Mission description

The Digital for Development (D4D) Hub is a strategic platform that aims to strengthen digital cooperation between the European Union and its Member States (Team Europe) and partners in Africa, Asia-Pacific, Latin America and the Caribbean, and the EU neighbouring countries. Our joint mission is to promote a human-centric approach to the digital transformation. We do so by fostering multi-stakeholder collaboration, boosting investments, facilitating dialogue, and increasing coordination.

 

The D4D Hub kicked off its activities in Africa in December 2020 with the goal of strengthening digital collaboration and developing a shared strategic vision between African and European partners. Since then, the D4D Hub has provided an effective platform for regional multi-stakeholder dialogue, identification of win-win opportunities, and coordination in the implementation of digital initiatives.

 

Recognizing the strategic role of digitalization as a cornerstone of CCIs’ development in West Africa, the D4D Hub and its partners aim to organize a major event that will spotlight the potential of digital technologies to propel the CCI sector forward in West Africa. This event will convene key stakeholders, spark meaningful partnerships, and highlight actionable pathways for integrating digital solutions that amplify West Africa’s creative output on the global stage. The workshop also aims to encourage dialogue between African and European CCIs’ stakeholders, including private sector actors, civil society organizations (CSOs), and public authorities. Additionally, the workshop will promote a shared focus on entrepreneurship and sustainability, ensuring that the development of CCIs in the ECOWAS region is innovative, inclusive, and resilient through mutual cooperation. 

Project or context description

The consultant is expected to provide a strategic and technical consulting expertise in developing a compelling and viable event concept for a CCI event in West Africa. The consultant will deliver recommendations on feasible event models, themes, format, stakeholders, and logistical considerations tailored to the needs of the CCI sector in West Africa.

The consultant will be responsible for:

·         Situation Analysis

    • Conduct a situational analysis of the CCI sector in West Africa, focusing on trends, opportunities, and challenges.
    • Analyze similar CCI events regionally and globally to identify potential gaps or unique value propositions.

 

·         Stakeholder Mapping

    • Identify key stakeholders, including government bodies, private sector players, creative entrepreneurs, cultural institutions, and CSOs.

 

·         Event Concept Development

    • Develop and propose options for an event concept, including proposed themes, objectives, and event models (workshops, hackaton, etc.).
    • Outline potential topics for sessions, panels, or workshops that align with sector trends and regional needs.
    • Provide recommendations on event duration, scale, and geographical scope within West Africa.

 

·         Logistical Recommendations

    • Recommend options for event locations and venues.

 

·         Option paper

    • Compile a final option paper summarizing findings, proposed concepts, and recommendations.

 

The following deliverables are expected at the end of the engagement:

·         Situation analysis on the CCIs market in West Africa

·         Stakeholder mapping report

·         Final option paper comprehending event concept options

 

 

The consultant assistance is expected for an initial period of 15 man/days during the Phase 1. Additional phases are to be discussed based on the needs of partners and of the D4D Hub.

Should there be additional days requested or needed, the consultant would discuss this with the D4D Hub before engaging in any new task. At its own initiative, the consultant could propose an alternative deliverables calendar, however the below table is the minimum required basis.

Required profile

·         General experience

    • At least 5 years of experience in designing CCIs-related studies and/or events.

 

·         Specific experience

    • Knowledge of West Africa’s CCIs ecosystem is key.
    • Knowledge of digital challenges and opportunities in Africa.
    • Precise understanding of the development of public-private partnerships on CCI-related themes.

 

·         Skills and education

    • Master's Degree in Cultural Studies, International Development, International Relations of similar field.
    • Strong analytical and strategic planning skills.

 

·         Language skills

    • Fluency in both spoken and written English and French .

The TBC parts are conditional on whether phase 1 is approved and would depend on the next steps of the activity
