Mission description

Main Objective and Purpose

The Technical Officer will support the Technical Coordinator in coordinating, implementing, and monitoring project activities for the DRREALL-TA Project.

Responsibilities will include contributing to the overall quality and coherence of activities, coordinating with stakeholders, collecting and monitoring data, and providing logistical support.

 

Key Responsibilities

The Technical Officer will work closely with the Technical Coordinator, contributing to the following areas:

Coordination of Activities

  • Support the Technical Coordinator in coordinating with project partners, stakeholders, beneficiaries, and technical experts to ensure timely implementation of activities.
  • Prepare activity and meeting documents, as well as minutes and summaries, as needed.
  • Document activity and meeting outcomes, track action points, and follow up with partners and stakeholders.
  • Contribute to the development of concept notes or terms of reference for activities and training sessions as required.
  • Provide a critical perspective on the activities deployed by the project, ensuring they are in line with the objectives and meet the expected quality standards.
  • Propose adjustments, when necessary, both in terms of content and organization of activities.

Data, Knowledge Management, and Reporting

  • Collect, manage, and analyze data for reports, forecasts, and presentations, contributing to effective project monitoring and decision-making.
  • Ensure data quality and reliability, maintaining accuracy in project M&E databases and dashboards under the guidance of the M&E expert and Project Leader.
  • Assist in producing progress reports, technical summaries, and updates for internal and external stakeholders.
  • Document project achievements, best practices, and lessons learned for knowledge management purposes.
  • Support monitoring and evaluation activities, ensuring project deliverables align with intended outputs.

Logistical Support

  • Support the organization and delivery of workshops, technical meetings, and training events from a logistical perspective: ensure that required equipment are provided, facilitate zoom conferences (create zoom link, test technology beforehand, handle technical issues during conference, moderate chat, etc.), answer participants’ logistical questions …
  • Monitor service suppliers and experts during activities to ensure smooth and high-quality implementation.

Project or context description

The Disaster Risk Reduction Enhancement at the Local Level—Technical Assistance (DRREALL-TA) project implemented by Expertise France is part of the DRREALL programme, a long-term partnership between the Agence Française de Développement (AFD) and the Government of Philippines (GoP), led by the Department of Interior and Local Government (DILG). The DRREALL programme, funded by the EU, aims to efficiently implement disaster risk reduction strategies at the level of local government units (LGUs). This programme will contribute to strengthening disaster risk reduction and management (DRRM) and climate change adaptation (CCA) capacities at the national and local level, and will support ongoing reform projects throughout the country. The DRREALL programme comprises two public policy loans (tranches). The first tranche was disbursed in 2021 and the second tranche will be disbursed in 2025, provided 80% of the DRREALL-TA project’s indicators are achieved by June 2025. 

The DRREALL-TA project is structured based on a policy matrix containing four key reform areas:

  1. Strengthening local capacities for risk-informed planning.
  2. Enhancing DILG's ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA.
  3. Improving the capacity of local communities to effectively utilize disaster risk management funds.
  4. Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs.

Expertise France is in charge of the DRREALL-TA project implementation. The Project Management Office (PMO), based in the Expertise France office in Manila, ensures the day-to-day operational management of the DRREALL-TA project, in close coordination with AFD and DILG. The PMO’s responsibilities include project administration, team management, financial management, stakeholder engagement, monitoring and evaluation, etc.

The PMO team is composed of a Project Leader, a Technical Coordinator, a Financial and Administrative Manager, and a Logistics, administrative and financial assistant. Technical experts support the team in defining and implementing project activities across various thematic areas, including M&E, Gender, Institutional Capacity Development (ICD), Disaster Risk Reduction (DRR), etc.

Required profile

The ideal candidate will possess strong organizational skills to support the smooth implementation of the project’s activities, as well as knowledge of disaster risk reduction, enabling them to engage with beneficiaries, liaise with experts, and provide a technical and critical perspective on project activities.

  • Education: Bachelor’s degree in Environmental Planning, Disaster Risk Management, Data Science, or a related field. A master's degree is an advantage.
  • Experience: At least 4 years of relevant experience in disaster risk reduction and management, climate resilience, development, or related fields.
  • Technical Skills: Proficiency in data management and analysis tools; experience with visualization tools is an advantage. Computer literacy is essential (Outlook, zoom, Excel, PowerPoint, Google Drive, etc).
  • Communication Skills: Fluency in English required, proficiency in Filipino languages is an advantage; Knowledge management skills such as capturing lessons and best practices, creating presentations (Canva, Powerpoint) and editing/proofreading training materials; Strong writing skills. 
  • Organizational Skills: Strong organizational and time-management skills, with the ability to prioritize tasks effectively.
  • Interpersonal Skills: Proven ability to work in teams and engage with stakeholders at various levels. Proactivity, resourcefulness, punctuality and reliability.

Additional information

Location: The Technical Officer will work both in the project office in BGC Manila and in the DILG building in Metro Manila. Implementation of project activities may also require occasional field travel.
