1) General Objective of the Consultancy
The overall objective of this consultancy is to actively contribute to the CIRCULAR Project in supporting the reduction of gender disparities. In doing so, the consultancy plays a pivotal role in advancing gender equality, inclusivity, and responsiveness.
2) Specific objectives of the Consultancy
Ensure the transversal integration of gender considerations in the construction and implementation of the CIRCULAR activities which are implemented by service providers, including Individual Experts and Consultancy companies, local authorities and CSO’s,
3) Expected results and deliverables
The list of the deliverables below is indicative and subjected to change according to the evolution of the needs. A dedicated purchase order will be issued for each deliverable when the need arises.
Deliverable 01 (approx. 3 to 5 Days): Collaborate with MEAL and expert and project stakeholders to finalize the logframe.
- Supporting document: a report summarizing changes made to the logframe
Deliverable 02 (approx. 5 to 10 Days): Ensure that the complementary activities and projects/grants developed by Expertise France’s team and its grantees integrate gender considerations and align with the CIRCULAR gender objectives.
- Supporting document: a report summarizing inputs and changes made to concept notes produced by EF and its grantees
Deliverable 03 (approx. 5 Days): Provide real-time advice and recommendations to project team members whenever gender-related questions or challenges arise.
- Supporting document: a report compiling information on these exchanges and interaction with the team members
Deliverable 04 (approx. 5 to 10 Days): any other Gender related tasks according to the needs
- Supporting document: a report summarizing those tasks
1) Expertise France
Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agency Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. 2) European Union Delegation to Sri Lanka and the Maldives
The European Union (EU) Delegation to Sri Lanka and the Maldives is the funding partner of the CIRCULAR Programme. Cooperation between the EU and Sri Lanka is based on the partners’ mutual respect for democratic principles and human rights and covers a number of key areas of cooperation, including; diversification of trade and investment; networking between EU and Sri Lankan business communities; strengthening technical, economic and cultural linkages and providing technical assistance to Sri Lanka to interact more effectively with the EU; supporting Sri Lanka’s efforts to improve the living conditions of the poorer sections of the population; green recovery, environmental protection and sustainable management of natural resources.
The CIRCULAR Programme is part of a series of EU funded initiatives to be rolled out between 2021 and 2027 under the Team Europe Initiative (TEI) “Green Recovery”, which will mainly focus on green economic recovery and on valuing and protecting Sri Lanka’s rich biodiversity.

3) CIRCULAR Programme and EF Project
The EF project is part of a threefold umbrella “CIRCULAR” programme funded by the European Union (EUD-Sri Lanka), for 36 months (2024-2027). This umbrella programme is implemented by three Implementing Organisations (IOs): Expertise France (EF), the Food and Agriculture Organization (FAO), and the Gesellschaft für Internationale Zusammenarbeit (GIZ).
CIRCULAR takes an integrated approach to “promote a circular economy in the food sector” in Sri Lanka, especially aiming at the reduction of food waste and loss, as well as the reduction of Single-Use-Plastic.
The Specific Objectives (outcome) of the Action are twofold:
· Specific Objective 1 (SO1): to increase recovery, processing and supply of edible and safe food surplus and/or waste for the benefit of vulnerable consumers and/or food producers.
· Specific Objective 2 (SO2): to enhance effectiveness of the sustainable production, distribution and consumption models related to food waste/loss and single-use plastic food packaging.
Only SO2 is tackled by EF, with a focus on Single-Use Plastic (SUP) reduction. SO1 will be tackled by FAO.
The Outputs necessary in order to achieve SO2 are:
· Output 2.1. Increased awareness (and behavioural changes) among the general public, economic operators, consumers and civil society about public incentives, sustainable products, solutions and services on the market
· Output 2.2. MSME, startups, social enterprises and cooperatives have increased access to sustainable and gender sensitive business models and practices that utilize new technologies and innovations
· Output 2.3. MSME, startups, social enterprises, cooperatives have increased access to finance and Business Development Services (BDS) related to sustainable and gender sensitive business models and practices
· Output 2.4. Enhanced technical capacity of workers and business staff related to sustainable and gender sensitive business models that integrate waste reduction
Expertise France (EF) will work on reducing SUP in the food sector by raising awareness of actors along the SUP supply chain via Output 2.1., and enabling access to finance for growth- and expansion-stage companies via Output 2.3.
· A Master’s degree in a relevant field, such as gender studies, political science, international development, or a related area.
· At least 7 years of proven experience in the implementation of gender-related project and programmes;
· Proven experience in the implementation of a gender approach in international cooperation projects or in the public sector (ministries and decentralized state services);
· Experience with gender-related issues and challenges in the South Asian region would be a strong asset;
· Knowledge of Sri Lankan institutions and context is a strong asset;
· Demonstrated expertise in integrating gender considerations into development projects would be an asset;
· Knowledge of European Union procedures would be an asset;
· Fluency in English is mandatory. French is an asset.
· Excellent writing skills, including for developing methodologies, elaborating diagnoses, drafting informative summary notes as well as producing essential documents for project structuring and initiation;
· Strong knowledge of international development best practices and principles;
· Rigor and ability to write in a clear, precise and concise manner;
· Global, synthetic and concrete vision;
· Strong autonomy and interpersonal skills;
· Solution-oriented.
The Consultant will work in collaboration with the Project Manager and the Deputy Project Manager of the Circular Project based in Colombo, and in close collaboration with Expertise France headquarters from preparation for the consultancy and missions right up to its completion. Furthermore, regular exchanges must take place with the Project Manager on assignment progress and any difficulties that may be encountered.
A detailed work plan will be developed by the expert and EF at the beginning of the assignment to agree on milestones, deliverables, and working arrangements for each stage of the process.
