Mission description

Based in Kyiv, the position is under the direct supervision of the Head of Health Program and in close cooperation with the Program Team covering various projects and thematic functions.

He/she works in liaison with a Project Officer at Expertise France’s HQ in Paris (Geography Department). He/she will also liaise with Expertise France Ukraine's Support Functions Unit (SFU) as required (legal affairs, financial affairs, communication, monitoring-evaluation, etc.).

The Deputy Head of Health Program main tasks will be : 

1. Operational and Project managemen

In close collaboration and with delegated authority on projects lead from the Head of Health Program and the Health Program team: 

  • Lead on the REHAB project implementation, and ensure the effective operational implementation of the project’s strategic directions;
  • Coordinate the planning, management, and implementation of projects activities within the Health Program including with the APPUI team for the transversal support of REHAB project activities;
  • Coordinate and facilitate various internal project management exercises (semi-annual reviews, annual reviews, etc.);
  • Supervise and coordinate the implementation of activities in close collaboration with stakeholders upon request from the Head of Health Program;
  • Coordinate with the Health Program team and the Shared Functions Unit for the organization, reception and mobilization of service providers as well as project implementation partners (experts, consultancies, grants to national and international organisations, private companies, etc.) in the field;
  • Manage the drafting of terms of reference and the recruitment of experts (short-term, intermittent) mobilized to meet the needs of the project;
  • Ensures briefing and regular contacts with experts mobilized to optimize their missions;
  • In liaison with the competent authorities, monitor the implementation of the experts' services in each specific area of expertise, and in particular the use and application of the tools and procedures developed by the experts;
  • Report any challenges encountered, risks identified and/or contextual factors (sectoral, security, political, etc.) that may have an impact on the successful completion of activities, and help identify mitigation measures;
  • Liaise closely with the Regional Security Advisor and the Head of Health Program for the implementation of field activities and movements within the region;
  • Participate to hiring of the program team members, in coordination with the Head of Health Program and the Country Director; 
  • In conjunction with the Head of Health Program, monitoring and updating on overall risk management strategy;
  • Act as the Head of Health Program during his absence, including on security management questions, in coordination with the Regional Security Manager and the Ukraine Country Director.

2. Coordination and external engagement 

  • Lead if requested by the Head of Health Program the organization and running of various coordination, exchange and consultation meetings with all stakeholders (programming workshop, technical committee, steering committee, etc.);
  • Participate upon the request of the Head of Health Program in the organization of project monitoring and steering committees, in close coordination with national stakeholders (Ukrainian authorities); 
  • Ensure complementarity of the REHAB project with other local and regional initiatives in the healthcare sector and reports on ongoing discussions and opportunities of collaboration;
  • Provide transversal support specifically on Hospital Cooperation’s coordination;
  • Represent the Health Program and Expertise France in various national and international events at the request of the Head of Health Program; 

3. Administrative and financial management of the project

In close collaboration with the Head of Health Program, the health program team, the Ukraine Shared Functions Unit team and the Project officer based at headquarters in Paris:

  • Ensure close coordination for administrative, financial and logistical organization of technical operators' missions in the field;
  • Ensure the collection of various mission receipts from the technical operators implementing the project (in conjunction with SFU);
  • Ensure that budget planning is consistent with operational planning, identify discrepancies and propose adjustments where necessary;
  • Support the SFU procurement team in the purchasing chain for the programmatic aspect of emergency purchasing and provision of medical supplies and specialized equipment, and in particular on aspects of import regulations and logistical issues in Ukraine;
  • Consolidate project budget monitoring and participate in regular meetings with the SFU’s finance team or accountant to monitor project expenditure;
  • Ensure that the SFU has the information required for Expertise France's internal reporting (financial monitoring, budget forecasts and closings) and for external financial reporting to the donor;
  • Ensure the compliance with procedures imposed by donors (CDCS, AFD) and Expertise France (rules on expenditure eligibility, procurement, subsidies, reporting). 

4. Project monitoring-evaluation-capitalization

  • Work in coordination with the health program team in setting up the methodological framework and analysis tools for monitoring and measuring results throughout the duration of the projects;
  • Lead the monitoring of project indicators (quantitative and qualitative), in line with the logical framework;
  • Implement the actions required to facilitate the work of collecting data from the project's implementing partners, and contribute as required to their analysis;
  • Lead in the quality control of the services/deliverables produced by the experts as part of the project (mission reports, contractual deliverables, etc.);
  • Contribute to the elaboration and consolidation of key documents and deliverables related to project activities (resume of workshops, meetings, trainings, missions, etc.);
  • Coordinate the preparation of interim and final activity reports (narrative and financial) for the donor, according to contractual deadlines and terms, before validation by head office. 

5. Communication

In close collaboration with the Head of Health Program:

  • Oversee the promotion of the REHAB project's activities, and when requested by the Head of Health Program, on the APPUI project, in close collaboration with the SFU Communications Officer, the dedicated departments at headquarters and the Communications Officer at the French Embassy;
  • Support the visibility and communication of the Health Program;
  • Lead the development of language elements relating to project activities on which visibility is expected;
  • Lead the creation and implementation of the project's communication and visibility plan.

Project or context description

Expertise France in Ukraine

The MEAE has financed in 2023 Expertise France with an envelope of €14.5m to position French technical cooperation and respond to Ukraine's short, medium and long-term needs. This facility, entitled mAIDan Ukraine, finances and co-finances technical assistance projects to support Ukrainian authorities in preparing for reconstruction and the European accession process.

The ongoing other projects in Ukraine include: The EU-funded Project Pravo–Justice which promotes greater rule of law in Ukraine, in line with European standards and comparative practices; L’Initiative supports beneficiary countries to design, implement, monitor, and evaluate funding allocated by the Global Fund to Fight HIV, Tuberculosis and Malaria. The Emergency Fund for Ukraine against TB & HIV started in December 2022 with a commitment of €7.2 million; The “Stiykist” (resilience) project aims to contribute to social transformation and resilience in Ukraine by strengthening the capacities of national, regional and local institutions in the field of vocational training and social services, with a particular focus on the social inclusion of the most vulnerable; The Technical support of the State Audit Service project which aims to mobilise French and national technical expertise to help bringing Ukrainian legislation into line with the acquis communautaire, particularly in terms of protecting the EU's financial interests and supporting the SAS in its role of inspecting and monitoring the use of reconstruction funds.

Expertise France’s Health Ukraine Program 

As part of France's strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)'s Crisis Center (CDCS) has financed €16 million over 24 months to the APPUI Health Project from 2024 to 2025. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations' access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine. 

The REHAB project, funded by the French Development Agency (AFD) for €5 million over 24 months, from 2025 to 2026 aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities.

Other projects under the Health Program are ongoing development, including other projects within the Health Program which are under development.
The APPUI project became a key pilar of the French Team coordination on health questions in Ukraine, and supports on engagement and coordination.

Required profile

Qualifications/ Technical skills

  • Master's degree in international cooperation, development, project management or other relevant field;
  • Multidisciplinary and multicultural team coordination skills;
  • Excellent ability to build trusting relationships with national and international partners with proven experience;
  • Excellent command of project management, preferably in the healthcare sector;
  • Good knowledge of the emergency health sector and of national and regional health authorities in Ukraine would be an asset; 
  • Ability to mobilize, maintain, coordinate and lead networks of players (experts, institutional players, civil society, authorities, etc.); 
  • Good knowledge of cooperation mechanisms, official development assistance, and international cooperation actors present in Ukraine;
  • Ability to conduct a dialogue with technical and financial partners;
  • Excellent written and oral communication skills (drafting of technical reports, analysis documents, minutes, activity reports, definition of terms of reference, etc.);
  • Very good command of office automation tools, particularly Excel and Word;
  • Excellent command of French and English (written and spoken);
  • Basic or advanced command of Ukrainian an asset.

Professional experience

  • At least 4 years' experience in project management in the field of international solidarity (humanitarian or international cooperation), technical assistance and/or international cooperation, preferably in the healthcare sector; 
  • Previous experience living and operating in a deteriorated security environment required; 
  • Significant experience in facilitation, tools and techniques for participatory work;
  • Experience in team coordination and management.
