1.1. The Coordinator is responsible for conducting comprehensive medical equipment needs assessments in healthcare facilities. A crucial component is conducting thorough assessments of damaged medical equipment in affected healthcare facilities and documenting and cataloging equipment losses and damage levels. These responsibilities include developing strategic equipment replacement and procurement plans and creating prioritization systems for equipment restoration.
1.2. The Coordinator develops detailed reports on equipment restoration needs and priorities and creates equipment recovery plans aligned with facility reconstruction timelines. An important part of the work involves analyzing cost-effectiveness and developing equipment standardization strategies across facilities.
1.3. The Coordinator establishes equipment lifecycle management protocols and coordinates with facility planning teams regarding infrastructure requirements.
1.4 The Coordinator supports the reform of standards in equipment undertaken by Ministry of Health of Ukraine to align with EU standards.
2.1. The position involves managing large-scale medical equipment recovery projects and coordinating multiple installation projects. The Coordinator coordinates medical equipment supply and procurement projects with international donors and other suppliers while managing equipment installation and commissioning processes.
2.2. The Coordinator develops detailed project timelines and milestones, monitors project budgets and resource allocation when applicable, and coordinates with project teams to ensure proper infrastructure for equipment installation. The role requires extensive project coordination skills to manage multiple stakeholders, including international partners, construction teams, and healthcare facility staff. An important aspect is managing stakeholder expectations, communicating with them, and implementing project quality control measures.
2.3. The Coordinator must ensure seamless integration between equipment installation and broader facility reconstruction efforts, while maintaining strict quality and safety standards throughout all project phases.
3.1 The Coordinator ensures liaison and coordination with International Donors, with a focus on the Team France and other EU Member States on medical equipment.
3.2 The Coordinator acts as the counterpart of the donors and development or cooperation agencies for any conversations related to medical equipment, including in donations, grants or concessional loans.
3.3 The Coordinator engages with national State Agencies, Regional and Municipal actors to gather and compile expression of medical equipment needs, ensures their adequacy vis-à-vis national policy and requirements and facilitates the transmission of needs to International Donors.
4.1. The Coordinator oversees equipment testing and commissioning processes and ensures compliance with international safety standards. Responsibilities include developing technical specifications for equipment, reviewing and approving equipment installation plans, and ensuring compliance with international medical equipment standards.
4.2. The Coordinator monitors equipment performance metrics, establishes maintenance protocols and schedules, and reviews and approves technical specifications for equipment. The position requires deep technical knowledge to make informed decisions about equipment selections and specifications and ensure that all procured equipment meets both immediate needs and long-term facility requirements.
4.3. The Coordinator must thoroughly understand international medical equipment standards and regulations, applying this knowledge to ensure all equipment meets the required safety and performance criteria.
5.1. The Coordinator focuses on and coordinates the development of special training programs for medical personnel regarding new equipment, ensuring proper operation and maintenance capabilities.
5.2. The Coordinator coordinates with international experts for knowledge transfer, leveraging global expertise to enhance local capabilities.
5.3. The Coordinator coordinates conducting hands-on equipment training sessions, assessing staff competency and certification needs, and implementing ongoing education programs.
5.4. A critical aspect involves building local technical capacity for equipment maintenance and creating sustainable in-house maintenance capabilities.
6.1. The Coordinator contributes to developing equipment budgets and forecasts and monitors project expenditures if applicable.
7.1. This position involves assessing equipment-related risks and implementing security protocols. The Coordinator develops backup and redundancy plans and creates equipment protection strategies. An important aspect is coordinating cybersecurity measures and developing incident response procedures.

Qualifications
Technical Expertise:

Minimum Qualifications
- Bachelor's degree in Biomedical Engineering, Medical Technology, or related field
- 5+ years experience in medical equipment management
- Proven experience in project management
- Experience with international technical standards
- Knowledge of the Ukrainian healthcare system
- Strong computer skills (MS Office, project management software)
- Ability to travel within Ukraine
- Experience working with international organizations preferred
