Mission description

Expertise France recruits for the "ESIWA+" Project, a Project Manager whose responsibilities are as follows:

Ø  Operational management:

 

In relation with the strategic director and the project experts:

         Supervise the overall work of the project team

         Ensure the management of the experts

         Ensure the definition, planning and good implementation of all activities of the project 

         Support if necessary the strategic director in the activities to promote the project

         Organise the Secretariat of the main meetings (Steering Committee, Partners Meeting and Coordination committee)

         Ensure the mobilisation of Expertise France internal support staff for the implementation of the project (finances, logistics, safety…)

         Approve the workplans, expenditures and deliverables for the EU – Quality support

         Prepare, in collaboration with the Strategic Director and the team of experts monthly and annual financial forecasts

         Approve the financial commitments

         Be responsible for procurement for Asian regions (and Europe, if relevant)

         Support the identification of long and short term expertise when needed (terms of reference, interviews, contracts)

         Supervise the communication and visibility expert and ensure the good implementation of the C&V strategy of the project

         Supervise the monitoring and evaluation expert and ensure the good implementation of the M&E plan of the project

         Supervise contractors, experts and implementing partners’ payments

         Promote the collaboration with other related projects implemented by the Partner and implementing partners

         Ensure the proper flow of information between the project team based in Bangkok or off-site, and Expertise France headquarters

         Engage to ensure observance of the rules contained in the safety plan elaborated by EF

         Supervise compliance with Expertise France internal procedures;

         Coordinate the implantation actions for Bangkok team in EF office, as well as coordinating the communication with Thai government and TIKA

         Ensure coordination with mutualised functions and with GPS project in Bangkok

         Ensuring coordination with AFD competent offices for the project countries

         Ensure coordination with the EU Delegation in Bangkok

         Ensure the proper flow of information with EU HQ in Brussels

         Ensure the proper flow of information with FR MFA in Paris

 

In relation with GIZ (the project Partner)

         Coordinate in order ensure the overall quality of all reporting and deliverables to be sent to the EU

         Be responsible for supplying without delay all documents and information to the EU

         Administer the overall budget and coordinate with the Partner in the implementation of the project;

         Play the role of  project Co-Director in the coordination meeting with GIZ

 

 

Ø  Reporting:

-        In close relation with the monitoring and evaluation expert, ensure the monitoring of the implementation of the Description of Action (DOA), the logical framework, and the achievement of project’s results

-        Ensure the role of focal point in terms of reporting at the level of the project team in the field (collect and consolidate information sent by the experts, ensures the timely delivery of reports, systematically review reports in coordination of competent technical experts and under the supervision of the strategic director;

-        Ensures that EF and GIZ HQs are well informed by maintaining regular monitoring of project activities and news (weekly/monthly status updates, etc.), keeping a close eye on critical issues that could affect the project's proper execution;

 

Ø  Administrative and financial management:

-        Manage and coordinate the work of the project assistant and the financial project manager in Bangkok;

-        Contribute to the budget planning of activities in coordination with the project officer in EF headquarters;

-        Contribute to project audits in coordination with the project officer in EF headquarters;

-        Ensure compliance with the rules and procedures of the donor (European Union);

-        Ensure compliance with EF standards and procedures (logistics, financial, legal, safety) during the implementation of the project;

-        Validate payments and contract awards within the limit of the amount of the signature delegation ;

-        Any other task necessary for the smooth running of the project.

Project or context description

Designed to strengthen the EU’s security engagement in the Indo-Pacific region by supporting tailor-made security cooperation with an initial set of six pilot countries (India, Indonesia, Japan, Malaysia, Republic of Korea, Singapore, Philippines, Thailand, Vietnam), the project aims to support deeper and more operational security dialogues with partner countries, promote greater convergence between policies and practices of the EU and the partner countries and Increase international awareness and acknowledgement of the EU as a security provider.

 

This 3 year project will start on 1st October 2024 and is co-funded by the European Commission’s Service for Foreign Policy Instrument (FPI) at the European External Action Service (EEAS) and by the German Federal Foreign Office and the French Ministry of Europe and Foreign Affairs.

 

This Multi-Donor Action is implemented in co-direction by GIZ and Expertise France, with 4 thematic coordinators, one per area: counter terrorism, cyber security, maritime security and crisis management (peacekeeping/CSDP). Expertise France leads the cybersecurity and maritime security thematic areas.

 

The permanent team is also supported by a pool of ad hoc short-term expertise.

 

In each thematic areas of intervention, activities will be implemented under three components which are inter-related:

-          Support to Policy Dialogue : support deeper and more operational security dialogues with partners, complementing existing official EU dialogues

-          Cooperation and Capacity building: to promote greater convergence between the policies and practices of the EU and the partner countries, taking account and promoting the implementation and development of National Action Plans on UNSCR 1325 on women, peace and security.

-          Public Diplomacy: to increase international awareness and acknowledgement of the EU as a security provider.

 

The three components pursue the following outputs for the project co-director:

 

Output 1:    Enhanced engagement with key Asian partners on security issues of shared or converging interest

Output 2:    Increased factoring in of the EU’s position as a security actor in the response to maritime security threats and challenges faced by partner countries in the region and beyond.

Output 3:    EU and international standards and best practices are disseminated in the partner countries, and via regional organisations such as ASEAN and ARF, and incorporated in their national strategies.

Output 4:    Greater visibility and understanding of the EU's contributions to security in the world and in and with Asia

Required profile

Professional experience (50/100):

-          At least 5 years of professional experience, including 4 years in the development sector and/or international cooperation;

-          Master 2 in international cooperation / project management / international relations / international law or any other relevant thematic;

-          Demonstrated project management skills;

-          Knowledge of and interest for the thematic of maritime security;

-          Knowledge of and interest for the thematic of maritime trafficking and environmental crimes;

-          Patience and ability to adapt;

-          Reactivity, autonomy – teamwork;

-          Ability to work remotely, within a team deployed in several countries.

Ability to work in a public international environment (30/100):

-          Excellent knowledge of the European Union;

-          Full professional ability in French and English (written and oral);

-          Excellent writing and synthesis skills (in French and English);

-          Knowledge of one of the languages of the partner countries is an asset;

-          Sense of diplomacy.

 Good command of the organization of international activities (20/100):

-          Experience coordinating and supervising private contractors;

-          Organization of successful activities in the framework of international cooperation projects;

-          Perfect command of office software;

-          Organizational skills and thoroughness.

Additional information

Position based in Bangkok, full-time.

The Project Manager may have to travel to Europe, East-Asia and South-East Asia depending on the project’s needs.
