Mission description

Position: Solid Waste Management Consultant (Individual Consultant). 

Objective: Support the implementation of the solid waste management component (Component 4) for the Sustainable Cities – Phase I project.

Under the supervision of the Project Manager, the Consultant will be responsible for supporting the planning and technical supervision of the Component 4 of the project relating to solid waste management in the 6 cities. He/she will work closely with other thematic experts (urban planner, water and sanitation expert etc.) and support functions dedicated to the project (administration and finance, logistics and security officer, etc.).

 Key Responsibilities

Support for the planning of activities and technical supervision of the diagnostic phase 

v  Drawing up Component 4 multi-year action plan for the duration of the project, in accordance with the project contractual document.

v  Review and fine-tuning of Component 4’ 2024-2025 workplan, according to the criteria of quality, duration and costs contractually set with the donor and in close collaboration with the project team and relevant stakeholders.

v  Supporting the project team in framing and planning activities for the C4 start-up phase, including, among other things: participate to the evaluation of needs and baseline studies of waste management systems in the 6 targeted cities, identify the need for additional expertise, preparation of terms of reference etc.

v  Technical supervision and quality control of the various reports and deliverables produced as part of the C4 activities: baseline studies, needs assessment reports, audit reports on municipal facilities and capacity building needs of municipal teams etc.

v  Participate in field data collection and analysis.

v  Contribute to the development and consolidation of key project documents and deliverables.

 

Support for strengthening local governance and ownership of solid waste management activities

v  Support in setting up local steering committees for the project

v  Technical contribution to the preparation and implementation of strategic project meetings such as Technical Working Groups, local steering committees

v  Production of project progress notes for the members of the TWG.

Project or context description

The Sustainable Cities Project – Phase 1, with a budget of 14.7 million euros, seeks to support both national and local authorities in building sustainable and inclusive cities across Ghana.

Ghana, with a total population of 30.4 million people in 2019 and over 55% living in cities, is experiencing significant urbanization, particularly along the Atlantic coast and in the Ashanti Region. While urbanization has led to job creation, improved living conditions, and poverty reduction, it also presents challenges. Rapid spatial expansion, inadequate connectivity, and unequal access to services contribute to rising social and environmental costs, health risks, and ecological damage.

 To address these challenges, The European Union (EU) is supporting the Government of Ghana in the promoting sustainable urban development. The EU-funded Sustainable Cities Project – Phase 1 aims to foster resilience, equitable access to urban services, and improved local governance across six cities in northern Ghana: Tamale, Wa, Damongo, Nalerigu, Bolgatanga and Yendi. Under the supervisory authority of the Ministry of Local Government, Decentralization and Rural Development (MLGDRD), the Project is being implemented by Expertise France (AFD group).

In order to achieve this objective, Expertise France will pursue the following actions:

v  Encourage coordination mechanisms between local and national authorities: strengthening capacities, setting up of an urban observatory, inclusion of climate change and inclusivity issues in the urban policies, peer-to-peer dialogue etc.

v  Structurally improve urban governance by strengthening the capacity of central and local governments to coordinate, design and implement urban policies, planning and regulation ;

v  Enhancing and building the technical capacities of local authorities and promoting participatory approach;

v  Supporting local authorities in planning and implementation process to improve water, sanitation and waste management services in the 6 cities of the project.

Required profile

Education / qualification

v  Master’s degree in environmental sanitation, Sanitary engineering, environmental technology, urban planning, sustainable development, or any other relevant discipline

v  Fluent in spoken and written English. Proficiency in French would be beneficial

v  Strong IT skills, particularly with text processing, spreadsheets, and project planning tools.

Professional experience

v  At least 10 years in urban waste management in Sub-Saharan Africa

v  Experience working on EU, Expertise France, GIZ, AfDB, World Bank funded projects

v  Strong proficiency in technical, financial and operational aspects of waste and sanitation systems (e.g. project budgeting, municipal waste assessment)

v  Good knowledge of decentralization, community participation, and local actor coordination

v  Demonstrated experience in institutional capacity-building related to urban waste management and development

v  Good understanding of solid waste management technologies, municipal financing and innovations

v  Authorization to work in Ghana is advantageous.

v  Proven ability to manage projects in a multicultural environment

v  A strong sense of organization, rigour and autonomy is required

v  Strong negotiation, prioritisation, problem-solving and decision-making skills, particularly with local partners

v  Excellent communication skills: diplomacy and communication with private or public partners, local and international

v  Ability to analyse, design and deliver a context-specific solution

v  Excellent analytical and reporting skills

v  Strong experience in Ghana requested, ideally within the context of northern Ghana.

Additional information

Estimated level of EffortsThe Consultant is expected to work approximately 10 days per month, starting from December 2024 through June 2025. Some flexibility in monthly workload may be required based on project needs.

 

Expected Deliverables / Output Delivery Schedule 

v  Deliverables (e.g. baseline study reports, needs assessments, summaries, etc) and timetable will be outlined in individual purchase orders.

v  Concise, factual reports covering all activities, inputs and deliverables should be presented according to agreed-upon intervals (e.g. monthly), contributing to project updates and annual progress reports.

v  All reports and deliverables must adhere to EU and Expertise France quality standards before submission to the Project Manager.

Location and Assignment Duration

Assignment Duration: 6 months (with an expected start date of end-November 2024)

 Travel: Frequent travel to the 6 project cities(Tamale, Wa, Damongo, Nalerigu, Yendi, Bolgatanga) is expected

 Client Support and Resources

v  Expertise France will provide necessary field transport, office space, equipment and logistics required for successful execution of the assignment.

v  Access to project documentation, including the proposal, workplan, budget, and templates, will be provide to the Consultant.
