Mission description

Under the supervision of the Head of the Biodiversity Division and in close collaboration with the Project Manager (Chargée de projet) and the Unit Coordinator based in Paris, the Team Leader will be responsible for the general coordination as well as the operational and financial management of the Sargassum regional management and coordination activities. Project activities will be implemented in line with the rules and regulations of Expertise France and the French Development Agency. 

Based in Fort-de-France in Martinique, he/she will be responsible for the team management, the relationship with consultants/experts, service providers and partners, and overall quality control. He/she will also be in charge of the coordination and completion of all activities, achievements and objectives, as well as internal and external reporting.

The main tasks assigned to the Team Leader are: 

Team Management:

Reports directly to the Head of the Biodiversity Division at HQ. He/she will work in close collaboration with a Project Manager at HQ and could also liaise with the cross-functional services of Expertise France depending on the needs (legal affairs, finance, communication, monitoring and evaluation, etc.). He/she will:
-    Recruit and directly supervise a team of four to six people based in Fort-de-France, in Martinique, and Saint Lucia;
-    Lead on the recruitment of technical experts in coordination with the headquarters of Expertise France; 

Overall coordination:

-    Ensure technical coordination with the donor (The French Development Agency, AFD), partners as well as complementary with other donors’ relevant programmes in the Caribbean;
-    Ensure the representation of Expertise France to Caribbean public stakeholders;
-    Ensure the organization, preparation and participation of Expertise France in steering committees, other project coordination bodies with implementing partners, and other meetings relevant to the project, and monitor the implementation of recommendations;
-    Ensure the quality and internal and external coherence of the project, especially with other cooperation programmes ongoing in the region.

Strategic and operational project management:

In close collaboration with the partners involved in the project, and the Sargassum value chain manager (Component 2), the Team Leader will ensure the overall planning and technical management of the activities carried out by Expertise France in line with the framework agreement approved by the donor (i.e the Project Description, logframe). He/she will:

-    Define the operational direction and strategies, in collaboration with the HQ Project Manager and the Unit Coordinator;
-    Carry out the technical and financial planning of the project in coordination with the partners. Manage its implementation and update all relevant project documents;
-    Facilitate the development of a shared vision within the project and support ownership by project partners;
-    Ensure the effective coordination with other Expertise France programmes implemented in the Caribbean, and in particular the EUROCLIMA Caribbean programme;
-    Identify needs in terms of short-term expertise, prepare the terms of reference, recruit and deploy experts;
-    Supervise the experts and service providers recruited and coordinate the successful completion of assignments;
-    Prepare steering committees with project partners;
-    Oversee project progress and quality of deliverables. Monitor project indicators in accordance with the project’s logical framework;
-    Co-lead, guide and monitor the work of partners in implementing activities;
-    Support project leaders and partners in the implementation of activities and ensure the monitoring of supported initiatives;
-    Coordinate the evaluation and capitalisation of the project as part of the Monitoring and Evaluation mechanism, in collaboration with the Scientific knowledge management and learning officer and the MEAL expert (Monitoring, Evaluation, Accountability, Learning) ;
-    Support the implementation of the communication strategy;
-    Ensure good communication between team members, stakeholders and the donor;
-    Comply with the security instructions provided by Expertise France’s Operations Safety Department;
-    Provide HQ with any relevant information that may have an impact on the management of the security and safety of staff, equipment and the office, in a timely manner.

Administrative and financial management:

In coordination with Administrative and Financial Officer/Manager, he/she oversees the administrative and financial management of the project and ensures compliance with contracting procedures. He/she is in charge of:

-    Coordinating administrative and financial monitoring for the mobilization of short-term expertise, technical assistance contracts, grants, framework contracts, logistics, travel, audits, accounting, etc.;
-    Tracking project expenditures, consolidates the project budget (forecast) and update a work plan for field disbursements (cash flow); 
-    Coordinating and participating in the management of various contracts in compliance with procurement procedures (services, goods, works, expertise, etc.) and validation thresholds of Expertise France: procurement plan, contract negotiations, contribution to documents relating to tenders, contract quality control and monitoring of contractual commitments, financial monitoring, etc.;
-    Reporting on the project to the donor: quality of deliverables, intermediate and final technical and financial reports of the project (in collaboration with the HQ project manager);
-    Participating and contributing to the internal reporting exercises of Expertise France coordinated by HQ: monitoring activities, financial monitoring, forecasts and budget closure.

This description is not exhaustive. Overall, the Team Leader is responsible for ensuring that the project's contractual objectives are met, and for carrying out all the activities required for the project to run smoothly.

Project or context description

CONTEXT

Expertise France is the public agency for the design and implementation of international technical cooperation projects. The agency operates around four priority areas: 
•    democratic, economic and financial governance; 
•    peace, stability and security; 
•    climate, biodiversity and sustainable development;
•    health and human development. 

In these areas, Expertise France engineers and implements capacity-building projects, mobilizes technical expertise and coordinates projects involving public expertise and private know-how. 

With a volume of activity of 324 million euros and over 500 projects in its portfolio in around 100 countries, Expertise France's action is part of France's policy of solidarity, influence and economic diplomacy.

In the Caribbean, Expertise France is mainly involved in regional projects to support governments in fighting climate change and protecting biodiversity.

Launched in 2023 following the success of “EUROCLIMA” in Latin America, the “EUROCLIMA Caribbean” program contributes to the region's green transition through climate change mitigation and adaptation efforts as well as the protection and conservation of biological diversity in the Caribbean. 

Expertise France also implements the “RESEMBID” program in the region, which promotes resilience, sustainable energy and marine biodiversity, as well as the “Green Overseas” program aiming to accelerate the energy transition and increase the climate resilience of overseas countries and territories.

Funded by the French Development Agency (AFD), the Sargassum regional management and coordination project aims to foster regional cooperation dynamics in the Caribbean and support small island developing states in structuring a framework for the management and valorisation of sargassum. 

PROJECT DESCRIPTION

The aim of the Sargassum regional management and coordination project is to minimize and limit the negative impacts of stranded sargassum on local economies, communities and coastal ecosystems. To achieve this, the project consists of three main components and a cross-cutting component: 

1.    Support for regional coordination between the Eastern Caribbean States, the Dominican Republic, Mexico and Belize. This component aims to engage communities of practice and capitalize on the experiences and knowledge developed at all levels of the sargassum management chain: prediction and monitoring of sargassum drifts, collection methods, pretreatment and characterization of sargassum components, transport, storage, and their valorization into marketable products.

2.    Assist small island states in the consolidation and implementation of sargassum management plans in Saint Lucia, Grenada, Dominica and Saint Vincent and the Grenadines. In partnership with the Organization of Eastern Caribbean States (OECS), this component aims to strengthen the capacities of public and private actors in sargassum management operations. This component will define and implement a roadmap to organise collection operations through training and equipment of the personnel involved, the development of early warning mechanisms for coastal communities and coordination with transport companies, the development of suitable pretreatment systems, and biomass storage at secure sites. Finally, a call for projects will be launched for private actors involved in biomass management.

3.    Production and capitalizing on environmental, social and health impacts, collection methods and value chains. The project will deploy a network aiming to bring together a group of scientists and experts from various Caribbean research centres in order to gather all available knowledge and establish a scientific consensus on the complex issues raised by sargassum. The project will also contribute to the call for proposals on research and innovation launched by the French National Research Agency (ANR). The aim of this contribution will be to strengthen the regional dynamic of scientific cooperation and the implementation of concrete development solutions adapted to the Caribbean context.

4.    Gender mainstreaming in Sargassum management operations will aim to identify the gender-specific impacts of Sargassum and to develop specific support measures for women whose economic and social activities have been affected.

The main implementing partners for the project will be: 

•    The OECS: a direct grant will be granted to the OECS for the implementation of certain activities under component 2 and component 1. 
•    Companies in the sargassum management/ valorization sectors that will receive grants through a call for proposals for the development of sustainable economic models of sargassum management/ valorization in the 4 islands of intervention of the component 2.   
•    The Research and Development Institute (IRD), which will synthesize scientific knowledge to date on sargassum (collective scientific expertise). 
•    The laboratories and research centers of the different research poles present in the Caribbean and Central America that will be recipients of grants under component 3, involved in the call for research projects of component 3.

THE PROJECT TEAM

The Team Leader will oversee the regional management and coordination of sargassum.
Situation/position: Operations Department – Sustainable Development Department – Biodiversity Division

A specific team will be deployed in Fort-de-France and Saint Lucia. It will consist of:

•    In Fort-de-France, Martinique: 
o    Team Leader in charge of technical and operational management 
o    Sargassum value chain manager (Component 2)
o    Grant Officer
o    Scientific knowledge management and learning officer (Component 3)
o    Administrative and Financial officer or manager 

•    In Saint Lucia:
o    Technical Assistance Officer to the Organization of Eastern Caribbean States (OECS)

Required profile

Education 

Master 2 or equivalent in political science, international relations, biology, conservation biology, development economics, agronomy, environment, geography;

Work Experience

-    Minimum 10 years of general professional experience in the implementation of international cooperation projects or programmes;
-    Significant professional experience in a coordination position or Team Leader on an international cooperation project – at least 4 years;
-    Extensive practical experience in managing international technical cooperation projects on AFD financing is an added value;
-    Operational experience and sound knowledge of the preservation and/or restoration of marine and coastal biodiversity and ecosystems, and of threatened and/or endangered species.;
-    Experience in capacity building programmes/projects for central institutions and experience in institutional dialogue is an asset;
-    Experience in working with sub-national, national and regional stakeholders is an asset;
-    Proven experience on multi-country and multi-stakeholder projects or programmes;
-    Experience in cooperation projects/programmes in the Caribbean is an asset. 

Skills 

-    Strong knowledge of development issues and main stakeholders in the Caribbean; knowledge of ecosystems concerned by the project is an asset;
-    Knowledge of sargassum challenges in the Caribbean and of the different approaches to sargassum management in the Caribbean will be considered an asset.
-    Excellent knowledge of international cooperation stakeholders and in particular the French cooperation system;
-    Knowledge of key gender-related issues and/or human rights in the biodiversity and ecosystem protection sector is an asset;
-    Excellent interpersonal skills including diplomatic skills;
-    Very good analytical and writing skills;
-    Strong autonomy, adaptability and organization; responsiveness and flexibility;
-    Ability to work fluently in English and French (written and oral). Fluency in Spanish is an asset.
-    Excellent command of office software.
