Mission description

The Digital for Development (D4D) Hub is a strategic EU platform aimed at fostering digital cooperation between Europe and partners in Africa, Asia-Pacific, Latin America, the Caribbean, and neighboring regions. It promotes a human-centric digital transformation through multi-stakeholder collaboration, investment, and dialogue. Active in Africa since 2020, the D4D Hub facilitates shared strategic visions, win-win opportunities, and coordinated digital initiatives. 

Central Africa is working towards greater economic integration, peace, and development across its nations. Digital transformation is recognized as a key driver of growth and regional cohesion, yet significant challenges persist, including underdeveloped broadband infrastructure, limited internet access, and uneven digital progress among countries. To bridge these gaps, the region is collaborating with international partners, such as the European Union (EU), to strengthen connectivity, expand digital access, and promote inclusive economic development. By unifying efforts, Central Africa seeks to harness digital tools to drive long-term growth and sustainability.

To accompany African Regional Economic Communities, the European Union has launched the Safe Digital Boost for Africa (SDBA), a new programme towards a sustainable digital development of the African continent. SDBA aims to accelerate the development of a single digital market by boosting continental, regional and bilateral digital trade and eGovernance, while developing a robust cybersecurity ecosystem in Africa that safeguards digital operations, infrastructure, and citizens. Its four targeted areas are: ePayment, eCommerce, Cybersecurity, eGovernance.

In this context, the regional European Union Delegations (EUD) is planning to work under the SDBA framework in implementing activities contributing to the establishment of an African Digital Single Market and enhancing the collaboration and exchanges between Central African partners, the European Union and its member states. A focus on a cluster of 3 to 4 countries (Cameroon, Gabon, Congo, Democratic Republic of Congo) will guide this action. 

The recruited expert will support the EUD in Yaoundé in the preparation and formulation of the concept and approach of the SDBA for Central Africa. This also includes the review of concept notes provided by the interested potential partners to the EUD with regards to activities to implement in the targeted areas.

Project or context description

Overall Objective

Support the EUD in Yaoundé to define a regional strategic approach, and select implementing partner(s), to implement the regional programme Safe Digital Boost for Africa in the cluster of countries identified in Central Africa. 

The expert is expected to assist the EUD in the selection process: i) defining objective evaluation criteria; ii) evaluating concept note proposal received; iii) assisting in the negotiation and with selected implementing partners; and iv) reviewing and providing a comprehensive feedback on the final draft of the description of the action, including budget, timeframe and logframe shared by the selected implementing partners.

 

Specific Objectives

  • Draft concept note evaluation grid with objective criteria based on SDBA framework’s technical specifications and local priorities to guide the selection of the implementing partner(s) that will support in delivering the SDBA workplan and objectives.

 

  • Evaluate concept notes based on the evaluation system developed and provide recommendations on actions and implementing partners 

 

  • Assist the EUD in the negotiation and advise in the discussions on the description of the action of selected actions in targeted countries advising in the discussions on the description of the action, with regards to the SDBA focus areas of e-governance, eCommerce/ePayment, Cybersecurity. This could involve the organisation of a workshop with selected implementing partners and beneficiaries. It could include moderation of discussions, preparation of workshop agenda and invitation letters, logistic preparations. This will also include a workshop report designed to guide the drafting of SDBA implementing documents.

 

  • Assist the EUD and implementing partners by reviewing and providing comprehensive feedback on the final draft of the description of the action with a robust performance framework, including realistic budget and timeframe as well as ambitious log-frame.

The consultant will report directly to the EUD to Cameroun, he will have to sign a declaration of impartiality and confidentiality and he is expected to provide best practices, recommendations based on own experience and knowledge of the field.

 

Activities and Reporting

  • Desk research on:
    • Ongoing and planned activities in the cluster countries (Cameroon, Gabon, Congo, Democratic Republic of Congo) and at regional level related to SDBA focus areas (eCommerce/ePayment, Cybersecurity, eGovernance)
    • Overview of the regional and cluster countries’ readiness on concerned topics
    • Opportunities of harmonization at regional level
  • Frame a coherent and objective concept note evaluation system
  • Evaluate potential implementing partners’ concept notes, and make recommendations based on the conceived evaluation system, to support the EUD’s selection
  • Assist in the negotiation and advise in the discussions on the description of the action with selected implementing partners. This could imply the possible organisation and participation in a preparatory workshop:
    • Guide technical discussions
    • Gather key elements emerging from discussions
    • Support in logistics and organisation of the workshop
    • Moderation if needed
  • Draft and finalize a report of the workshop’s outcomes, including best practices and recommendations for the formulation of the SDBA Description of the Action

·       Review SDBA-related draft documents and review the final Description of the Action, including logical framework, budget, etc.

The expert should ensure the SDBA programme is in alignment with the Africa’s Digital Transformation Strategy 2020-2030, and with the Continental Pillar of the SDBA being drafted by the African Union and its partners.

 

Deliverables

  • An option paper with evaluation grid of the potential partners’ proposals based on the region’s needs/priorities, and evaluation criteria to be defined by the consultant.
  • A report containing key elements that emerged from the discussions and recommendations for subsequent documents to be drafted by selected implemented partners.
  • A report containing in annex the reviewed and finalized description of the Action, including a robust performance framework, including realistic budget and timeframe as well as ambitious log-frame, as well as recommendations on the set up of an M&E systems.

Required profile

Qualifications and skills:

  • Master’s degree in Telecommunication Engineering, Economics, International Trade, International Law, and/or related fields is required.

General professional:

  • Minimum experience of 10 years related to two or more of the following: cybersecurity, trade, digitalization of the public sector and/or digital regulation in the African context.
  • Professional experience in providing strategy and policy advise and/or policy planning and coordination of multistakeholder initiatives in the digital transformation of public sector ecosystems
  • Experience in EU project management and/or development cooperation will be considered an asset.
  • Knowledge of the digital landscape and challenges in Central Africa region and targeted countries is mandatory.

 

Specific experience:

  • Knowledge of the region and targeted countries is mandatory.
  • Knowledge of telecommunication, ePayment and eCommerce regulations, and/or of information security standards, incident management, international law applicable in cyberspace, continental guidance on cybersecurity.
  • Proven experience in strategy, roadmap and/or programme development in EU and/or emerging economies, especially in the target region, will be considered an asset.
  • Proven experience of multi-stakeholder consultations in multi-cultural environments will be considered an asset.
  • Experience in conducting mapping and study to develop joint digital projects.

 

     Language

     Fluency in both written and spoken English and French.

The consultant is expected for a total of 15 days. Any additional days will be discussed beforehand. All tasks are to be completed remotely. On-site travel can be considered at the express demand of the EUD and upon agreement of all parties.
