Mission description

We are looking to recruit an expert to conduct eGovernance and cybersecurity assessments in ECOWAS region as part of the formulation support of the programme Safe Digital Boost for Africa (ECOWAS component).

 

Context

The Digital for Development (D4D) Hub is a strategic EU platform aimed at fostering digital cooperation between Europe and partners in Africa, Asia-Pacific, Latin America, the Caribbean, and neighboring regions. It promotes a human-centric digital transformation through multi-stakeholder collaboration, investment, and dialogue. Active in Africa since 2020, the D4D Hub facilitates shared strategic visions, win-win opportunities, and coordinated digital initiatives. Projects like the AU-EU D4D Hub and AEDIB|NET support partnerships with African institutions, civil society, and innovation ecosystems to advance inclusive and sustainable digital development. 

The Economic Community of West African States (ECOWAS) is a regional organization of 15 West African countries aimed at promoting economic integration, political stability, and development. Established in 1975, it focuses on fostering cooperation in areas such as trade, security, infrastructure, and cultural development to achieve sustainable growth and regional unity.

ECOWAS Vision 2050 aims for an integrated, prosperous, and peaceful region with inclusive and sustainable development. This vision is implemented through the Community Strategic Framework (CSF) 2023-2027, focusing on economic integration and improved access to information and communication technologies (ICT), entrepreneurship, and digital services. Member States are advancing national digital strategies, and the ECOWAS Commission coordinates regional digital transformation efforts to harness ICT for growth, inclusion, and modernized governance, enhancing citizens' quality of life and socio-economic activities.

Therefore, the ECOWAS Commission has embarked on a regional coordination process for digital transformation to ensure that the region takes advantage of this global digital development trend. This initiative leverages ICT to drive sustainable growth, enhance socio-economic activities, and promote financial and social inclusion across the region.

The European Union (EU) has launched a new programme towards a sustainable digital development of the African continent. The Safe Digital Boost for Africa (SDBA) aims to accelerate the development of a single digital market by boosting continental, regional and bilateral digital trade and eGovernance, while developing a robust cybersecurity ecosystem in Africa that safeguards digital operations, infrastructure, and citizens.

The Specific Objectives of this action are to: 
1.    Enable and increase the inclusive and secure use of e-Commerce platforms for cross-border trade.
2.    Enable and harmonise national payment systems and improve cross-border e-Payments and their interoperability.
3.    Improve the legal, organisational and technical enabling environment for e-Governance and enhance related cross-border interoperable service delivery. 
4.    Enhance the development of regionally harmonised cybersecurity frameworks and protection of critical information infrastructure.

In this context, the regional European Union Delegations (EUD) and the ECOWAS are planning to work together in the SDBA framework in implementing activities contributing to the establishment of an African Digital Single Market and enhance the collaboration and exchanges with the European Union and its member states.

Project or context description

The expert recruited by Expertise France will support the EUD Nigeria and the ECOWAS in the preparation and formulation of the concept and approach of the SDBA for the ECOWAS region.


Overall Objective

Support the EUD in Nigeria and the ECOWAS to define their implementation strategy in view of the formulation of the regional programme Safe Digital Boost for Africa in ECOWAS region. 

The analysis expected from the expert will aim at identifying needs and gaps and facilitating the prioritisation of activities to be covered by the regional envelope of the SDBA on eGovernance and cybersecurity in alignment with the ECOWAS Digital Transformation Strategy.


Specific Objectives

-    Review, analyse and support the validation of the current state-of-affairs, needs and priorities, of beneficiary region and entities with respect to the SDBA focus area of eGovernance and cybersecurity and digital transformation in general, incl. policies, strategies legislations, standards, technical solutions, capacities and initiatives.
-    Capture and map ongoing activities and initiatives on eGovernance and cybersecurity by regional entities and donors to identify gaps and optimize synergies and complementarity of the SDBA and avoid overlaps with other ongoing and planned digital transformation activities.
-    Review the draft matrix of activities shared by ECOWAS and provide additional input to the list.
-    Provide a comprehensive mapping of potential implementing partners.

 

Activities and Reporting

  • Desk research on:
    o    Ongoing and planned digital projects on eGovernance and cybersecurity in the region
    o    Overview of the readiness of the ECOWAS and its member states on concerned topics
    o    Disparities between member states on level of digitalization in eGovernance and cybersecurity fields
    o    Opportunities of harmonization at regional level
  • Set of stakeholder meetings with participation of relevant EUD officials with a focus on the following stakeholders across the region: 
    o    Mandated entities for cybersecurity and digital governance with a keen focus on cross-border compatibilities
    o    Private sector eGovernance and cybersecurity solutions, if relevant
    o    EU Member States present in the region 
    o    Relevant regional donors supporting digital governance and cybersecurity
    o    Relevant non-governmental stakeholders (e.g. research and academic institutions, non-governmental organizations, cybersecurity awareness groups).
  • Drafting and finalising the region profile, stakeholder mapping and summary report based on meetings
  • Drafting and finalising mission report
  • Present the findings during the SDBA preparation/restitution workshop, in close collaboration with other components of SDBA on ePayment and eCommerce.

The expert needs to ensure alignment of the cybersecurity strategy with the one of the Continental Pillar of the SDBA being drafted by the African Union and its partners. 

The research and consultative work will be done in coordination with the expert conducting assessment on the other two SDBA components (ePayment, eCommerce) in order to identify cross-thematic linkages and find synergies among efforts.

Deliverables

A draft report containing an assessment of the ECOWAS region’s current situation and an overview of the whole regional assignment and activities that could be carried out at the regional level is expected. 

The results will be shared during a 2-day workshop gathering representatives from ECOWAS and from the EUDs of the region.

Draft country profiles assessing state-of-affairs and readiness on the different topics might be realised in a further study after the workshop. 

Required profile

Qualifications and skills

  • Master’s degree in Telecommunication Engineering, Economics, International Trade, International Law, and/or related fields is required.

General professional

  • Minimum experience of 10 years related to eGovernance, cybersecurity, innovation and digitalization of the public sector as relevant to this assignment.
  • Minimum 5 years of working experience in providing strategy and policy advise and/or policy planning and coordination of multi-stakeholder initiatives in the eGovernance, eGovernment and digital transformation of public sector ecosystems with a strong focus on cybersecurity, including, ideally, cross-border issues in the EU and/or emerging economies such as West Africa.
  • Experience in EU project management and/or development cooperation will be considered an asset.

Specific experience

  • Proven experience in private or public sectors at the national/international level with eGovernance/cybersecurity systems development.
  • Proven experience in strategy, roadmap and/or programme development in EU and/or emerging economies such as West Africa will be considered an asset.
  • Proven experience of multi-stakeholder consultations in multi-cultural environments will be considered an asset.
  • Knowledge of information security standards, incident management, international law applicable in cyberspace, continental guidance on cybersecurity.
  • Experience in conducting mapping and study to develop joint digital projects.
  • Knowledge of ECOWAS’s digital strategy and ecosystem will be considered an asset.
