The Technical Assistance (TA) Leader will be an expert in the energy sector, full time based in Jakarta, in charge of coordinating the TA activities in liaison with the focal points appointed by the MEMR, in order to facilitate the necessary contacts within the energy sector and with the various relevant stakeholders.
The TA Leader will have a coordination role locally, in supervision of a project assistant and short-term experts as regards their organisation of work, the number of days allocated through the management of purchase orders if necessary and timing of short term activities as well as the logistical issues of their missions (transport, space, offices, equipment, etc.). He/she will be in charge of the planning of activities and the compliance with the work plan.
The team leader will be responsible for the successful achievement of the project's results.
She/he will be assisted by Expertise France headquarters by the Project Manager and also by the support departments.
More precisely, the Team Leader will have to implement the following tasks:
Project management
Strategic advice and project representation
Management of the team of experts and project assistant
Any other task related to the mission, at the request of Expertise France or the donor.
Indonesia has a vast renewable energy (RE) potential but is still heavily reliant on fossil fuels for its energy and power supply (more than 80% of energy and electricity mix). Renewable energy sources only account for 13% of the electricity mix, mainly through hydroelectricity and geothermal energy.
Nonetheless, Indonesia has significant climate ambitions in terms of reducing GHG emissions and developing RE (target of 23% RE in the energy and electricity mix by 2025 according to the 2014 National Energy Plan). During its presidency of the 2022 G20 summit, Indonesia has made energy transition one of its top priorities, and has committed to a Just Energy Transition Partnership with several countries including France and the European Union. The objectives of this partnership have recently been updated in the CIPP (Comprehensive Investment Policy Plan) issued in November 2023, and consist in: (i) peaking of on-grid emission below 250MtCO2 by 2030; (ii) RE share of on-grid electricity mix of 44% in 2030; and (iii) power sector reaches net zero emissions by 2050.
The CIPP identified only 30% of the 62GW expected new builds to reach the 44% renewable energy objective of the JETP. In order to meet these crucial challenges, AFD - implementing the French commitment in the JETP - aims to mobilize 500 MEUR in the next 3-5 years under the framework of JETP. To accompany AFD’s operations in accelerating Indonesia’s just energy transition, AFD prepared a facility titled “Indonesia Energy Transition Facility” (IETF) funded by the European Commission and co-steered with the EU Delegation to Indonesia.
This facility will provide the necessary support to the DPL ASET (Development Policy Loan - Affordable and Sustainable Energy Transition) program cofinanced by AFD, KfW and ADB. This loan encourages the Government of Indonesia to adopt public policies and regulations to accelerate the just energy transition and IETF will support policy briefs and underlying studies to achieve the DPL matrix goal and support Energy transition as a whole, aiming at reaching JETP targets.
Expertise France (EF) is anticipated to take on the role of providing technical assistance to the MEMR under the IETF program to support the DPL ASET and is currently seeking to recruit a Technical Assistance (TA) Leader to oversee the implementation of these activities for 5 years, starting in January 2025.

The signature of the contract between Expertise France and the team leader will depend on the signature of the contract between Expertise France and its donor.

Budget: Based on Expertise France’s salary grid and experience
Working conditions: The expert will be based in Jakarta, Indonesia for the duration of the project. Occasional missions to Paris, France.
