Mission description
The role of the experts will be to support the National Cybersecurity Authority of Greece (NCSA) in the timely, widespread and full scale implementation and on the ground application of the NIS2 Directive, law 5160/2024 and its requirements.
Expertise is required in the following fields:
- Cybersecurity policies & regulations
- Cybersecurity technologies and applications
- Cybersecurity operations, including threats landscape, incident reporting, audits and inspections
- Risk Management, Crisis Management
- Strategic & business planning and management
- IT and technology integration
- Public Procurement of IT solutions, equipment and services, including maturation studies
- Digital Transformation policies and processes
- Business Analysis & Business Process Reengineering
- Public administration
- Performance measurement and evaluation
- Digital Skills and competences
- Communication
Tasks will be executed at Expertise France Athens Office and/or at the premises of the beneficiary (National Cybersecurity Authority) and other stakeholders, if needed, upon agreement with the Project Coordinator.
Project or context description
The Greek authorities have committed to continue the reform of the public administration in order to boost state efficiency, transparency and meritocracy.
To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission.
This project led by Expertise France provides technical support to the National Cyber-security Authority (NCSA) in the area of effective implementation of the NIS2 directive and law 5160/2024 regarding critical and important entities (in both public and private sectors), with emphasis on risk management, incident reporting, strategy & compliance monitoring and cybersecurity technology procurement.
A Project Team composed of several experts will be in charge of implementing the technical support, under the coordination of Expertise France headquarters in Paris and its office in Athens.
To this end, Expertise France is currently looking for short-term and medium-term experts in the above fields.
Required profile
Qualifications & skills
· University Degree (preferably at postgraduate level) in fields relevant to the specific expertise area, such as Computer & Information Technology, Software / Computer / Electrical Engineering, Computer Science / Physics / Mathematics, Law, Economics / Business Administration, Public Administration, or related fields. In the absence of such a degree, candidates should have at least 10 years of professional experience in the relevant domains.
· Proficiency in written and spoken English is essential. Knowledge of the Greek language will be an asset.
· Demonstrated analytical, research, and reporting abilities.
· Strong report-writing skills in English and/or Greek.
General professional experience
· For senior experts, a minimum of 7 years of postgraduate professional experience in international and/or national-level positions in fields directly relevant to the assignment.
· For junior expert positions, a minimum of 3 years of professional experience is required.
Specific professional experience
· Proven track record of involvement in a minimum of 2 assignments directly related to the project's objectives. This could include prior work in public administration reform, digital transformation, ICT project management, cybersecurity policies & practices, cybersecurity or ICT procurement, training or similar areas.
· Familiarity with the Greek context and practical experience working with the Greek administration are considered valuable assets. This will facilitate effective collaboration and understanding of the local context and challenges.
Applicants should meet these qualifications and skills to ensure their suitability for the project and their ability to contribute to Greece's public administration reform efforts effectively.
