1. Context
Expertise France is the French international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action. The agency coordinates and implements national- or regional-scale projects in major areas of public action:
· Democratic, economic and financial governance
· Peace, stability and security
· Climate, agriculture and sustainable development
· Health and human development
In these fields, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and has a specific capacity to assemble projects involving public expertise and private skills.
With a volume of activity of 324 million euros, more than 500 projects in a hundred countries, Expertise France puts its action within the framework of solidarity, influence and economic diplomacy policies of France.
Expertise France has been operating in Syria since 2013 in Syria, first from Gaziantep in Turkey, and since 2019 from an office located in Erbil, Iraq. In Syria, EF programmes are embedded within the P2S Department/Stabilisation Unit with a focus on service delivery to populations affected by war, area-based multisectorial resilience support and support to local CSOs. Expertise France is currently implementing three stabilization programmes in Northern Syria.
Expertise France has been operational in Iraq since 2019. Currently, EF is implementing four projects in Iraq and three projects in Syria, with 1 new project under development and for implementation in 2026. Expertise France has an antenna in Baghdad within the AFD office, and this antenna is supported by the office in Erbil.
The Erbil Office has a cross-cutting team that serves all programmes in Iraq and Syria and that is under the management of the Director of Programmes. This cross-cutting team is composed of logistic, finance, HR, safety officers (7 persons as per end of 2024).
2. Programmes description
2.1 Stabilisation Unit programmes description
SABIR Programme
Sabir is supported by CDCS since 2018. The aim of the project remains fostering a more resilient local community that can pave the way towards greater stability in northeast Syria. SABIR III was implemented in the sub-districts of Al-Mansurah and al-Shadaddi in Raqqa and al-Hassakeh governorates, following an area-based and community-based approach. The project has three main components:
- Rehabilitating essential infrastructure
- Fostering livelihoods opportunities
- Strengthening social cohesions
- Building the capacity of Syrian implementing partners through training, coaching and mentoring
HERNES 4 Programme
HERNES programme aims at enhancing availability and quality of health care, while rebuilding the health system and increase capacities of health practitioners, particularly in reproductive and maternal health sector. The programme is implemented since 2019, through 3 phases, with a total amount of 16,7 million euros funding, from EU and the CDCS (French MoEFA). The fourth phase should start in February 2024.
ENSAAC Programme
With the support of EU-DG Near, Expertise France will launch a new project aiming to support Syrian non-state actors in strengthening their governance and organizational capacities to become relevant policy interlocutors in the coming years. By enhancing their capacities, the project aims to lay a first stone towards the empowerment of non-state actors to actively contribute to policy dialogues, advocate for the needs of Syrian communities, and shape inclusive and sustainable policies.
Under the direct supervision of the Head of Stabilisation Unit based in Paris, the Programmes Director ensures the representation and strategic steering of Stabilisation programming in Syria and Iraq. He supervises technical, operational, financial implementation of the stabilisation Unit projects (part time – 50%).
In close coordination with the geographic department in Paris, the Director also ensures a representation role for Expertise France in Iraq (part time – 20%), and the overall coordination of the cross-cutting functions as well as good coordination between all projects in both countries (part time – 30%).
A) Programmes Direction (50%) – Stabilisation Unit
1) Programmes strategic steering and implementation
o Supervises the overall planning and implementation of projects with the technical team to ensure schedules and planning objectives, in close coordination with the project managers at field and HQ level;
o Ensures the strategic and technical coherence of the projects at a country level
o Responsible for the technical and financial execution of the projects / actions
o Responsible for conducting and delivering Monthly and Quarterly reviews, in coordination with the project Managers and the Stabilisation unit in Paris
o Supports drafting and validation of all narrative and financial reports to the project donors
o Supports communication and visibility of the Stabilisation programme in close coordination with the donors and the Stabilisation unit in Paris
o Ensures day to day communication and relationship with donors when based in or visiting Irak or Syria
o Participates to the programmes steering and coordination with the other implementing agencies, ensuring synergies with the other sectors and actions implemented
2) Team management:
o Manages and supervises the Stabilisation Unit local, technical, and project management teams, based in Erbil and in Syria
o Coordinates with the headquarters team (activities planning, share of responsibilities, organization of weekly team meetings, etc.)
o Defines and coordinates the experts’ activities and validates technical deliverables, in coordination with the HQ and field technical team
B) Expertise France’s representation for Iraq and Syria (20%)
• In close coordination with the Geographic Department, the director is the EF representative in Iraq vis-à-vis the French Embassies, AFD, European Union Delegations, institutional partners, etc.
o In coordination with the AFD Regional Direction in Amman, ensures EF representation towards the French Embassy and the French Consulates, local authorities and institutional partners, liaising and communicating relevant information to EF headquarters
o Coordinates strategy and update on projects in Iraq and Syria with the geographic coordination for Middle East based at headquarters level.
o Ensures contact and facilitate relationship with EF missionaries and experts in Iraq.
o Ensures day to day communication and relationship with donors when based in or visiting Iraq or Syria
o Can represent other technical departments – upon their request – to events, important stakeholder meetings, conference and workshops
o Participate to contextual monitoring in Iraq and Syria, and shares information collected on the ground with relevant EF colleagues, from the Geographical Department, and interested technical departments
o Relays development opportunities to the technical departments when they arise from the field; can support the development process when needed
• Participates in building up the Country Group approach
o Joins meetings with relevant AFD colleagues in Jordan
o Participates to regional direction meetings and contributes to AFD quarter outlook reports
o Coordinates with AFD communication
C) Ensure overall coordination of the Iraq and Syria-based teams and directly Manages support functions team (30%)
o Is in in charge of the daily management of the Erbil office, including on application of procedures, human resources policies, ensure administrative coverage of staff and overall animation of teams (although not in direct management with non P2S staff members in Iraq or Syria)
o Ensures or supervises the development of new policies for the office when needed
o Ensures direct management of the support functions team including coordination, assigning tasks, managing performances, for all projects supported by the Erbil office, both in Syria and in Iraq
o Ensures smooth communication and exchange of information between projects teams, technical departments and experts
o Animates the office and set the rules for all staff (from all departments)
o Updates the cost sharing methodology to ensure the financial sustainability of the office
o Ensure availability of cash and supervise cash management systems with A&F officer in the office
o Ensures proper implementation of Security procedures for all staff, in coordination with the Security Manager in Erbil, the security Coordinator in Beirut and the Security department in Paris.
Education
General professional experience
· At least 3 years directly managing staffs and multi-cultural project teams
· A strong track record of EU and CDCS-funded projects’ management; knowledge of EU procedures will be considered an advantage;
· Excellent analytical, drafting, organizational and presentation skills
· Proven skills in leadership, negotiation, listening, problem-solving and decision-making, in particular in interactions with the EU and its network, diplomatic delegations and other external partners.
