Scope of Work:
1.1. Act as the primary liaison with International Donors and International Organisations, focusing on France and other EU Member States, particularly on matters related to medical equipment and broader health system recovery initiatives.
1.2. Represent the MoH in discussions, negotiations, and engagements with donors and development or cooperation agencies concerning recovery efforts, including donations, grants, or concessional loans.
1.3 Acts as a focal point for International Organisations (including NGOs) from France and other EU Member States as a key focal point for advice and support related to project implementation in the field of healthcare.
2.1. Engage with national State Agencies, Regional, and Local actors to identify and compile recovery needs.
2.2. Ensure that identified recovery needs are aligned with national health policies, priorities, and operational requirements.
2.3. Facilitate the efficient transmission of these needs to International Donors and other relevant stakeholders.
3.1. Monitor the implementation of projects supported by French stakeholders to ensure alignment with agreed objectives, timelines, and budgets.
3.2. Prepare and provide regular updates and comprehensive reports to the MoH and relevant stakeholders on the status and progress of projects.
4.1. Support the development of institutional capacity within the MoH and partner organizations to ensure sustainable recovery and reconstruction efforts.
4.2. Share knowledge and best practices to enhance project effectiveness and long-term impact.
Expertise France is the French international technical cooperation agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs (MEFA) and the Ministries of Economics and Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries.
Over the years, Expertise France has built up a relationship of trust with its partner administrations as well as governmental representatives and stakeholders.
In the response to the existing situation and challenges, France has launched a coordinated assistance to Ukraine. The APPUI project is a multisector technical assistance aiming to improving Ukrainian populations' access to essential healthcare services in times of crisis. The project’s three main pillar are as follows:
1. Mobilization of French expertise, particularly in priority care sectors (cancer, mental health, physical and rehabilitation medicine), and coordination of Franco-Ukrainian hospital cooperation.
2. Rehabilitation of healthcare facilities.
3. Provision of specialized medical equipment for selected healthcare facilities.
Expertise France (EF) is a key partner of the Ministry of Health of Ukraine (MoH), working together towards responding to emergencies, recovery and reconstruction of the health system in the aftermath of recent challenges caused by full scale Russian invasion in priority sectors such as healthcare coordination and reforms. APPUI project plays crucial role in building the MoH’s capacity to respond to the needs and to integrate in European Union, and ensures effective coordination between French stakeholders and the Ministry, facilitating collaboration across priority healthcare sectors, including hospital medical partnerships between France and Ukraine, mobilization of French expertise, academic cooperation and trainings, covering subjects related to mental health, physical rehabilitation, oncology, management of war wound and other topics.
EF and MoH are seeking to engage a dedicated expert (coordinator) to ensure effective coordination and alignment with international donors and organisations, particularly focusing on France and other EU Member States. This role is critical for fostering collaboration, managing resources, and ensuring the delivery of impactful health projects.
Objective: To provide technical and strategic coordination for all health sector recovery and reconstruction projects in Ukraine supported by French stakeholders, including governmental, non-governmental, and development organizations.
Qualifications required for an expert (coordinator):
Expert is expected to be based in Kyiv, Ukraine, attend MoH office (approximately 40 hours per week), with a requirement be ready for travels to the regions.
An expert (coordinator) will report directly to the Head of the Health Recovery Office of the Ministry of Health of Ukraine and Head of Health Program of Expertise France.
