Project or context description

Indonesia has the ambition of reducing its GHG emissions and developing renewable energies up to 23% of the energy and electricity mix by 2025 according to its 2021 National Energy Plan, the RUPTL. During its presidency of G20 summit in 2022, Indonesia included energy transition as one of the country’s priorities, this being illustrated by the signing of a Joint Statement of a Just Energy Transition Partnership (JETP) with a coalition of international Donors around the G7. With the framework of the JETP,   a Comprehensive Investment and Policy Plan (CIPP) was developed to achieve the following targets: the peaking of power sector emissions by 2030, a RE share of 34% of the power generation in 2030, accelerating early retirement of coal-fired power plants (CFPP) and achieving net zero emissions in the power sector in 2050.

AFD (Agence Française de Développement – French Development Agency), implementing the French commitment in the JETP, aims at mobilizing 500 MEUR in the next 3-5 years under the framework of JETP to support Indonesia in reaching the goals listed in the Joint Statement. AFD approved its first loan withtion the context of the JETP in AFD board on the 17th October 2024: a 150MEUR loan to the Government of Indonesia for the subprogram 1 of the Policy Based Loan Affordable and Sustainable Energy transition (PBL ASET) in order to support on-going clean energy reforms in Indonesia. The subprogram 2 of the PBL ASET is expected between 2025 and 2026.

AFD created the technical assistance program French ENergy Transition Cooperation in Indonesia (FRENTCI) within the framework of the JETP to support the Indonesian energy stakeholders such as the Ministry of Energy and Mineral Resources (MEMR) in achieving the JETP objectives and contributing to the national just energy transition targets and commitments. As a part of the FRENTCI program, AFD signed a Letter of Intent and an Implementing Agreement with the MEMR on the 1st November 2024 to implement a 5 years technical assistance program with several departments of the MEMR. The overall program with the MEMR is currently of 3 MEUR funded by (i) the European Union under the IETF and (ii) AFD’s own grant funds.

The FRENTCI program is split into 2 components: Component 1: support to energy transition public policies and Component 2: Project preparation, institutional support and capacity building for the energy public companies (State Owned Enterprises SOE) such as PLN (Perusahaan Listrik Negara) and GeoDipa Energi (GDE). This activities of the FRENTCI program with MEMR will be coordinated by a Technical Assistance (TA) Leader on Policies, she or he will be in charge of recruitment of consultants to perform studies as agreed with the MEMR on an annual basis.

As part of the technical assistance program between the AFD and the MEMR, and in direct relation but not limited to the PBL ASET, AFD aims at reinforcing the policy making team of the Department of renewable energy and energy efficiency (EBTKE) of the MEMR with an Energy Policy Advisor. She or he will provide support for policy making on renewable energy and energy efficiency that will feed the PBL ASET subprogram 2 and the dialogue on energy transition between AFD and MEMR. This activity of the AFD-MEMR cooperation program will be financed on AFD funds via the Facility 2050.
