As part of the Project team operating in the Centre pilot areas, the Amman Technical Field Monitor will collaborate closely with the Amman Financial Field Monitor and report to the Head of Social Protection and CSO Taskforce. In his /her capacity, the Technical Field Monitor will support the Amman LCDCs with the implementation of Project activities and will have the following tasks and responsibilities:
1. Advice on local context relevant to the Project including needs, resources and information on refugees, social protection and gender related issues
- Contribute to the mapping of local services and CSOs/CBOs;
- Support and facilitate the participatory needs and resource assessments;
- Provide analysis, advice and any other necessary information on the local context and LCDCs.
2. Coordination with partners and stakeholders in the Amman pilot areas
- Be the main focal point between MoSD Field Directorates, LCDCs and the Project;
- Organise and facilitate the Project LCDC committees/working groups (including: meeting organisation, logistics, agenda, invitations, minutes of meetings, etc…);
- Encourage and facilitate networking among local LCDCs;
- Contribute to the identification of potential local stakeholders and foster partnerships.
3. Support the technical implementation of the CSO Support to Service Provision Programme
- Provide technical/operational support where needed in relation to the preparation, launch and implementation of the CSO Support Programme;
- Support CSOs in the sound implementation of the funded contracts, including: follow-up, guidance and coaching;
- Support CSOs in adhering to procedures related to technical reporting; review reports, indicators, deliverables submitted by CSOs and provide the relevant feedback;
- Coordinate with other Project team members on related issues.
4. Capacity Building
- Support and facilitate the Project’s capacity building activities for LCDCs, MoSD staff, CSOs and other relevant partners/stakeholders.
5. Support other Project activities including the introduction of ‘social mediators’ and ‘social innovation’ related activities
- Support and coordinate the activities of social mediators in the Amman pilot areas;
- Support and facilitate the Project’s social innovation related activities in the field;
- Prepare briefings and talking points for events and meetings to be held in the Amman pilot areas;
- Provide additional support if needed to ensure coherence between Project components and activities.
6. Contribute and support the Communication and Visibility Strategy
- Provide support for Project communication and visibility activities/events;
- Assist in disseminating information about Project activities and visibility material;
- Ensure local partners adhere to communication guidelines and provide necessary support for compliance, under the guidance of the Project team Communications Expert.
7. Contribute to the M&E and capitalisation of the Project
- Collaborate on the creation of a MEAL Strategy including gender indicators;
- Contribute to the collection of data, information and good practice;
- Document and upload all Project relevant technical documents and deliverables on the information collaboration platform;
- Support in identifying and reporting on relevant KPIs.
8. Reporting
- Provide reports, tracking, feedback and analysis on status of implementation of all Project activities in the Jerash and Amman pilot areas;
- Provide minutes of meetings and follow-up reports related to coordination and partnerships with relevant entities and stakeholders.
According to data from the United Nations High Commissioner for Refugees (UNHCR), Jordan is the third largest host country for Syrian refugees, after Turkey and Lebanon. Of the 760,000 refugees and asylum seekers registered by UNHCR in Jordan, approximately 660,000 are from Syria. With an unemployment rate of 23% in Jordan, many refugees, despite having a work permit, face difficulties in populations but is above 75% for Syrians. These difficulties are accentuated for women, who constitute more than half of the refugee population and who often suffer gender-based discrimination and violence.
Despite the fact that refugees are not officially included in the National Social Protection Strategy (NSPS), Local Community Development Centres (LCDCs), which come under the supervision of the Ministry of Social Development (MoSD), have developed a pragmatic approach for the provision of social services, based on the needs of local populations, nationals as well as refugees.
Building on the Civil Society Organisation (CSO) component of the European Union-funded “Support to Social Protection in Jordan” previously implemented by Expertise France (EF), EF is seeking to provide further assistance to the Ministry of Social Development (MoSD) through a new “Gender Equality and Social Cohesion Project”, with financial support from the French Development Agency (AFD).
This Project, implemented in the Karak and Jerash Governorates and Amman pilot areas, aims to improve gender equality and social cohesion by enhancing access to social services for vulnerable people, including both nationals and refugees. It will work towards making LCDCs, in partnership with CSOs and other stakeholders, more effective as single entry points for social services, while also strengthening coordination between the MoSD and the LCDC network to improve the structures and services provided.
More specifically, the Project aims to:
Foreseen activities of the Project include:
Component 1: creating intersectional and multisectoral Steering Committees at the LCDCs; mapping of the local social services; funding, including grant funding and capacity building for CSOs; promoting women’s participation and leadership; gender analysis and planning for Gender Based Violence (GBV) prevention and response at the LCDC level; implementation of protocol for responding to GBV first-line support/disclosure; support plan on sexual and reproductive rights; trainings for preventing over-indebtedness and special loans for women in vulnerable situations; entrepreneurship support paths for loan beneficiaries; ensuring pilot LCDCs are able to provide childcare options; launching awareness and advocacy campaigns on the redistribution of care tasks between women and men; creating networks of family caregivers.
Component 2: strengthening the capacities of the LCDCs on gender and multiculturalism; creating a single entry point system; introducing “social mediators”; mobile units; infrastructure renovation (including a health and safety audit); improving accessibility and mobility for users; car driving lessons for women.
Component 3: creation of a national network of LCDCs; strengthening capacities of the MoSD on MEAL and coordination; improving data collection; coordinating the participation of the LCDCs in policy development; drafting/implementation of protocols related to GBV; supporting the participation of CSOs, including CBOs, in the NSPS.
