Expertise France is seeking a highly organized and proactive Administrative Manager to join the Pravo-Justice III Project. In close cooperation with Expertise France's Projects Support Unit in Kyiv, the Administrative Manager will play a pivotal role in supporting the smooth and efficient functioning of the Project’s operational, administrative, and logistical processes. This is a full time position till 30 June 2026 based in Kyiv, Ukraine.
Key Responsibilities
Operational and Administrative Management
Oversee the day-to-day operational management of the Project, ensuring effective administrative support across all components.
Manage the production, procurement, distribution, and inventory of project-branded materials, including handouts, banners, and other visual assets, ensuring proper stock control and timely delivery to support the Project’s visibility and communication efforts.
Provide general administrative support to the Team Leader and other project team members as needed.
Document and Signature Process Management
Assist in the validation, processing, and administrative follow-up of invoices and other documents related to expert services, procurement contracts, and grants.
Administer and maintain the project’s task and workflow management platform.
Ensure proper storage and archiving of administrative and operational documents in digital format.
Travel Coordination
Support in travel arrangements for the Project team and experts.
Event Planning and Implementation
Coordinate the organization of key cross-component project events, including Steering Committee Meetings, Technical Oversight Committees, Project Retreats etc.
Provide additional support for event logistics upon Team Leader’s request.
Budgeting and Expense Monitoring
Assist the Project Team in budget planning and monitoring.
Support cost estimation and forecasting for Project activities.
Assist in budget tracking of action and operational expenses.
The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, supports Ukrainian authorities in advancing comprehensive reforms within the justice sector. Since 2017, the predecessor projects (Pravo-Justice I & II) have contributed to an ambitious sector-wide reform agenda. Building on these achievements, Pravo-Justice III is structured around four key result areas:
Component 1: Accountability for International Crimes and Fight Against Impunity
Component 2: Judiciary Reform
Component 3: Enforcement of Court Judgments and Reform of the Penitentiary and Probation Systems
Component 4: EU Integration
Qualifications and Experience
Master’s degree (or equivalent) in Economics, Finance, Project Management, Political Science, International Relations/Cooperation, Law, or a related field.
Minimum 5 years of relevant professional experience in project administration, development cooperation, or international project management.
Good knowledge of project cycle management (PCM) and administrative procedures in international development projects.
Understanding of international cooperation mechanisms and development assistance (ODA); familiarity with EU funding instruments and donor procedures is an asset.
Fluency in English and Ukrainian (both written and spoken).
Experience working in multicultural and international environments is an advantage.
Knowledge of project management software is an asset.
