As part of its project team, Expertise France is recruiting a Security Officer whose role is to plan and implement safety and security measures for the project.
He/she will report to the EU-FCCB National Component project manager (or to the deputy project manager and technical coordinator in his absence) and will coordinate closely and follow the guidance of the Operations Security Department based at Expertise France’s head office in Paris.
He/she will play a key role in ensuring that the project is managed safely and securely and that all project team members, contractors, and visitors can benefit from a safe and secure work environment.
The main tasks are to:
• Analyse security risks and plan and implement appropriate security measures.
• Contribute to the definition of safety and security rules in close collaboration with the HQ Security of Operations Department and ensure their implementation (control and application) for the project.
• Assist with the implementation and monitoring of any directives issued by the HQ Security of Operations Department.
• Ensure the collection, analysis, and, where appropriate, dissemination of information relating to the security context.
• Communicate on the security risks identified and mitigation measures planned or implemented.
• Report on the progress of work and any difficulties encountered and make recommendations to the HQ Security of Operations Department and the project team.
• Maintain a network of local actors and develop relations with the internal and external contacts required to carry out the mission.
1. Operational security
Under the supervision of the project management and in coordination with the HQ Security of Operations Department, the project Security Officer will ensure:
• The implementation of the agency’s security rules in the project and its correct application by all persons working for the project.
• Advise all persons working for the project (expatriate staff, consultants, national staff, contractors, etc.) of the context and security instructions.
• All persons working on the project are aware of this information.
• The consistency of the active and passive security arrangements for Expertise France office areas, the adaptation of these arrangements to threat changes, and the proper allocation of resources for the office areas’ security requirements.
• Providing technical input and advisory on contracts with private security companies (escorts, security guards) and assisting with the preparation, definition, and contract management of contracts.
• Compliance with security regulations.
• Ensuring that the equipment, services, and infrastructures used by employees are safe.
2. Monitoring
In coordination with the HQ Security of Operations Department, the security officer will:
• Enquire about the security situation from a network of contact points that he/she will be expected to establish and maintain to have the most up-to-date data possible on the political, social, and security context (local actors on security issues, NGOs, etc.).
• Establish the institutional ties needed to carry out his/her mission (local authorities, etc).
• Carry out regular situational updates in his/her area of responsibility.
• Contribute to the HQ security reporting.
• Propose security communications for the field teams (including bulletins, alerts, security instructions, etc.).
• Ensure that security plans are updated.
• Propose security rules and memos.
3. Tracking
In coordination with the HQ Security of Operations Department, the security officer will:
• Keep an up-to-date list of personnel deployed.
• Prepare and follow up on the issuance of Mission Security Clearance and contractors as needed.
• Monitor the deployment and proper functioning of all safety & security equipment.
4. Coordination with and secondment of a project Events and Travel Coordinator
• Coordinate with the project logistics and events manager to ensure that all proposed events and travels are properly prepared from a security perspective and that any accident or incident that may arise is responded to effectively from a security perspective.
• Be able to second the project Events and Travel Coordinator in his/her absence.
5. Security Event Response & Management
• Be able to attend to any safety and security event/incident/accident that affects or could affect the project, its team, and its assets.
• In the event of being a first responder, be able to take the initiative to implement any appropriate safety and security measures.
• Be able to coordinate or assist with the coordination of a medical evacuation.
• Be able to determine the causes (including root causes) and consequences of the safety and security event/incident/accident and make recommendations.
• Prepare appropriate reporting into the event/incident/accident.
• Prepare crisis management simulations and training.
The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels.” Its three specific objectives (SOs) are:
- SO1: Effective implementation of evidence-based FCCB policies, governance, and institutional frameworks.
- SO2: Improved FCCB awareness, knowledge, capacities, and mobilisation.
- SO3: Increased inclusive and gender-responsive green growth.
With approved funding for 54.7 million euros, it is one of the EU’s most ambitious forest-related programmes anywhere in the world.

The EU-FCCB Programme consists of several components, including the national component (33.5 million euros) implemented by Expertise France. This project will entail support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education, and awareness institutions, as well as support for PNG-based communities engaged in conservation and sustainable livelihoods and green SMEs.
This project started in July 2023 and went through an inception phase (July 2023 to February 2024) to help calibrate the project’s intervention strategy and undertake the detailed design of the project’s activities in partnership with the project’s stakeholders. It has been under implementation since March 2024.
The project will have activities in Port Moresby with missions to provincial capitals as well as remote field sites that will require appropriate safety measures.
• At least 5 years of relevant work experience in security.
• Previous experience working for development partners when needed.
• Previous experience working with government organisations is a significant asset.
• Excellent interpersonal and communication skills; a sense of diplomacy and coordination.
• Good level of English (spoken and written).
• Good level of Tok Pisin (spoken and written).
• Good level of Hiri/Polis Motu (spoken and written).
• Reliable and professional.
• Good knowledge of local laws and regulations, as well as the local security environment in Papua New Guinea.
• Ability to work autonomously and make rapid and appropriate decisions in an emergency
• Ability to handle confidential information.
• Organised, rigourous, and autonomous.
• Dynamic, proactive, and able to meet deadlines.
• Proficient in the MS Office suite.
• Strong problem-solving skills.
• Team member, able to provide support to other team members if needed.
• Driver’s license (class 6).
