Mission description
Several positions are to be filled from the beginning of the project (early 2025):
· One long-term position as TA (Technical Assistance) Leader. This person will be in charge of managing the activities of the TA and will be responsible for targets achieved. The applicant shall have extensive knowledge of the energy sector in Indonesia and demonstrate technical assistance experience for international cooperation projects.
· One mid-term position for approximately 6 months will aim at scoping the needs for the revision of Provincial Energy Plan of North Maluku province. The applicant shall have extensive knowledge of the energy sector in Indonesia, particularly in North Maluku and demonstrate experience in energy policy, planning and international development.
· Several energy consultants for short- to medium-term services (pearled expertise). The applicants should have experience in at least one of the following topics, related to public policies:
· Bioenergy,
· Green hydrogen,
· Island decarbonation,
· Just Energy Transition,
· ESG frameworks in the energy sector.
This list of activities is generic and not comprehensive.
Candidates must also explicitly indicate their geographies of experiences.
Project or context description
Expertise France will lead a Technical Assistance (TA) Programme in the context of a facility aiming at accelerating Indonesia’s just energy transition by supporting public policy for just transition and decarbonization of energy with the Ministry of Energy and Mineral Resources (MEMR). We are launching a call for application in order to identify Experts in field of the Energy sector with specific knowledge of the Indonesian context, before the start of the project in 2025.
This process aims to fill a roster to obtain specific consultancy services on-call as well as for long- to medium-term positions. The candidates should be professional specialists of the Energy Field who have a deep knowledge of Indonesia: its institutional framework and its main stakeholders.
Required profile
· At least a master’s degree in Energy related subject including Engineering, Politics and Public Relations, Economy, Chemistry, Statistics and Modelling, Social Sciences and Economics;
· At least five years’ experience in one or several fields of expertise mentioned above;
· Experience in working in the field of cooperation;
· Proven experience of working in Indonesia or in South-East Asia;
· Excellent spoken and written English, and Bahasa; knowledge of French would be an asset.
