Based in the Expertise France coordination office in Paris, with regular travel to the coordination offices in Arusha (Tanzania, EAC Headquarters) and Abuja (Nigeria, ECOWAS Headquarters), the Team Leader will be in charge of the overall supervision and coordination to achieve the project objectives in an efficient and effective manner.
The Team Leader will oversee the day-to-day management of the Project Management Unit (PMU), comprised of 4 staff in charge of providing financial, administrative and cross-cutting support to the project. This staff is comprised of the Administrative and Finance Manager (AFM), a Project Assistant, a Monitoring and Evaluation (M&E) Coordinator and an Advocacy and Communication Officer.
Additionally, the Team Leader will work closely with a technical team working to provide technical assistance and operational support to the RECs who are at the core of the project implementation, particularly with the two long-term technical assistants (LTTA) who will be directly based within the RECs.
Finally, the Team leader will ensure effective collaboration and coordination between the Implementation Partners (IP) thanks to the liaison officers and project coordinator named by Expertise France, EDUFI and ADEA. The Team Leader with the PMU will be responsible for partnership coordination and will provide specific support regarding project accountability overseeing IPs grant, contract arrangements and partnership discussions regarding to project potential synergies with other projects including the Regional Teacher Initiative for Africa (RTIA). He/she will also be responsible for overseeing the project's budget, ensuring that financial resources are allocated efficiently and transparently; as well as for the overall monitoring and evaluation process.
Under the supervision of the Head of Education, Higher Education and Research Unit at Expertise France (Paris, France), the Team Leader will oversee the strategic direction, implementation, and coordination of the project. The responsibilities include setting objectives, leading the team, managing stakeholder relationships, and ensuring alignment with international and regional education strategies.

o Output 1.3: Improved capacity of ECOWAS and EAC Member States to design, implement, and monitor equitable, inclusive, gender-responsive, green, and digital education policies.
The Africa-Europe Partnership to Exchange on Education Reforms (PEERs) is a project funded by the EU through the Education Section (G3) and the Regional and Multi-Country Programmes for Africa Section (A2) of DG INTPA. The project aims to accelerate progress toward SDG 4 by fostering enhanced regional cooperation in education across Africa and between Africa and Europe. It specifically supports two Regional Economic Communities (RECs)—the Economic Community of West African States (ECOWAS) and the East African Community (EAC)— in strengthening their coordination roles and building the ownership and capacity of their Member and Partner States to address the education agenda effectively.
The Regional Economic Communities in Africa have a critical role to play in coordination and providing platforms for peer learning towards the implementation of Continental Education Strategy for Africa (CESA), SDG 4 and the education goals of the RECs themselves. However, they face several constraints limiting their ability to fully play such coordination role. These limiting factors are mainly related to institutional capacities; funding for coordination, peer learning and implementation of activities; conflicting priorities; poor coordination due to membership of Member/Partner States in several RECs and diverse languages; weak coordination and peer learning mechanisms amongst the RECs; and non-inclusion of RECs and Member/Partner States in the African Union clusters.
The PEERs project will therefore pursue the following specific objectives over the next 5 years:
The PEERs action will be funded by the European Union and be co-implemented by a partnership formed by 3 agencies, two state agencies (Expertise France for France and EDUFI[1] for Finland), and a regional association for education (ADEA[2]). Expertise France has been designated the Coordinating Agency for this partnership.
The duration of the action is scheduled from March 2025 to February 2030 (60 months) with a budget of 15.000.000 EUR.
