Mission description

In this context, Expertise France is looking for a short-term expert in ESG (environmental, social (including gender) and governance) and PPPs to provide technical assistance to the DN PPP to integrate E&S considerations in its PPP procedures manual. Based on a series of technical exchanges with the DN PPP and other relevant stakeholders, the short-term expert will review the PPP procedures manual and propose adjustments to integrate environmental and social considerations in the manual. This first draft will then be reviewed and adjusted further in co-construction with the DN PPP to produce a final version endorsed by the beneficiary.

Organization and conduct of the mission

The mission is a service contract, with remote support in addition to one possible trip to Angola, if necessary for the mission’s completion. It is expected to cover a volume of expertise of up to 20 man/days maximum. The first draft of the updated PPP procedures manual integrating E&S considerations should be delivered no later than February, 14 2025 and the final deliverable should be completed before March, 15 2025.

The mission should be conducted in close collaboration with the DNPPP, with whom the expert will have to co-develop the deliverables and with the AGEPI Project Team Leader based in Luanda and the key expert of the PPP component to ensure good coordination and sequencing of activities. 

Expertise France's technical assistance must promote the transfer of skills, so the working method must facilitate the "learning by doing", we do not look for a simple consultancy work.

Project or context description

Project name and description: “Apoio à Gestão das Finanças Públicas, das Empresas Públicas, Parcerias Público-Privadas (PPP) e Inclusão Financeira em Angola (AGEPI)”

The assignment will be carried out in the framework of the AGEPI technical assistance project funded by the EU (contribution agreement between the EU and Expertise France). This project aims to address key issues in Public Finance Management (PFM), Governance of State-Owned Enterprises (SOEs), Public-Private Partnerships (PPPs) and the financial sector in Angola, aligned with the government's priorities and with other initiatives from international partners. More specifically, the PPP component of the AGEPI project’s expected output is that the financial governance of PPPs in Angola is enhanced.

 The PPP National Directorate (DN PPP) of the Ministry of Planning is one of the main beneficiaries of the technical assistance provided under the PPP component of the AGEPI project. The DN PPP is currently supported to equip itself with tools to carry out its missions and guide the selection of PPP projects by a key expert mobilized by Expertise France through three work streams: pipeline instruction and methodology, prefeasibility study. As part of the methodological toolbox being developed, the DN PPP has produced a first version of a PPP Procedures Manual which aims to serve as a guiding document for the decision-making process and governance of PPPs in Angola. According to the DN PPP, the current PPP Procedures Manual presents some gaps that hinder its effectiveness, especially as a guide for public servants and for agents involved in PPPs to make it coherent and aligned with the stakeholders' needs from the perspective of the guidelines to follow. In particular, the DN PPP would like to integrate environmental and social (including gender) (E&S) considerations into the PPP procedures manual: E&S impact studies during the planning preparation (E&S risk management steps during the structuration), transaction (E&S standards to be included in the contract), and implementation (monitoring E&S issues during construction and operation),  etc.

Required profile

The profile sought is that of an international or a local expertise, which must meet the following criteria:

 •           Master's degree (bac +5) or engineering diploma or equivalent qualification in the fields of environmental sciences, ecology, or a related field.

•           At least 10 years of relevant experience, with proven references in the field of PPPs and E&S issues.

•           Good command of English (Portuguese would be a plus).

•           Experience in comparable countries, including sub-Saharan Africa.
