Mission description
The role of the experts will be to support the Greek administration in establishing a transparent and efficient governance and implementation framework for adopting Artificial Intelligence in the public sector, to support the design and implementation of several Proof of Concepts to validate the Framework, as well as to provide capacity building and digital competency enhancement in the field.
Expertise is required in the following fields:
- Digital Transformation policies, processes and regulations
- Artificial Intelligence policies and regulations (including ethics)
- IT technology integration with focus on Artificial Intelligence tools and technologies (including Machine Learning, Cloud architecture, DevOps, NLP / MOPs
- Data Science , engineering and analysis
- Data governance & data protection
- Strategic & business planning and management
- Business Analysis & Business Process Reengineering
- Public administration policies & governance
- Digital Innovation Management
- Public Procurement
- Performance measurement and evaluation
- Digital Skills and competences
- Learning and technology-enhanced learning
- Communication
Tasks will be executed at Expertise France Athens Office and/or at the premises of the beneficiary (Ministry of Digital Governance) and other stakeholders and line Ministries, if needed, upon agreement with the Project Coordinator.
Project or context description
The Greek authorities have committed to continue the reform of the public administration in order to boost state efficiency, transparency and meritocracy.
To support this reform, Greece has requested assistance from the Directorate General for Structural Reform Support (DG REFORM) of the European Commission.
This project led by Expertise France provides technical support to the Ministry of Digital Governance in the area of digital transformation, digital public administration and e-governance with special focus on establishing a governance and implementation framework for adopting Artificial Intelligence (AI) technologies to improve public services and empower organisations to work in a cost-effective manner.
A Project Team composed of several experts will be in charge of implementing the technical support, under the coordination of Expertise France headquarters in Paris and its office in Athens.
To this end, Expertise France is currently looking for short-term and medium-term experts in the above fields.
Required profile
Qualifications & skills
· University Degree (preferably at postgraduate level) in fields relevant to the specific expertise area, such as Computer & Information Technology / Science, Software / Computer / Electrical Engineering, Physical Sciences / Physics / Mathematics, Economics, Business Administration, Public Administration, Education, Law, Communication or related fields. In the absence of such a degree, candidates should have at least 8 years of professional experience in the relevant domains.
· Proficiency in written and spoken English is essential. Knowledge of the Greek language will be an asset.
· Demonstrated analytical, research, and reporting abilities.
· Strong report-writing skills in English and/or Greek.
General professional experience
· For senior experts, a minimum of 7 years of postgraduate professional experience in international and/or national-level positions in fields directly relevant to the assignment.
· For junior expert positions, a minimum of 3 years of professional experience is required.
Specific professional experience
· Proven track record of involvement in a minimum of 2 assignments directly related to the project's objectives. This could include prior work in public administration reforms, digital transformation, ICT project management, design or implementation of AI solutions, training and education, or similar areas.
· Familiarity with the Greek context and practical experience working with the Greek administration are considered valuable assets. This will facilitate effective collaboration and understanding of the local context and challenges.
· For participation in Proof of Concept activities: Domain expertise in one of the corresponding sectors (such as public administration, transport, justice, media, education, property management & cadastre, healthcare)
Applicants should meet these qualifications and skills to ensure their suitability for the project and their ability to contribute to Greece's public administration reform efforts effectively.
