Mission description

The main objective of this mission is to support the project team in the professional editing, legal proofreading, and harmonization of the Armenian legal framework related to brandy, geographical indications (GI), and related topics with EU and OIV standards.

Main Tasks:

  1. Legal Analysis and Harmonization: Analyze existing Armenian legislation, compare it with EU and OIV regulations, and propose necessary adaptations.
  2. Support for Stakeholder Consultations and Legislative Development: Organize and participate in stakeholder consultations, assist in drafting legislative and sub-legislative proposals.
  3. Ongoing Legal Support: Provide continuous legal support to the project team and stakeholders, review and revise existing and draft legislation.
  4. Editing and Proofreading Translations: Edit and proofread translations of Armenian, EU, and OIV legal acts related to GIs and agricultural products.
  5. Training and Capacity Building: Assist in developing training plans, organize seminars and workshops related to new legislation.

Expected Deliverables:

  • Edited and proofread translations of relevant legal acts.
  • Contributions to legislative proposals and revision of drafts.
  • Legal analysis reports and recommendations for legislative alignment.
  • Training plan and organization of workshops/seminars.
  • Monthly reports and final mission report.
  • Contribution to Inception report/ Overall project progress report

Duration of the Mission:
From December 2024 to December 2025, for a total of 90 working days.

Location:
Project office in Yerevan, Armenia (possible travel).

Project or context description

The project aims to harmonize Armenian legislation with European Union (EU) and International Organisation of Vine and Wine (OIV) regulations in order to register the Geographical Indication (GI) for Armenian Brandy. The primary goal is to protect the unique identity of Armenian Brandy, ensure its authenticity, and build consumer trust in both domestic and international markets. By aligning with EU regulations on spirit drink categories, labeling requirements, GI protection, and official controls, as well as OIV's scientific guidelines, Armenia seeks to improve the quality and competitiveness of its brandy globally.

The project has two main objectives:

Specific Objective (Outcome) 1: Facilitate the termination of the use of the EU geographical indication
(GI) Cognac for products originating in the Republic of Armenia and assist in designing and
establishing a GI system for Armenian brandy.

Specific Objective (Outcome) 2: Enhance the promotion and marketing potential of the Armenian
brandy as a GI in domestic and export markets.

The following project outputs are expected in relation to Objective 1:
- Output 1: Armenian brandy GI system is established and functional;
- Output 2: National GI legislation is updated and enforcement rules are designed;
- Output 3: A functional testing and quality control system is designed;

A further output is expected in relation to Objective 2: A robust brand identity and marketing strategy is
developed.

By achieving these outputs, the project is expected to consolidate Armenian brandy as a high quality,
authentic product with a unique identity, fostering sustainable growth and international recognition of
the Armenian brandy industry.

Required profile

Qualifications and skills:
- Relevant university degree, preferably in fields related to law issues;
- Good analytical, interpersonal and communication skills;
- Proficiency in English language;
- Proficiency in Armenian language;
- Computer literacy (MS Office applications).

General Professional Experience:
- Minimum 5, preferably 7 years of relevant professional experience;
- At least 3 years of experience in the required area of expertise (drafting the legislation).
Specific Professional Experience:
- At least 2 years of experience working on IP/GI related legislation;
- Experience as legal expert on at least 2 donor funded projects in Armenia;
- Knowledge of local language is an asset
