Mission description

The expert will lead the implementation of the trainings with the support of a pool of short term experts and training partners.

Under the the supervision the Expertise France Project Manager,  the expert will:
-    Deliver expertise in relation to any of the aforementioned activities,
-    Deliver, develop or follow up training activities and monitor/report on national delivery of such training and ensure regular high-quality reporting,
-    draft ToRs and involve short-term experts where appropriate and in coordination with Expertise France,
-    Liaise with trainers regarding the structure and content of trainings to be delivered,
-    Liaise with relevant in-country actors in relation to activities to be implemented,
-    Report on any improvements or suggestions/evaluate trainings delivered by the project,
-    Work with training partners of the project in delivery of training activities,
-    ensure quality control and appropriate implementation of the activities,
-    draft mission reports, progress and final reports.

The content is to be delivered in English and/or Ukrainian. 


The expected results are:
-   the achievement the results outlined in the project work plan in his area of expertise
-    and a timely and successful completion of deliverables

The deliverables will be:
-    Monthly mission reports;
-    Progress and final reports;

Project or context description

The objective of the action is to support the development of Ukraine’s cyber resilience and encourage its alignment on international best practises and standards on cybersecurity.
To reach this objective, specialised trainings will be conducted to build the capacities of:
1.    Managers in charge of a public asset pool or the supervision and protection of thess public assets & networks.
2.    Technicians and network/system engineers in charge of a public asset pool or the supervision and protection of these public assets and networks (CSIRT/SOC/SIEM) with a focus on Security Operations/Penetration testing/Incident response, Threat Hunting and Digital Forensics.

Required profile

Qualifications and skills:
-    Previous experience in implementing of projects in the region;
-    Excellent verbal and written command of both languages English and French; 
-    Ability to write official correspondence in both French and English. Knowledge of Ukrainian would be an advantage;
-    Proven organisational and communication skills;
-    Strong skills in report writing;
-    Computer proficiency.

General and specific professional experience:
-    Bachelor's or master's degree in IT, engineering, business, management or a related field, or equivalent work experience;
-    A minimum of 10 years demonstrable experience in working on cybersecurity and/or cybercrime;
-    Proven understanding of the development and nature of cybercrime;
-    Experience in delivering cybersecurity related activities, reports or training for international organisations or extensive experience gained in relevant institutions at the national level;
-    Experience in working with CERT/CSIRT/SOC.

Additional specific requirements:
-    Ability to work in a multicultural team;
-    Capacity to work under pressure;
-    Previous experiences in conflict zones;
-    Proven negotiation skills, cultural sensitivity and diplomacy, in addition to experienced teaching skills.
