Within the "Sustainable and Inclusive Economy" department, under the supervision of the Project Manager based in Phnom Penh (Cambodia) and the Head of the "Territorial Attractiveness, Culture, and Heritage" division based in Paris, the Administrative, Financial and Logistics Officer assists the Project Manager in the overall management and monitoring of the project implementation.
He/She relies on the ressources and services available within the organization.
The position is based in Phnom Penh, Cambodia.
The scope of missions, activities, and responsibilities of the Administrative, Financial, and Logistics Manager is defined within the role assigned to them within their department. The following list is not exhaustive, and the missions and activities outlined are not limited to those. The person in this role will need to work on all these aspects in close coordination with the Project Manager, the consultants mobilized by Expertise France, as well as the relevant sector departments, if applicable.
ADMINISTRATIVE MANAGEMENT OF THE PROJECT |
v Manage the administrative aspects of files related to the operational implementation of projects,
v Assist with document research, handle routine secretarial tasks,
v Support the preparation of tenders and public contracts/grants,
v Participate in the recruitment process of experts,
v Draft expert and service contracts,
v Ensure verification of service providers based on the internal compliance tool.
FINANCIAL MANAGEMENT OF THE PROJECT
v Verify the compliance of supporting documents for field expenses, invoices, and reimbursements related to expert missions, track advances and their balances,
v Ensure compliance with the monthly reporting procedures requested by headquarters,
v Develop or contribute to the preparation of financial reports for donors (consolidation) and internal accounting and budgetary processes (closing, etc.) in collaboration with the Project Manager, Project Assistant, support financial services, and the Project Manager,
v Support the preparation and execution of audits, in coordination with the Project Manager and support financial services,
v Verify and consolidate field expense journals,
v Maintain up-to-date dashboards,
v Verify commitments (grant agreements, contracts and accords, purchase orders).
LOGISTICS MANAGEMENT OF THE PROJECT
v Ensure and/or support the logistical organization of events (steering comittee meetings, expert missions, headquarters missions),
v Contribute to programming, organizing, optimizing costs, and ensuring the smooth running of missions in coordination with relevant stakeholders: travel (mission orders, flight tickets), accommodation, per diem, visas, project documentation,
v Manage a portfolio of service providers: pre-identification, follow-up on services, negotiating quotes, processing invoicing (hotels, meals, etc.),
v Apply internal and external purchasing procedures.

Cross-functional relationships: Head of Culture and Heritage Division, Director of Sustainable and Inclusive Economy Department, Project Manager, Project Assistant, Interns, Legal Department, Finance Department, etc.
Expertise France is mandated by the French Ministry of Foreign Affairs and Europe to implement the feasibility study project for the rehabilitation and expansion of the National Museum of Cambodia.
The project led by Expertise France includes three components:
Component 1: Study of Collections and Museum Strategy
Activity 1.1: Inventory of the Museum's national collections
Activity 1.2: Development of a Master Plan for the Museum
Component 2: Functional and Architectural Diagnosis of the Museum
Activity 2.1: Historical and Technical Diagnosis of the Building
Activity 2.2: Writing of a Functional and Usage Specifications

Activity 2.3: Final Preliminary Design for the Renovation and Extension of the Building with Cost Estimation
Component 3: Public Policy and Scientific and Cultural Programming of the Museum
Activity 3.1: Study of Existing Audiences and Tourism Offer, with Associated Recommendations
Activity 3.2: Proposal for a Scientific and Cultural Program, Including a Mediation Plan and Recommendations on the Museum's Business Model
