Mission description

Objective:

The objective of the mission is to assess TANESCO’s data management practices, identify areas for improvement, and propose a strategy for better data integration and quality. The assessment will guide the provision of technical assistance to TANESCO in 2025, aimed at improving data flows and management across departments.

Key Responsibilities:

  • Conduct a data audit across TANESCO’s main departments: Generation, Transmission, Distribution, HR, Planning, and Finance.
  • Propose and implement a methodology for data assessment, based on suggestions outlined in the ToR.
  • Evaluate data gaps, data quality, and compatibility issues within and across departments.
  • Assess TANESCO’s existing and planned data management systems, including the Corporate Management System (CMS) set to be launched in 2024.
  • Identify solutions to improve data integration, accuracy, and standardization.
  • Provide recommendations for short-term, mid-term, and long-term technical assistance to TANESCO, including capacity building and IT system upgrades.

Deliverables:

  1. Inception Report: A brief methodology and work plan, to be delivered within two weeks of project start.
  2. Assessment Report: Comprehensive evaluation of TANESCO’s data management, with a department-by-department analysis, including specific findings and gaps.
  3. Recommendations for Technical Assistance: Develop recommendations for 2025, including a capacity-building plan and maybe IT system improvements.

Project or context description

The European Union (EU) has funded the Tanzania Energy Sector Reform Programme, which includes a focus on modernizing TANESCO’s data management systems as part of its energy statistics component. Expertise France is seeking experts to conduct a comprehensive assessment of TANESCO’s data management processes, identify key gaps, and recommend areas for technical assistance in 2025.

Required profile

Required Expertise:

·         Proven track record in data management, assessment studies, and data architecture, with experience in utility or energy sector data management systems.

·         Familiarity with the power utility sector, particularly in areas related to data flows, energy planning, and operational data use.

·         Expertise in GIS, big data analytics, forecasting, and energy planning methodologies is a plus.

·         Ability to coordinate with multiple departments and manage cross-departmental data compatibility issues.

·         Prior experience working on data and utility projects in developing countries is desirable.

·         Experience in designing capacity-building frameworks and technical assistance roadmaps.
