Mission description

Under supervision of the Project Officer, the Team Coordinator contributes to all aspects of the feasibility study of the project to support the female entrepreneurial ecosystem in the bamboo and rattan sectors in Laos (MOTIFS project). His/ her main tasks will be to coordinate the inputs from the different technical experts and to ensure the editing of a coherent and qualitative feasibility study.

The Team Coordinator is part of the Project Management Unit (PMU).

He/she will work on a weekly basis with the PMU Team (Project officers; Project Assistant; Technical Experts), and will be in regular contact with EF and AFD HQs.

The position implies a high degree of autonomy and thoroughness, as well as interpersonal skills appropriate to working in an international and multicultural environment.

Under supervision, in close collaboration with and as a support to the Project officers, the Team Coordinator will contribute to (non-exhaustive):

  • Coordinating between project and external actors: providing support in liaising between Expertise France, external project partners (the donor, experts and other actors), organizations and initiatives in the fields covered by the project;
  • Ensuring the smooth flow of information within the project, and the optimal organization of the study documents;
  • Support with study drafting and interim reporting - drafting notes, reports and minutes on the study’s progress and meetings; participating in drafting / analyzing / synthetizing / editing the study on the basis of the experts' deliverables and in close collaboration with the Project officers, etc.;
  • Organizing expert missions, project validation meetings etc.
  • Supporting developing the project action plan:
    • Coordinate the design and advise on the narrative proposal, proposal budget, Log frame, accounting frameworks, work plans, Theory of Change documents and M&E frameworks, and lead the development of resource plans.
  • Support to the technical team:
    • Validate the actions requests to ensure both technical coherence and relevance
    • Provide continuous support to the technical team, ensuring they have the necessary resources and guidance for effective deliverable production.

Project or context description

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

The feasibility study will prepare a project that aims to scale up and sustain the achievements of a previous bamboo-rattan project while focusing on women entrepreneurship and gender equality through a systemic approach and by facilitating the dialogue between public authorities, private stakeholders and communities living on the edge of national parks. This project, aligned with the priority of the French Trade Capacity Building Program, will also explore trade issues and opportunities on the value chains of these two sectors, while considering regional economic cooperation, as well as international economic cooperation with French and EU stakeholders.

This new project will be discussed with the Ministry of Industry and Commerce (MOIC) as it is the potential contracting authority, and in close consultation with other relevant ministries such as the Ministry of Agriculture and Forestry (MAF) and relevant public-private stakeholders.

The project aims at enhancing women’s economic empowerment and the promotion of gender equality in the bamboo and rattan sector in Lao PDR through the gender-lens entrepreneurial ecosystem and the reinforcement of the commercial capacity.

The specific objective of the study is to structure a project that will:

-       SO1: Improve sector governance and enabling business environment in the rattan & bamboo value chains for supporting women inclusiveness and leadership

-       SO2: Strengthen national bamboo and rattan value chains in Laos and favouring quality labels to enhance local added value for women economic empowerment

-       SO3: Support sustainable economic models for gender-lens businesses in the rattan and bamboo value chain 

Required profile

Skills

  • Master’s degree in economics, development economics, political sciences, or any other profile in line with the tasks to be carried out;
  •  Experience in gender-sensitive approaches (reduction of gender inequalities and GBV) in similar projects (agribusiness, value chains and private sector development) is required;
  • Good understanding of the agricultural sector in Lao, and the value chains for bamboo and rattan;
  • At least 5 years of professional experience in project management, supervision, or coordination, preferably in agro-food value chains;
  • Experience in conducting feasibility studies;
  • Experience in multi-stakeholder coordination; 
  • Full proficiency in English is required;
  • Knowledge of languages spoken in Lao (Southern Lao, Vientiane Lao, Western Lao, Central Lao, Northeastern Lao, and Northern Lao) will be considered an asset;
  • At least 5 years of work experience in national, regional or large scale co-operation programmes in Southeast Asia;
  • Expertise in entrepreneurial ecosystems and technical and financial support mechanisms for entrepreneurship, and in particular in the structuring of projects/programs integrating a gender approach and/or aiming at the empowerment of women;
  •  Significant experience in transversal management;
  • Familiarity with key actors and issues in international cooperation and development assistance.

Soft skills

  • Strong teamwork skills, flexibility, excellent organisational skills, responsiveness;
  • Proven writing skills (reports, briefing notes, strategies, etc.);
  • Pragmatic, proven ability to produce tools and documents in a short time;
  • Excellent interpersonal skills in a multicultural context.

Additional information

Strong availability over the period considered. Consultants will have to achieve a significant workload in the given and incompressible schedule.
