This recruitment process is part of the TEI-OP Skills and VET (Team Europe Initiative for Opportunity-driven VET) project, which aims to strengthen the balance between training and employment while improving the employability of women and men in Sub-Saharan Africa. This €75 million project seeks to promote a vocational training offer focused on concrete employment opportunities and increased collaboration and dialogue with the private sector. It is being implemented for a duration of 60 months from March 2024 to the end of February 2029 by a consortium of European partners, namely:
The project is organized into three pillars:
Pillar 1 (Technical Assistance Facility) - Led by Expertise France The support provided by the technical assistance facility consists of two stages that will be addressed jointly or separately based on the needs received through requests submitted to the project:
Pillar 2 (Organization of Regional Events Promoting PPPs in TVET) - Led by EDUFI
Pillar 3 (Call for Project Proposals Supporting the Opportunity-driven Approach in TVET) - Led by GIZ
In this context, Expertise France is recruiting a Intervention Officer whose mission will be to ensure the implementation and monitoring of interventions under the Technical Assistance Facility. The required expertise for this position is 48 months (starting in March 2025). The position will be based in Brussels within the Hub team with potential international travel.
The Intervention Officer will primarily focus on the implementation and monitoring of interventions/requests. Under Pillar 1, he/she will handle assistance requests from eligible stakeholders at each stage of the process (receipt and processing of the request, implementation of the intervention, drafting terms of reference for technical assistance, contracting and supervision of expertise, monitoring and evaluation, reporting, and closure) in accordance with TEI OP-VET standard operational procedures. He/she will also play a key role in monitoring interventions, supervising technical assistance contracts, ensuring the quality of technical assistance, and identifying key lessons learned from technical assistance activities.
Under the direct supervision of the Technical Assistance Facility Coordinator, responsible for coordinating and supervising activities managed by EF under Pillar 1, the Intervention Officer will be entrusted with the following key responsibilities:

The Intervention Officer may also be tasked with additional responsibilities relevant to the operations of the Technical Assistance Facility as delegated by the Pillar Coordinator. These tasks require establishing contacts and interacting with a multiplicity of institutions and stakeholders from EU countries and Sub-Saharan Africa and necessitate availability and the ability to travel abroad when necessary.
