Under the overall supervision of the Deputy Project Manager and Technical Coordinator of the national component of the EU-FCCB Programme, as well as under the guidance of the Grants Coordinator, the incumbent will be responsible for planning and implementing the project’s grant procedures. He/she will also be closely collaborating with the project team and stakeholders.
Main tasks include:
1. Grant Application Processing:
• Provide support in preparing and consolidating the call for project proposals documentation and ensuring that these documents are clear, comprehensive, and user-friendly.
• Provide adequate support in advertising and publication of the Call for Proposals, including creating awareness and publicity across cross-sections and a wider community of people across the country.
• Receive, acknowledge, and collate applications and ensure all required documentations are included in the application.
• Assist in coordinating external advisory panel meetings.
• Provide support in reviewing grant applications to ensure that the applications are complete and meet all the eligibility requirements.
2. Grant Award Management:
• Assist in the preparation of grant award letters.
• Maintain grant records and files.
• Track grant disbursement and expenditure.
• Assist in ensuring grant recipients provide suitable and timely reports in terms of technical and financial performance.
3. Reporting:
• Prepare and submit grant reports as required.
• Assist in the preparation of annual grant reports.
4. Administrative Support:
• Respond to inquiries from grant applicants and recipients.
• Maintain grant databases and spreadsheets, ensuring all documentation in relation to the launch, implementation, and closing of the contracts is available and up to date.
• Assist in the organization of grant-related events and workshops.
5. Other Duties:
• Perform other duties as assigned by the Grants Coordinator.
The European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme for Papua New Guinea aims “to support a development model that reconciles forestry, climate change and biodiversity with sustainable, inclusive and gender-responsive green growth and jobs at national and pilot subnational/community levels.” Its three specific objectives (SOs) are:
- SO1: Effective implementation of evidence-based FCCB policies, governance, and institutional frameworks.
- SO2: Improved FCCB awareness, knowledge, capacities, and mobilisation.
- SO3: Increased inclusive and gender-responsive green growth.
With approved funding for 54.7 million euros, it is one of the EU’s most ambitious forest-related programmes anywhere in the world.

The EU-FCCB Programme consists of several components, including the national component (33.5 million euros) implemented by Expertise France. This project will entail supporting a number of PNG-based public sector institutions operating in the FCCB intervention areas, support for PNG-based research, education, and awareness institutions, and support for PNG-based communities engaged in conservation and sustainable livelihoods and green SMEs.
This project started in July 2023 and went through an inception phase (July 2023 to February 2024) to help calibrate the project’s intervention strategy and undertake the detailed design of the project’s activities in partnership with the project’s stakeholders.
This project will have two grants’ schemes.
A first grant scheme will be dedicated to supporting conservation and sustainable livelihoods in the communities, as well as green business development and sustainable value chain development. Its key features are as follows:
• The grants scheme would be set up through a combination of small, medium, and large grants to allow support for projects of different sizes in the country that could be implemented by third parties such as civil society organisations, community-based organisations, or the private sector.
• Grant applicants and recipients would need to demonstrate that their projects match the objectives and targets of the national component of the EU-FCCB Programme.
• Grant applications that meet the minimum eligibility requirements (in terms of legality, safeguards, government support, management, financial capability, etc.) will be assessed on criteria such as relevance, feasibility, sustainability, impact, and MEAL (monitoring, evaluation, accountability, and learning).
• Private sector entities could apply but would need to provide co-funding or an in-kind contribution.
A second grant scheme will be dedicated to supporting research and education projects in the country. This grant scheme would be aimed at:
• Supporting the development and enactment of new and/or updated courses at tertiary education institutions, including new and/or updated courses for the public sector.
• Providing master’s degree scholarships to support students studying FCCB-related topics.
• Supporting the FCCB-related research projects (including on best agriculture practices (BAPs) and land use planning) and publications.
The Grants Officer will support the Grants Coordinator in the planning and implementation of these grant schemes. The award and monitoring of the grants would be undertaken with the support of a Grants Advisor, a panel of experts coordinated by Expertise France, and with the guidance of an advisory panel composed of external stakeholders.
• University degree in community development, sustainable development, project management, business administration, public administration, or a related field and at least 5 years of relevant work experience, including working for government organisations and/or development partners, or at least 10 years of such relevant experience.
• Familiar with the workings of civil society organisations CSOs, including community-based organisations (CBOs).
• Understanding project cycles and timelines is beneficial to supporting grant applications and monitoring progress.
• Familiar with projects around sustainable livelihoods and conservation, or green business development and sustainable value chain developments, is a bonus.
• Proficiency in office management tasks like data entry, record keeping, and document management is essential.
• Excellent oral and written communication skills. Excellent command of English.
• Excellent coordination skills, with the ability to manage multiple tasks, prioritize deadlines, and maintain accurate records.
