Mission description

Key Responsibilities

Under the supervision of the Project Leader and with guidance from the Financial and Administrative Manager, the Project Assistant plays a pivotal role in supporting the administrative, financial, and logistical management of the project. S/he is responsible for the following tasks:

Administrative support: 

  • Maintain and update databases relevant to project management, including information on local stakeholders, providers, and partners’ focal points.
  • Contribute to administrative, financial, and human resources tasks, including processing and negotiating with service providers, budget monitoring for mission organization, and controlling travel costs.
  • Handle the indexing, filing, and archiving of documents associated with project expenses.
  • Contribute to taking notes during meetings, sending out the minutes, preparing the agenda, obtaining participation confirmations, etc
  • Support the organization of project Steering Committee meetings and Technical Working Group meetings

Logistics and procurement support

  • Organize logistics for team or expert missions by arranging travels, booking accommodations, locating venues, handling visa or administrative formalities, and preparing administrative aspects in line with Expertise France's procedures.
  • Manage logistics for project activities, such as training/workshop/conference organization, direct booking of meeting rooms/venues, preparing contracts with hotels or service providers, organizing catering arrangements, booking of direct translation services, circulating attendance sheets, sending out invitations, collecting and archiving support documents as per audit requirements, and ensuring smooth operation of the office by maintaining supplies and consumables.
  • Organize logistical aspects of trips abroad, including various reservations, transportation, and managing required administrative procedures.
  • Ensure, in close cooperation with the Project Leader, that all the established contracts comply with the project procedures; and if needed conduct procurement procedures for contracts that exceed the commitment thresholds of the simplified commitment procedure authorised by EF.
  • Participate in some activities abroad; involves travelling for several days at a time.

 Financial support

  •  Support the processing and monitoring of payments to external supplier and experts, including follow-up, sending reminders, administrative registration, asking for invoices and/or supporting documents to be revised when necessary, etc.
  • Assist in the collection and verification of supporting accounting documents and prepare for payment following Expertise France's procedures
  • Ensure daily financial monitoring and recording of the project expenses using EF tools and following EF’s procedures
  • Support the Project Leader in the preparation of monthly budget monitoring and forecasting reports
  • Actively participate in audits

 Communications and documentary activities

  • Share communication on the project on social networks
  • Edit project reports
  • Correspond with project partners, including governmental institutions

 

Project or context description

The GPS Project aims at strengthening the resilience of global port infrastructures in the Indo-Pacific through Safety management (prevention) in ports and the related industrial areas and incident mitigation and crisis management in ports’ areas, harbors (terminals and ships).

The specific objectives are as follow:

1-       International standards and best practices on prevention are adopted and implemented in the targeted Ports

2-       Ports capacities to handle dangerous goods and manage new fuels safely, as well as to mitigate incident and manage large scale disasters are enhanced

The project will organize various types of activities to address port resilience comprehensively, from academic learning to hands-on experience:

  • Port studies, assessments;
  • Training of trainers (ToT): Port Safety, Industrial Safety, Hazardous Materials Incidents Mitigation, Emergency response on ships, Flammable Liquid Gas;
  • Workshops and exercises (large scale disasters, crisis preparedness and management);
  • Seminars and Conferences (safe maritime decarbonation, promotion of EU and international standards on Port safety);
  • Procurement of equipment for ports’ response teams; and for two regional training centres);
  • E-learning platform – learning management system to ensure large coverage and sustainability of trainings (registration and following of the participants, sharing of materials, online exercises)
  • Higher education scholarships (Port and Maritime Safety).

This project will be implemented for a total duration of 48 month starting from July 2024 by a dedicated team composed of: a Project Manager and a Financial and Administrative Manager in Bangkok, a Project Director and A Technical Expert based in Singapore and a Technical Expert based in Hanoi. The team is also supported by a project officer, a project assistant and a financial and administrative project manager based at Expertise France’s headquarters in Paris.

Required profile

The Project Assistant should meet the following profile:

       National profiles preferably targeted 

       University Degree in Management, Accounting, International cooperation or any other relevant diploma;

       At least 3 years of experience in a similar position;

       2 to 3 years of previous experience in accounting and financial reporting, including in audit preparation;

       2 to 3 years of experience in event planning and logistical management for projects;

       Experience in drafting contracts and knowledge of public procurement rules would be an asset;

       Computer proficiency in MS office, in particular MS Word, MS Excel, MS PowerPoint, MS Outlook, and of messaging and videoconferencing tools (including zoom);

       Strong digital skills are required: the candidate must feel comfortable manipulating a computer, different software, online platforms, social networks, etc ;

       Fluency in English (both oral and written) required;

       Knowledge of French could be considered an asset

       Good interpersonal and communication skills;

       Strong organisational and analytical skills;

       Capacity to work independently and take initiatives;

       Team spirit;

       Ready to work in a multicultural environment.

Additional information

Location of the mission: Bangkok, Thailand with possible travel abroad in France and Asia.

Duration of the mission: approx. 40 months
