamic, and results-oriented working environment;

C. External Coordination & Stakeholder Engagement

  • Represent the project and Expertise France in meetings with Angolan authorities, the European Union Delegation, and other stakeholders;
  • Maintain strong relationships with key institutional partners, including the Ministry of Environment, National Waste Agency (NWA), Provincial Government of Luanda as well as Municipalities of Luanda;
  • Facilitate dialogue and coordination between the implementing agencies (Camões, IFC, FIAPP) to ensure synergies and complementarity;
  • Organize and lead regular follow-up meetings to ensure coherence of actions and proper alignment between project components;
  • Organize and participate in high-level discussions, technical workshops, and advocacy events related to waste management and circular economy.

D. Financial & Administrative Oversight (in collaboration with the Finance and Administration Manager)

  • Ensure compliance with the procedures required by Expertise France and the donor (rules governing the eligibility of expenditure, purchases, contracts, grants, reports);
  • Contribute to the development and updating of the project’s management tools and procedures (e.g. dashboard, procedures manual) and ensure its proper application by the project team;
  • Ensure proper procurement and contract management in line with project requirements, including contracts award plan update, procurement documents preparation, organization of selection committees, and contract negotiations, etc.;
  • Oversee financial management and monitor project expenditures, including budget forecasting and execution, financial reporting, as well as ensuring cost-effectiveness and financial accountability;
  • Produce documents required for internal reporting: monthly reviews of activity forecasts and semi-annual project reviews;
  • Prepare and submit annual and final reports (narrative and financial) to Expertise France headquarters and European Union; 

E. Communication & Visibility

  • Oversee the development and implementation of a communication and visibility strategy in coordination with Expertise France's communication team;
  • Promote project results through publications, workshops, and media engagement;
  • Ensure knowledge-sharing and best practices dissemination among project partners and stakeholders.

This job description is not exhaustive. Generally speaking, the project manager is responsible for ensuring that the project's contractual objectives are met, and for carrying out all the activities required to ensure that the project runs smoothly.

 

Project or context description

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

The Sustainable Department of Expertise France leads and implements projects aimed at strengthening environmental practices and promoting sustainable initiatives across several sectors. In this context, this project is aiming to improve Solid Waste Management in Luanda and foster circular economy initiatives. 

The Solid Waste Management sector in Angola faces significant challenges, including insufficient waste collection services, lack of infrastructure, and limited enforcement of environmental regulations. These challenges contribute to environmental degradation, public health risks, and inefficiencies in public services.

Funded by the European Union, the overall objective of this program is to improve solid waste management and scale up circular economy initiatives. The project is composed of four Specific Objectives and implemented by a consortium of partners, including Expertise France, Camões instituto de cooperação e língua, the International Finance Corporation (IFC), and the Fundación internacional y para iberoamérica de admón y políticas públicas (FIAPP), with a coordinated approach to ensure efficient execution and impactful results. Expertise France is responsible for project coordination, ensuring alignment between the different partners, and overseeing activities related to institutional capacity building, policy framework development, and stakeholder engagement in Angola.

Expertise France is responsible for contributing to Specific Objective 1 and 2, focusing on:

1.       Strengthen the policy and regulatory role of the National Waste Agency in boosting waste management services and creating circular business opportunities.

2.       Strengthen the effectiveness of Luanda’s provincial and municipal authorities’ solid wastes management plans, including promoting sustainability and circular business models (including recycling and recovery of materials).

Required profile

A. Education & Qualifications

  • Master's degree in environmental sciences, sustainable development, urban planning, economics, political science, international relations, or a related field.
  • Fluency in English and Portuguese is required.  French is an asset.

B. Professional Experience

  • At least 10 years of experience in international project management, including 6 years in international development cooperation.
  • Knowledge in solid waste management, circular economy, or environmental governance.
  • Experience managing donor-funded projects, particularly those financed by the European Union.
  • Experience in institutional dialogue and stakeholder coordination.
  • Strong track record of managing teams and multi-stakeholder initiatives in a complex environment.
  • Experience working in Sub-Saharan Africa, particularly Angola, is a significant asset.

C. Skills & Competencies

  • Stakeholder coordination: Ability to engage with government institutions and international partners.
  • Analytical skills: Capacity to develop policy recommendations and strategic guidance.
  • Leadership: Ability to manage multicultural teams and create a collaborative working environment.
  • Communication skills: Strong ability to draft reports, present findings, and facilitate high-level discussions.
  • Problem-solving: Ability to anticipate challenges and implement effective solutions.
