Mission description

This position is based in Bangkok on a locally-employed contract. Candidates should confirm in their cover letter that they have a status (nationals or valid work permit) that allow them to work in Thailand.

 

The Junior Events and Logistics Expert will be supervised by the ESIWA+ Field Project Manager and managed by the Strategic Director. He/she works on a daily basis with the project team, notably the Expertise France Strategic Director, the Field Project Manager, the Cybersecurity Thematic Coordinator, the Maritime Security Thematic Coordinator and the Communications expert. He/she will have frequent exchanges with the HQ Project Manager and Project Assistants within the Strategic Affairs Unit at Expertise France HQ in Paris.

The position requires a high degree of autonomy and relational skills in order to work in a European, international and multicultural environment, as well as a good command of English and French. Missions abroad are foreseen.

Indicatively and non-exhaustively, the Junior Events and Logistics Expert’s tasks will include:

Supporting activity planning:

  • Support the Thematic Coordinators in the pursuit of the Cybersecurity and Maritime Security activities, by contributing to identifying and responding to logistical needs (establishing invitations letters and Mission Orders, booking flights/trains, assisting with visa procedures, identifying hotels and conference rooms, determining IT needs, organising catering and airport shuttles) 
  • Apply relevent EF procedures and French Public Procurement law to choose service providers and draft service contracts (translators, interpreters, photographer, hotels, conference rooms, shuttle services, catering), as well as other related documents (award minutes, due diligence, etc.) prior to signature.
  • Support the activity planning as required : attending coordination meetings, sending invitations and collating rsvps, contribution to the negociation of budget and costs-sharing, coordination with the Visibility and Communications Expert to ensure branding requirements are met, etc. 
  • Monitor service providers advances and invoices for field activities as well as field office cash (when relevant). 
  • Prepare and coordinate documents required for activities in conference rooms (badges, nameplates, attendance lists, activity evaluatioon forms, per diem receipts).

Supporting activity implementation:

  • Welcome and register atteendees during activities (in charge of the registration desk): ensuring signature of the participants lists’, preparation and distribution of per diems and collection of supporting documents (boarding passes, visa invoices, etc.). 
  • Prepare and distribute per diems and retrieve supporting documents from participants/experts.
  • Prepare, distribute, collect and scan documents completed during activities (agenda, attendance lists, activity evaluation forms). 
  • Prepare, distribute, collect and scan evaluation forms during activities.  

Supporting activity closure:

  • Collect and prepare supporting documents required for payments (invoices and ERF) and submitting payment requests to HQ.
  •  Consolidate evaluation data (number of participants, countries represented, female/male ratio, etc).
  • Archive activities documents in preparation for audits.
  • Update contracts monitoring tool.

Project or context description

Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.

The agency achieves this goal by implementing projects in the main areas of public action:

  • Democratic, economic and financial governance
  • Peace, stability and security
  • Climate, agriculture and sustainable development
  • Health and human development.

In these fields, Expertise France carries on missions of engineering and the implementation of capacity building projects, of expertise mobilisation, and a function of coordinator associating both public expertise and private sector’s skills. 

The ESIWA+ project (“Enhancing Security Cooperation in and with Asia and the Indo-Pacific”) is funded by the European Union, together with the German Federal Foreign Office and the French Ministry for Europe and Foreign Affairs. The Action aims to support the strengthening of the EU’s security engagement in and with Asia by supporting tailor-made cooperation with an initial set of nine partners countries (India, Indonesia, Japan, Malaysia, the Philippines, the Republic of Korea, Singapore, Thailand and Vietnam), grouping together EU security-related efforts with the country concerned, in particular in four thematic areas: Counter-Terrorism/Prevention of Violent Extremism (CT/PVE), Cyber Security, Maritime Security and Crisis Management/Addressing Hybrid Threats. These areas reflect the EU's interests and priorities, and partner countries needs so far identified.

The overall objective of the Action is to enhance the EU's security and defence cooperation in and with Asia and the Indo-Pacific.

Required profile

Qualifications and skills

  •         Higher education degree in international relations, events, tourism or related fields.
  •          Proficiency in Microsoft Office and webinar tools.
  •          Familiarity with tools and technologies used in travel management.
  •          Ability to learn and adapt quickly to the work environment.
  •          Excellent organisational skills and attention to details.
  •          Good time management and ability to prioritise multiple and competing deadlines.
  •          Problem-solving skills, flexibility and the ability to respond calmly and creatively to emergencies.
  •          Responsiveness and good interpersonal skills.
  •          Excellent communication skills and fluency in written and spoken English. Fluency in French and an Indo-Pacific language would be a strong asset.
  •          Interest in international cooperation.

Work experience

  •          Experience of at least three years in a similar position
  •          Experience in the organisation of international events is required.
  •          Experience as a tour operator and/or event organiser would be an asset.
  •          Experience with high-level political officials, embassies and international organisations would be an asset.
  •          Understanding of European Union institutions and agencies in the field of Maritime and Digital affairs, and their mandates and roles would be an asset.

Additional information

Location of the mission: Bangkok, Thailand, with regular travels in the region and occasional travels to Europe.
