The Private Sector Financing Expert will work under EF’s Programme Co-Lead and in close coordination with the GIZ-appointed Technical Lead for Outcome 3. This role will be responsible for coordinating and managing the day-to-day operations of activities related to implementing EF’s contributions to Outputs 3.1 and 3.2 (Seed and growth stage).
The expert will collaborate closely with a Junior Project Officer specializing in Entrepreneurship and Circular Economy and with two Grant Managers, who will complete EF’s Outcome 3 team. While the Private Sector Financing Expert will provide technical guidance to the Grant Managers, their hierarchical management will fall under the Admin and Finance Manager.
Key responsibilities include ensuring that activities are implemented on time, aligned with the programme’s objectives, and coordinated with GIZ’s execution of Outcome 3. The role demands a high level of autonomy, strategic thinking, and operational resourcefulness to establish capacity-building activities and a Matching Grant Facility across up to 13 countries, while effectively engaging with financial institutions, MSMEs, business development service providers (BDS), and development partners.
The Private Sector Financing Expert will be based in Lusaka, Zambia, with frequent travels to other countries in East and Southern Africa.
More specifically, his/her missions and responsibilities are as follows (non-exhaustive list):

The Private Sector Financing Expert will provide technical assistance and expertise across the five main activities of Outcome 3. This includes:
Establishment, management and monitoring of a Matching Grant Facility
Operational Management and Coordination

The SWITCH to Circular Economy in East and Southern Africa Program (SWITCH-2-CE) is co-financed by the European Union and jointly implemented by Expertise France (EF) and GIZ. GIZ being the lead implementing agency of the programme. The program aims to foster an inclusive transition to a circular economy in the East and Southern Africa region through policy frameworks, workers and SMEs participation, and improved financing mechanisms for CE businesses. The activities will contribute to mitigation of climate change by promoting green and circular business models. The foreseen capacity development and strengthening of the regulatory and policy framework aim to contribute to the East and Southern Africa (ESA) countries efforts to meet their obligations under the United Nations Framework Convention on Climate Change (UNFCCC). The Common Market for Eastern and Southern Africa (COMESA) is the regional political partner of the project.
The program is structured around three main outcomes, with the two priority value chains: “packaging/plastics waste” and “electronics/e-waste”.
The program aims to achieve the following outcomes:
Expertise France is responsible for implementing activities under Outcome 1, jointly with GIZ.
EF is also responsible for implementing activities under Outcome 3, jointly with GIZ, to improve access to financing for circular economy businesses, through the implementation of a financial assistance and capacity-building program. While GIZ will focus on supporting transitioning firms and joint ventures, EF’s will target seed stage companies, stat ups and MSMEs.
The Action will start with a diagnostic on the financial and technical support gap assessment for startups and MSMEs in the two targeted value chains. Based on these results it will then establish a regional matching grant facility designed to reduce investment risks in early-stage CE firms or business models, from the very beginning of business development to joint ventures. Indeed, this scheme will operate through multiple funding windows, targeting early-stage and growth-stage investments in CE technologies, products, and services for start-ups, small and medium-sized enterprises, and regional CE firms seeking partnerships within ESA or with European companies. Therefore, Expertise France’s activities will be focused on the first stages of business development, i.e. incubation and acceleration phases, while GIZ’s activities, in the continuum, will seek to support projects in their “investment readiness”, working tangentially with financial sector actors such as VC’s and impact funds with the ultimate objective of facilitating joint ventures. The outcome 3 also includes technical assistance to financial institutions and capacity building activities to Business Development Services providers supporting circular economy businesses in the two targeted value chains.
Here are the five main activities under outcome 3 that will be implemented by EF:
Qualifications and skills
· Master's degree or equivalent in business administration, finance, economics, or a related field.
· Deep understanding of the entrepreneurship ecosystem, with a focus on supporting startups and MSMEs, particularly green enterprises, in Eastern and Southern Africa.
· Knowledge of circular economy (CE) business models and green enterprises in the ESA region is a strong advantage.
· Strong project management skills, with the ability to effectively coordinate complex initiatives across multiple stakeholders and countries.
· Excellent communication and interpersonal skills, capable of managing relationships with donors, government agencies, BDS providers, startups, and MSMEs.
· Leadership with experience working in diverse, multicultural environments.
· Fluency in English; proficiency in French is an added advantage. Proficiency in Portuguese would be an asset.
Professional experience
· A minimum of 8 years of professional experience, including at least 5 years in managing development projects, preferably in business development, entrepreneurship, finance, or circular economy.
· Proven experience in designing, implementing, and managing grant facilities and funding mechanisms for startups and MSMEs.
· Extensive experience in capacity building and designing training programs for financial institutions, BDS providers, and MSMEs.
· Experience coordinating with stakeholders, including government agencies, financial institutions, and private sector partners in a multi-country context.
· Experience organizing workshops and knowledge-sharing events for local and international stakeholders.
· Experience working with international organizations, donors, or development agencies, focusing on MSMEs and start-ups.
· Experience working in Southern and/or East Africa.

· Fixed-term contract for a term of 12 months (renewable for a total of up to 49 months).
