Mission description

Under the supervision of Programme Management and with operational relations with the agency’s Communication Unit at headquarters, the Communication Officer will ensure the implementation of the Programme communication plan in line with the communication guidelines of the EUD and the activities of the Programme, in coordination with implementing partners. The Officer will ensure visibility of EF, partners and EUD in all proposed visibility and communication tools. The Officer will work to ensure that all partner activities are aligned with the requirement of communication and visibility of EUD and guide the development and orientation of communication material in coordination with the Programme team.

The main responsibilities are the following (but not limited to):

Implementation of the Programme Communication Plan

·       Ensure the implementation of the Programme Communication plan in accordance with the visibility guidelines of EUD, EF and partners.

·       Prepare and manage the budget of the communication plan in consultation with the Programme team and partners.

·       Provide regular reporting to Programme team on the implementation of the action plan and the monitoring indicators of the communication plan.

 

Programme Visibility & Communication Activities

·       Identify visibility and communication materials and tools to be used during activities.

·       Identify communication opportunities for Programme activities (signings, launches, events, missions and flagship activities, submission of key deliverables, closing and capitalisation).

·       Draft communication content and materials with contributions from the Programme team, partners and the various stakeholders (articles for Expertise France’s website, posts on social networks, press kits and releases, presentation, brochures, reports, infographs, newsletter, etc.).

·       Develop high quality knowledge products for the Programme (leaflets, brochures, infographs, achievements, general presentation, etc) and manage stocks.

·       Develop terms of reference for the design of all communication tools and products (advertisements, spots, audiovisuals, etc.)

·       Manage the production of designs of relevant visibility and communication tools (letterheads, unified roll-ups, report templates, presentations, etc) and ensure dissemination to partners.

·       Develop a calendar for Programme activities.

·       Support in the organization of a capitalization event in coordination with the Programme team.

 

Reporting & Stakeholder Coordination

·       Provide regular updates on the communication activities during the monthly technical meetings.

·       Manage relations with the local media: invitations, follow up, identification of communication opportunities, etc.

·       Collect communication data from Programme partners, ensure harmonized messages, identify synergies and collaboration opportunities, and ensure no overlap in communication activities.

·       Draft the communication section in the progress reports submitted to EUD.

·       Be the focal point in corresponding with the EUD communication department for obtaining feedback and approvals for visibility requirements, press releases, scripts, etc.

·       Be the focal point in answering questions/ inquiries and providing guidance on communication and visibility to all Programme partners.

·       Take the lead in maintaining good communication and coordination with all stakeholder communication focal points and organizing regular update meetings.

·       Take part in all governance and coordination meetings for the Programme and prepare briefs on communication activities as needed.

·       Participate in EUD communication training and/or information sessions.

·       Provide English-Arabic-English translations as needed.

·       Provide trainings as relevant to Programme partners on best practices for communications as needed.

Project or context description

Presentation of Expertise France

Expertise France is the French international technical assistance agency, created from the merger of the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address the growing needs of emerging and developing countries more effectively. Under the joint supervision of the Ministry of Foreign Affairs and International Development and the Ministry of Economy, Expertise France aims at participating in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.

Expertise France is accredited by the European Commission for delegated management (the ‘six pillars’ audit), which means it can be awarded indirect management of Programmes and guarantees EF’s capacity to successfully implement activities and Programmes with which it is entrusted, and ensure efficient distribution of administrative and financial management tasks.

 

Presentation of the project

Expertise France signed an agreement with the European Union Delegation to Jordan to support democratic reforms and processes in Jordan. This action seeks to consolidate the progress achieved by the EU Support to Jordan Democratic Institutions and Development (EU-JDID) programme and builds on opportunities arising from the reforms proposed by the Jordanian “Royal Committee to Modernise the Political System” regarding constitutional reform and changes in political parties’ law and electoral law.

The overall objective of this programme is to promote a more participatory, inclusive and accountable democratic process.

The specific objective(s) of this programme are:

     1.         To ensure young men and women meaningful participation in democratic life

     2.         To support political parties in creating an enabling environment for increased participation of and responsiveness to diverse groups

     3.         To support the House of Representatives in exercising its core parliamentary functions with greater professionalism, effectiveness, inclusivity and accountability

The expected results of this Programme are:

Under SO1:

·       Young community leaders (men and women) are supported to drive change that is relevant to their communities

·       Politically active youth within parties are empowered to become influential decision-makers within their political parties

·       Women and youth MPs are supported to exercise their mandates fully

·       Cross-cutting media outputs: Civic and political participation is promoted through media outlets

Under SO2:

·       Enhanced capacity and know-How of political parties to develop professional and programme-based institutions

·       Enhanced capacity of institutions (MoPPA and IEC) to effectively oversee political parties' registration and finance and engagement with the government.

·       Political parties engage in pre and post-election dialogue with other political actors

Under SO3:

·       The HoR Secretariat is assisted to meet the needs of MPs and parliamentary blocs

·       The HoR is supported to carry out more robust and inclusive financial and budget oversight

·       The HoR is supported to carry out more robust and inclusive policy and legislative oversight

·       The HoR is assisted to strengthen its outreach particularly towards women and youth

·       Cross-cutting output: Media outlets participate to the democratic process

The Programme will be managed by Expertise France who will sign a delegation agreement with the EUD. For the implementation of its action, EF will rely on the support of the following implementing partners through grant contracts:

ü  The Netherlands Institute for Multiparty democracy (NIMD): implementation of actions to contribute to achieving SO1 and SO2

ü  Westminster Foundation for Democracy (WFD): implementation of actions to contribute to achieving SO3

ü Canal France International (CFI): implementation of actions to achieve cross cutting outputs with media.

Required profile

Education / qualification:

·       University degree in Communication/Journalism, International Relations or other related field

·       Ability to work fully in Arabic and English;

·       Proven skills in intercultural communication, public relations, Programme coordination;

·       Excellent writing and relational skills;

·       Ability to work in a team and remotely;

·       Creativity; flexibility

·       Autonomy, responsiveness and proactiveness;

 

Professional experience:

·       5 years experience in communication; preferably in an international and multi-cultural environment.

·       Experience in the public/institutional sector and/or international cooperation/development assistance;

·       Experience in working with EU funded programmes/ EU communication activities is a must.

·       Proven experience in organising international events and multichannel communication campaigns.

·       Proven capacity to interact with a variety of stakeholders is desirable.

·       Proven technical capacities to build infographics, and knowledge of Adobe Creative Suite (esp. Final Cut, Illustrator, Photoshop and In Design) is highly desirable.

·       Ability to take high quality, professional photos/videos in various settings, and basic photo editing is desirable

·       Excellent storytelling and case studies writing skills (proficiency in written English is required)

·       Capacity to identify strong stories and adapt communication styles to different audiences.

·       Strong drafting and analytical skills combined with sound judgement, rapid grasp of problems and the capacity to identify issues and solutions

·       High proficiency in handling varied, demanding and sophisticated tasks

·       Ability to build positive relationships and work independently and take initiative.

·       Ability to handle critical matters with diplomacy and discretion.

·       Ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment

Location: The position is based in Amman, Jordan (EF local office). Field missions in regions are foreseen.
