Under the overall supervision of the Deputy Project Manager and Technical Coordinator of the national component of the EU-FCCB Programme, as well as under the guidance of the Finance & Administration Coordinator, the incumbent will plan and implement public procurement procedures for the project, as well as supervise the different contracts awarded to contractors.
The incumbent will also play a key role in ensuring that the project’s public procurement and contract management processes are managed efficiently and in a way that meets Expertise France’s standards, the needs of the project, and the PNG context.
Main tasks include:
1. Procurement
• Prepare and update the procurement and contracts plan.
• Prepare and issue requests for quotations (for procedures under 40 k€, the “three quotations rules” apply).
• Prepare or take part in the preparation of tender dossiers (for procedures above 40k€) and liaise with the head office for these tender dossiers to be issued on the appropriate public procurement platform.
• Organise the assessment and evaluation of quotations or offers received from tenderers.
• Prepare the award decisions.
• Liaise with the head office for the approval of the award decision (for procedures above €100k).
• Once signed by Expertise France’s authorised representative, award the contract to the successful tenderer.
2. Contract management
• Prepare purchase orders under the framework contracts.
• Prepare amendments to contracts if these are needed.
• Award purchase orders and amendments to the contractors.
• Keep a contracts management file updated with a list of all engagements and their status.
• Monitor the overall performance of Expertise France’s contracting and identify opportunities for optimisation in terms of quality, cost, and time.
• Ensure that Expertise France is in compliance with its obligations under the contracts awarded to contractors.
• Ensure that all contractors are compliant with their obligations under the contracts awarded to contractors.
• Communicate and coordinate with contractors, for example, by organising kick-off meetings or coordination meetings.
• Provide guidance to contractors on how to meet Expertise France’s requirements.
• Track all situations that are likely to cause delays in the performance of the contract by the contractor and recommend or take appropriate action to clarify whether the contractor should be held accountable or not for these delays.
• Track all situations that could lead to possible suspensions or terminations of contracts and recommend or take appropriate actions.
• Track all situations that could lead to possible litigation with the contractor and recommend or take appropriate actions.
The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels.” Its three specific objectives (SOs) are:
- SO1: Effective implementation of evidence-based FCCB policies, governance, and institutional frameworks.
- SO2: Improved FCCB awareness, knowledge, capacities, and mobilisation.
- SO3: Increased inclusive and gender-responsive green growth.
With approved funding for 54.7 million euros, it is one of the EU’s most ambitious forest-related programmes anywhere in the world.

The EU-FCCB Programme consists of several components, including the national component (33.5 million euros) implemented by Expertise France. This project will entail support for a number of PNG-based public sector institutions operating in the FCCB intervention area, support for PNG-based research, education, and awareness institutions, as well as support for PNG-based communities engaged in conservation and sustainable livelihoods and green SMEs.
This project started in July 2023 and went through an inception phase (July 2023 to February 2024) to help calibrate the project’s intervention strategy and undertake the detailed design of the project’s activities in partnership with the project’s stakeholders. It has been under implementation since March 2024.
The project will need to design & carry out a significant amount of public procurement procedures. In particular, the project will need international experts, consulting firms, and various other contractors.
• At least 5 years of relevant work experience in designing or implementing public procurement procedures and/or in supervising contractors or equivalent.
• Legal/contractual education or exposure is a significant asset.
• Project management experience is a significant asset.
• Previous experience working for development partners is a significant asset.
• Previous experience working with government organisations is a significant asset.
• Excellent interpersonal and communication skills; a sense of diplomacy and coordination.
• Very good level of English (spoken and written).
• Good level of Tok Pisin (spoken and written).
• Reliable and professional.
• Good knowledge of local laws and regulations, as well as the public procurement environment in Papua New Guinea.
• Ability to work autonomously and take rapid and appropriate initiatives.
• Ability to handle confidential information.
• Organised, rigourous, and autonomous.
• Dynamic, proactive, and able to meet deadlines.
• Proficient in the MS Office suite.
• Strong problem-solving skills.
• Team member, able to provide support to other team members if needed.
