The project team leader will be responsible for coordinating, monitoring and running the project on site. He/she will be responsible for reporting, financial monitoring and steering the project.
The project team leader will be based in the Expertise France office in Kyiv and will mainly deal with the oblasts of Kyiv and Chernihiv.
He/she will work under the Region's International and European Cooperation Directorate.
The tasks of the project manager are structured as follows:
Project coordination
- Providing the secretariat for the project steering committee: preparing committee meetings, chairing meetings and taking minutes;
- Facilitating and supporting the work of AFPA and the IPR;
- Plan and organise missions from Paris Region to Kyiv and Chernihiv and from Ukraine to Paris Region;
- Plan and report on the activities of the various components of the project;
-Provide ad hoc support to the technical partners of the Kyiv and Chernihiv oblasts and their training centres.
Technical assistance
CP1 Diagnose and develop training programmes using European funding:
- Facilitating exchanges between AFPA and the staff of the oblasts and training centres in order to carry out the diagnosis and draw up the job reference framework;
-Support users of the online platform to facilitate their use of this tool in conjunction with the service provider.
CP2 Train the trainers and run practical workshops:
- Organise face-to-face training sessions for trainers in Île-de-France and Ukraine and online;
- Plan and organise practical workshops for trainers;
- Organise missions from the Paris Region to Ukraine.
CP3 Sharing experience and good practice and organising study trips for officials from Ukrainian local authorities:
- Plan and organise study visits to Paris Region for Ukrainian civil servants and elected representatives;
- Plan and organise study visits to Brussels and other European partner countries for Ukrainian civil servants and elected representatives;
-Plan and organise exchanges between French and Ukrainian civil servants.
CP4 Project coordination:
- Draw up regular reports on the various activities carried out within each component;
- Draw up training reports;
- Facilitate coordination between all project partners.
Programme title: ‘Kalyna project: working together to train people to manage European projects’. Training programme and transfer of expertise from the Île-de-France Region to the oblasts of Kyiv and Chernihiv in the field of European funds.
Île-de-France is the leading economic region in France and one of the leading in Europe. Comprising 8 départements and 1,268 communes, it covers an area of 12,011 km² and has a population of 12,175 million. The Île-de-France Regional Council, with a budget of €5.154 billion in 2024, is mainly responsible for transport, secondary education, vocational training, economic development, the environment and regional planning, as well as waste prevention and management. The Region is also the managing authority for the European ERDF and ESF funds.
Since the start of the Russian invasion, the Île-de-France Region has been mobilised in support of Ukraine, adopting several emergency and support plans for people affected by the war. It has also sought to develop and deepen exchanges and establish cooperative relations, which have led to the signing of declarations of intent with the oblasts of Kyiv and Chernihiv. Cooperation is taking a new step forward with a new cooperation programme entitled ‘Kalyna’, aimed at helping the oblasts of Chernihiv and Kyiv to master European funding mechanisms through the creation of a Franco-Ukrainian training programme.
To bring this project to fruition, the Region is mobilising the expertise of the Agence Nationale pour la Formation Professionnelle des Adultes (AFPA) and the Institut Paris Region (IPR); the Kyiv Oblast and its training centre, the Chernihiv Oblast and its training centre and the Kyiv School of Public Administration.
The main objective of the project is to enable the two oblasts to master the European funding framework and mechanisms.
The project is structured around three project components (components 1, 2 and 3) and a cross-cutting component to ensure that the project is properly implemented (component 4).
The specific objectives of the components are :
For CP1: Diagnose and develop training programmes on European financing/funds
For CP2: To train trainers and run practical workshops
For CP3: Share experience and good practice and organise study trips for Ukrainian local authority officials.
For CP4: Cross-cutting component: managing the project and its implementation.
- Degree: Master's level 2 (bac+5) or higher, with training in a cooperation sector: ecological transition, economic development and innovation, etc. /in international cooperation, etc. ;
- Competence in the management of European funds;
- Information system skills;
- Proven experience in the field as an international project leader or manager, if possible in Ukraine;
- Fluency in Ukrainian, French and English
- Good cultural adaptability;
- Excellent command of IT tools (Excel, Word, Power Point);
- Good knowledge of the public service and how it works;
- Ability to manage and lead meetings;
- Knowledge of Ukraine. Knowledge of partner local authorities would be an asset
- Ability to summarise and write;
- Project management skills (including financial and budgetary management);
- Flexible and persevering personality, able to establish and maintain a good professional relationship with partners.

Salary (K€ per year): depending on candidate's experience
