Mission description

The objectives of this expertise are to :

  • Update the logical framework indicators (at the project reporting level and on the OPSYS software)

     

  • Support project team in planning and implementing project reviews to analyze progress made against initial targets, as well as relevance of activities according to the evolution of the context
  • Whenever relevant, suggest new possible re-orientations and adaptation / fine-tuning of the indicators
  • Ensure dissemination of M&E information within the project team, i.e. sharing results and lessons learned from evaluation questionnaires after project's activities, communicate recommendations and follow the implementation of these recommendations
  • Ensure accurate reporting of indicators by the project team
  • Contrubute to awareness of the project team vis-à-vis the M&E. Take relevant intitiative to achieve this objective (ad hoc meetings with KE, TL, etc.)
  • Implement the necessary tools for obtaining logical framework indicators (questionnaires, etc.)
  • Contribute to project reporting on the monitoring and evaluation section by indicating indicator progress
  • Participate in the annual reporting of THEMA indicators for the project
  • Three times per year, participate and contribute to the project's review

Project or context description

In 2017 the European Commission launched the Global Facility on Anti-Money Laundering and Countering the Financing of Terrorism (GF-AML/CFT) to provide support to third countries to strengthen their AML/CFT regimes. The term Global reflects the geographic scope of the project. In 2024, the second phase of the project was signed as a continuity of the Phase 1.

The overall objective of the project is to cut off access to funding for individual terrorists and terrorist organisations and introduce enhanced measures against serious organised crime, through support to increase compliance with the EU AML/CFT Framework, the FATF Recommendations and relevant UN Security Council Resolutions.

The project has three specific objectives :

  1. To strengthen the AML/CFT legislative, regularly and policy framework
  2. To build AML/CFT institutional capacity in third countries
  3. To increase national, regional, and international cooperation on AML/CFT issues

In addition, various thematic areas of research and development have been developed to counter the ever- changing methodologies linked to AML/CFT. Managing the interaction between LEAs, FIUs Regulatory bodies and others involved in the Penal Chain is one of the key areas to improve operational effectiveness and ensure the EU Global Facility produces lasting outputs and outcomes.

Required profile

·       University degree or equivalent in project management, economics, statistics, social sciences, or another relevant field

·       At least 5 years of experience in monitoring and evaluation of projects, ideally in the context of technical assistance or international cooperation projects.

·       Proven expertise in designing and implementing logical frameworks and performance indicators

·       Proficiency in monitoring and evaluation tools and methodologies, including qualitative and quantitative data collection and result analysis

·       Knowledge of international monitoring and evaluation standards

·       Ability to write clear and analytical reports

·       Familiarity with the AML/CFT thematic

·       Understanding of issues related to technical cooperation and development

·       Excellent analytical and synthesis skills

·       Autonomy, rigor, and organizational skills

·       Strong interpersonal skills and ability to work effectively in a team

·       Proficiency in French and English
