Mission description

Under the overall supervision of the Deputy Project Manager and Technical Coordinator of the national component of the EU-FCCB Programme, a National Monitoring and Evaluation (M&E) Officer will be responsible for assisting in designing, developing, and updating the project monitoring and evaluation system and ensuring it is in consistent with donor standards and the project requirements.

The incumbent will also contribute to building a constructive learning environment at all project levels, promoting good practices, lessons learned, and key recommendations to ensure continuous improvement.

The person will be based within Expertise France’s EU-FCCB national component project team, based in Port Moresby. He/she will be expected to make frequent visits to different provinces of PNG to places where the project’s different grant applicants/recipients are located.

The M&E Officer will closely work with the project team to develop and promote the use of the M&E system to ensure that:
•    Causation models are designed and fine-tuned.
•    Data from project activities (including data originating from the project’s grant recipients) is collected systematically, consolidated, analysed, and shared to support project management.
•    Mechanisms for upward (EU as donor) and downward (beneficiaries) accountability are in place.
•    Evidence-based data is available to measure the results and effects of the project’s phases.
•    Learning from the project is captured and applied to improve ongoing and future activities and projects.

Key Responsibilities
More specifically, the M&E Officer is expected, with the support of an international M&E consultant, to design, deploy, and implement a comprehensive M&E framework/system ensuring project quality and donor reporting, as well as promoting and fostering a culture of shared learning and accountability within the project team.

Main tasks include:

1.    Participate in the design/revision of the project M&E plan:
•    Explain and, if necessary, propose updates to the project’s theory of change (TOC), with a focus on the different linkages and causal pathways.
•    Design/update the monitoring, data collection, and reporting systems, including among grant recipients.
•    Provide details on the definitions, methods of calculation, and disaggregation of indicators.
•    Ensure that appropriate baseline information is available for all indicators.
•    Ensure that the processes for collecting / processing/analysing/storing/controlling data are clear and adequately documented.
•    Clearly set out the verification sources: access, methods, reliability, and limitations.
•    Develop/update an action plan detailing the key activities in terms of M&E: schedule, budget, and roles and responsibilities.

2.    Roll-out of the M&E plan:
•    Put in place the technical and organizational M&E tools: software licenses, communication protocols, etc.
•    Develop the data collection, analysis, and visualization systems and the corresponding tools (questionnaires, ODK, dashboards, reporting formats, etc.).
•    Estimate the reliability of objectively verifiable indicators based on samples and the quality of the data available.
•    Document compliance with data privacy regulations where relevant.
•    Collaborate with the Expertise France HQ M&E specialists to ensure compliance with the Expertise France Quality Assurance framework.

3.    Support or implement the M&E plan:
•    Train stakeholders, including grant recipients, on M&E and the mechanisms/tools developed to facilitate their involvement in the implementation and use of the M&E system.
•    Collect and process data.
•    Check the data quality and data privacy compliance of the system.
•    Interact with stakeholders on data collection and interpretation.
•    Produce monitoring reports, including survey reports documenting the project’s effects.
•    Contribute to the project review exercises and presentations to the steering/monitoring committees with the project team. 
•    Develop terms of reference to identify external M&E service providers and take part in their selection and supervision.
•    Monitor the project’s indicators matrix with continuous updates of project indicator values to systematically document performance and identify areas for improvement.
•    Develop field-visit report templates and oversee quality assurance of supported activities on the ground. 
•    Conduct regular site visits, or when required, to monitor supported activities and ensure data quality. 
•    Update the M&E system and the collection and monitoring tools as the project develops, as necessary.

4.    Manage evaluation processes:
•    Plan intermediate and final evaluations following donor and EF requirements.
•    Draft evaluation terms of references.
•    Ensure the alignment of the evaluation questions with the project’s learning needs.
•    Ensure the evaluation process complies with EF requirements.
•    Review data collection tools designed by the consultant.
•    Review the final report and recommendations.
•    Design an action plan based on the evaluation’s recommendations.
•    Follow up on the implementation of the action plan.

5.    Foster a culture of learning:  
•    Identify and schedule, within the M&E plan and project management tools, learning activities throughout the project cycle.
•    Organize and facilitate learning activities.
•    Draft learning products, including learning papers, case studies, life stories, best practices, success stories, etc.
•    Ensure the dissemination of learning findings at project, EF levels, and beyond.
•    Incorporate lessons learned into project reviews.
•    Initiate and support continuous improvement efforts by proactively integrating learning into project planning, implementation, and governance mechanism(s) (e.g., steering committee, technical working groups, etc.).

6.    Foster a culture of accountability towards stakeholders:
•    Identify the required feedback mechanisms for collecting complaints and suggestions.
•    Implement feedback mechanisms for required activities.
•    Ensure timely responses to stakeholders.
•    Follow-up on actions to be implemented to improve activities.

Project or context description

The European Union has awarded Expertise France with the implementation of the National Component of its “Forestry, Climate Change and Biodiversity” (EU-FCCB) Nexus Support Programme for Papua New Guinea (PNG). It is one of the EU’s most ambitious forest-related programmes anywhere in the world, with an approved funding of 54.7 million euros.

The EU-FCCB’s general objective (GO) is “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels.” Its three specific objectives (SOs) are:
-    SO1: Effective implementation of evidence-based FCCB policies, governance, and institutional frameworks.
-    SO2: Improved FCCB awareness, knowledge, capacities, and mobilisation.
-    SO3: Increased inclusive and gender-responsive green growth.

This Programme consists of several components, including “support at the national/institutional level with spill-over effects at the local/community level” (33.5 million euros) – which is implemented by Expertise France. This project will entail support for a few PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education, and awareness institutions, as well as support for PNG-based communities engaged in conservation and environmental protection.

This project has just completed its inception phase (July 2023 to February 2024) and is in the process of starting the implementation of activities. In particular, the project will involve a significant number of grants to be awarded for research & evaluation projects, for conservation and sustainable livelihoods projects, and for projects around green business development and value chains.

With regards to gender equality and women’s rights, the project has been marked as Level 1 (Significant) according to the OECD-DAC gender equality policy marker.

Required profile

•    University degree in a relevant field, such as international development, international relations, public policy, information systems, or equivalent.
•    At least 5 years of work experience in Monitoring and Evaluation required; 8 years or more preferred.
•    The following constitute significant assets:
       - Familiarity with the project theme (forestry, climate change, biodiversity, protected areas, sustainable value chains, green business development, etc.).
       - Familiarity with the implementation of EU-funded projects.
•    Excellent analytical and research skills. Proficiency in data analysis monitoring and evaluation methodologies.
•    Good communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders, including local communities, government agencies, NGOs, and donor organisations.
•    Self-driven with the ability to work independently, manage multiple tasks simultaneously, and meet deadlines.
•    Excellent teamwork approach.
•    Experience in database design and management. 
•    Experience in conducting training in the field of monitoring and evaluation will be favourably considered.
