Mission description

Within Component 4, the Key Expert(s) will perform the following duties, in close co-operation with the component team in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:

   Assist Component Lead with the planning, organisation, co-ordination, implementation and monitoring of the Project activities in relation to EU-adhesion negotiations on Chapter 23 and Chapter 24, development and awareness raising of ADR/mediation and implementation and application of the Law on Administrative procedure by judicial corpus in accordance with the Project Work Plan and other programming documents;

     Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to component activities (written articles, interviews, project events).

       Assist Component Lead with the reporting on the results achieved by the Component.

       Draft and edit reports, analytical notes, policy papers and other Project deliverables in English and Ukrainian;

      Steer and ensure timely organisation of Project events as well as their quality, provide input to the agenda development, participate at various Project activities and secure internal and external follow-up;

  Steer and ensure effective liaison with Project beneficiaries and coordination with other technical assistance projects in relation to EU-adhesion negotiations on Chapter 23 and Chapter 24, development and awareness raising of ADR/mediation and implementation and application of the Law on Administrative procedure by judicial corpus;

     Steer and ensure monitoring of Ukraine Facility in relation to justice sector and ensure regular reposting to EUDEL;

     Ensure coordination with other components while implementing Component 4 activities;

       Contribute to the communication and visibility of the Project, in coordination and cooperation with the Communications Officer;

        Support Project Officer in ensuring financial, logistical and administrative aspects of Project implementation;

        Perform other tasks at the request of the component or Project leadership.

Project or context description

The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).

 The EU Project Pravo-Justice Component 4 is dedicated to supporting key Ukrainian justice stakeholders—including the Ministry of Justice, High Council of Justice, High Qualification Commission of Judges, State Judicial Administration, and the Office of the Prosecutor General—in their EU integration efforts, with a primary focus on Chapters 23 and 24. This involves analyzing Ukrainian legislation in alignment with the EU acquis, assisting the Ministry of Justice in the approximation process, and providing essential support throughout the negotiations on these chapters.

Required profile

Key Expert(s) will have:

Law degree from accredited law school in Ukraine or abroad; advanced degree preferred.

      At least 5 years of experience in the relevant field, in the private or public sector.

  Demonstrated experience in project implementation, including experience in and / or knowledge of technical assistance projects funded by the European Union or other international donors.

       A high degree of initiative and diplomacy and the ability to solve complex problems in coordination with a diverse range of stakeholders.

       Fluency in written and spoken English and Ukrainian.

     Vision and strategic insight – shows the ability to develop a vision and translate it into concrete strategies and policies; takes time to think ahead and identify long-term trends and developments in current events; identifies clearly day-to-day and longer-term priorities of project implementation.
