Mission description

Within the "Sustainable and Inclusive Economy" department, under the supervision of the Project Manager based in Phnom Penh (Cambodia) and the Head of the "Territorial Attractiveness, Culture, and Heritage" division based in Paris, the Administrative, Financial and Logistics Officer assists the Project Manager in the overall management and monitoring of the project implementation.

He/She relies on the ressources and services available within the organization.

The position is based in Phnom Penh, Cambodia.

The scope of missions, activities, and responsibilities of the Administrative, Financial, and Logistics Manager is defined within the role assigned to them within their department. The following list is not exhaustive, and the missions and activities outlined are not limited to those. The person in this role will need to work on all these aspects in close coordination with the Project Manager, the consultants mobilized by Expertise France, as well as the relevant sector departments, if applicable.

 

ADMINISTRATIVE MANAGEMENT OF THE PROJECT

v  Manage the administrative aspects of files related to the operational implementation of projects,

v  Assist with document research, handle routine secretarial tasks,

v  Support the preparation of tenders and public contracts/grants,

v  Participate in the recruitment process of experts,

v  Draft expert and service contracts,

v  Ensure verification of service providers based on the internal compliance tool.

 

FINANCIAL MANAGEMENT OF THE PROJECT

v  Verify the compliance of supporting documents for field expenses, invoices, and reimbursements related to expert missions, track advances and their balances,

v  Ensure compliance with the monthly reporting procedures requested by headquarters,

v  Develop or contribute to the preparation of financial reports for donors (consolidation) and internal accounting and budgetary processes (closing, etc.) in collaboration with the Project Manager, Project Assistant, support financial services, and the Project Manager,

v  Support the preparation and execution of audits, in coordination with the Project Manager and support financial services,

v  Verify and consolidate field expense journals,

v  Maintain up-to-date dashboards,

v  Verify commitments (grant agreements, contracts and accords, purchase orders).

 

LOGISTICS MANAGEMENT OF THE PROJECT

v  Ensure and/or support the logistical organization of events (steering comittee meetings, expert missions, headquarters missions),

v  Contribute to programming, organizing, optimizing costs, and ensuring the smooth running of missions in coordination with relevant stakeholders: travel (mission orders, flight tickets), accommodation, per diem, visas, project documentation,

v  Manage a portfolio of service providers: pre-identification, follow-up on services, negotiating quotes, processing invoicing (hotels, meals, etc.),

v  Apply internal and external purchasing procedures.

Project or context description

Expertise France is mandated by the French Ministry of Foreign Affairs and Europe to implement the feasibility study project for the rehabilitation and expansion of the National Museum of Cambodia.

The project led by Expertise France includes three components:

 

Component 1: Study of Collections and Museum Strategy

Activity 1.1: Inventory of the Museum's national collections

  •         Develop a collections register with the museum’s conservation-restoration teams.
  •         Define the distribution of works between permanent exhibitions and reserves, as well as between the museum and other national museums.
  •         Assess the costs of transporting and moving collections, installations, and restoring certain works.
  •         Develop recommendations for conservation conditions suited to the climate.

 

Activity 1.2: Development of a Master Plan for the Museum

  •         Conduct a review of the National Museum of Phnom Penh's current strategy.
  •         Define a museum policy positioning the National Museum of Phnom Penh as the leader of the network of Cambodian national museums.

 

Component 2: Functional and Architectural Diagnosis of the Museum

Activity 2.1: Historical and Technical Diagnosis of the Building

  •         Conduct a historical study of the existing buildings: collect documents, plans, and photographs and commission a historical study from an architectural historian of the museum and the Royal University of Fine Arts.
  •         Perform a building condition diagnosis based on existing documentation and, if necessary, conduct new surveys.
  •         Check the condition of basements, roofs, and remnants of old wall decorations.
  •         Assess the electrical system and lighting.
  •         Perform detailed technical surveys of floors and ceilings.

 

Activity 2.2: Writing of a Functional and Usage Specifications

  •         Define space requirements and the functionality of those spaces: needs for permanent galleries (working on multiple collection distribution scenarios), temporary exhibition rooms, public reception areas (ticket office, cloakroom, parking, café-restaurant, auditorium, educational workshops, children's areas...), reserves, conservation and restoration laboratories (stone/bronze/ceramics), staff offices/documentation, library, research center...
  •         Study circulation and the museum's integration into its neighborhood through an analysis of current circulation and usage.
  •         Propose several access scenarios and revise directional signage.

Activity 2.3: Final Preliminary Design for the Renovation and Extension of the Building with Cost Estimation

  •         Propose a final preliminary design (APD) for the renovation of the museum (restoration of the museum’s original volumes as conceived in the 1930s, rehabilitating the central hall, removing false ceilings, reopening windows to the garden?) that incorporates compliance with international standards (safety, conservation of works, visitor flow…).
  •        Estimate the full cost of the works and their duration.

 

Component 3: Public Policy and Scientific and Cultural Programming of the Museum

Activity 3.1: Study of Existing Audiences and Tourism Offer, with Associated Recommendations

  •         Conduct a study of the museum's audiences based on existing data, supplemented by new surveys.
  •         Provide recommendations based on the study results.
  •         Consider new visit offers suited to different audiences (school groups, international tourists, regional visitors, locals…).

 

Activity 3.2: Proposal for a Scientific and Cultural Program, Including a Mediation Plan and Recommendations on the Museum's Business Model

  •         Rethink mediation and its devices (diversification of mediation tools) and review the visitor route.
  •         Develop a strategy for exhibitions, key events, and educational actions.
  •         Conduct a study of the museum’s business model and make recommendations (ticketing, privatization, sponsorship…).
  •         Work with the museum's management on its organization and organizational chart.
  •         Assist the museum’s teams in developing new tools and a training plan.
  •         Develop a preliminary scientific and cultural program for the museum with the museum's teams.

Required profile

  • Hold a university degree (Bachelor’s level) in administrative and financial management, law, development, or administration,
  • A successful minimum of 3 years of experience in a similar position, preferably in the field of solidarity and/or international cooperation,
  • Excellent proficiency in office software, especially Excel and Word,
  • Good command of both French and English, spoken and written,
  • Legal skills would be an asset,
  • Strong organizational skills and attention to detail,
  • Reactivity, autonomy - team-oriented,
  • Strong writing and interpersonal skills.
