Mission description

To support the implementation of the “CIRCULAR : Promoting a Circular Economy in the Food Sector” programme in Sri Lanka, funded by the European Union,  Expertise France is setting up a Project Team based in Colombo. 

The Awareness Raising Specialist position will be part of the Colombo-based Implementation Team (the Project Team). He/she will be responsible for: (i) defining and implementing the intervention strategy; (ii) overall project coordination, and stakeholders information and consultation; (iii) the implementation of activities stemming from the strategy, following up, monitoring, checking quality, delivery and timeliness of these activities

Under the supervision of the Project Manager and the Deputy Project Manager – Technical, the Awareness Raising (AR) Specialist will take the lead in overseeing the elaboration of the strategy related to Output 2.1 on Awareness Raising and coordinating its implementation in coordination with the key stakeholders.

Indicative tasks to be carried out by the specialist would include:

1.    Oversee the development and definition of the technical intervention strategy to reach the project's objectives of Output 2.1 on Awareness Raising, in consultation with the key stakeholders, and in close collaboration with the Project Team
2.    Execute the procurement process, from selection until validation of the deliverables, for a consultancy service to conduct an assessment and elaborate a strategy for Awareness Raising campaigns for SUP waste reduction targeted at the actors in the Single-Use-Plastic (SUP) value chain in the food sector (i.e.: analyse the applicants technical and financial offers, negotiate, support the consultation process, review and comment the deliverables etc.) 
3.    Implement the Awareness raising strategy: organize, manage and facilitate workshops and others kind of events
4.    In close collaboration with the grant officer, co-lead the granting awarding process to awareness raising target groups including research institutions, civil society organizations and local authorities, and supervise its implementation
5.    Organize capacity building, including awareness raising, workshops and Public-Private sector dialogue on Green Public Procurement in Colombo district and Galle district.
6.    Analyse risks and implementing actions to mitigate and minimize them (especially the risks of expenditure ineligibility)
7.    In close collaboration with the MEAL specialist of the project, contribute to the monitoring and evaluation of Output 2.1 on Awareness Raising, including the definition and monitoring of relevant indicators for each granted initiative
8.    Compile information and provide inputs for project progress reports and lessons learnt
9.    Capitalize and compile results, and produce capacity building knowledge products on awareness raising approaches aimed at the reduction of SUP
10.    Disseminate these knowledge products among local authorities in Colombo and Galle districts
11.    Manage, supervise and coordinate the work of related short-term experts and service providers
12.    Perform any other related duties as assigned to support the overall objectives of the team and organization

Project or context description

The EF project is part of a threefold umbrella “CIRCULAR” programme funded by the European Union (EUD-Sri Lanka), for 36 months (2024-2027). This umbrella programme is implemented by three Implementing Organisations (IOs): Expertise France (EF), the Food and Agriculture Organization (FAO), and the Gesellschaft für Internationale Zusammenarbeit (GIZ).

CIRCULAR takes an integrated approach to “promote a circular economy in the food sector” in Sri Lanka, especially aiming at the reduction of food waste and loss, as well as the reduction of Single-Use-Plastic.

The Specific Objectives (outcome) of the Action are twofold:
•    Specific Objective 1 (SO1): to increase recovery, processing and supply of edible and safe food surplus and/or waste for the benefit of vulnerable consumers and/or food producers.
•    Specific Objective 2 (SO2): to enhance effectiveness of the sustainable production, distribution and consumption models related to food waste/loss and single-use plastic food packaging.


Only SO2 is tackled by EF, with a focus on Single-Use Plastic (SUP) reduction. SO1 will be tackled by FAO. 

The Outputs necessary in order to achieve SO2 are:
•    Output 2.1. Increased awareness (and behavioural changes) among the general public, economic operators, consumers and civil society about public incentives, sustainable products, solutions and services on the market
•    Output 2.2. MSME, startups, social enterprises and cooperatives have increased access to sustainable and gender sensitive business models and practices that utilize new technologies and innovations
•    Output 2.3. MSME, startups, social enterprises, cooperatives have increased access to finance and Business Development Services (BDS) related to sustainable and gender sensitive business models and practices
•    Output 2.4. Enhanced technical capacity of workers and business staff related to sustainable and gender sensitive business models that integrate waste reduction

Expertise France (EF) will work on reducing SUP in the food sector by raising awareness of actors along the SUP supply chain via Output 2.1., and enabling access to finance for growth- and expansion-stage companies via Output 2.3.

Required profile

Education
- Holder of a Bachelors  university degree or equivalent in communication, journalism, publication relations or any related field. Master’s degree will be an asset

Professional experience
- Professional experience of at least 3-5 years in the field of communication and in awareness raising, advocacy in the development sector is required. 
- Experience of working with a bilateral or multilateral institutional partner (in particular the EU), an NGO or a public institution would be a strong asset.
- Solid understanding of thematic areas of circular economy, plastic pollution, waste management would be an asset. 

Qualification and skill
- Proficiency in English is required and working proficiency in (Sinhala/Or Tamil) will be considered a strong asset. Proficiency in drafting clear, compelling content for reports, articles, social media, and other communication materials.
- Professional working proficiency in French is an asset
- Proficiency in digital communication tools and social media platforms, with a keen understanding of digital trends and best practices.
- Demonstrates a proactive attitude and takes initiative in executing tasks independently.
- Knowledge and ability to clearly and effectively articulate messages to diverse audiences using a variety of communication tools and channels.
- Skilled in collaborative teamwork and managing external partners, such as short-term experts and service providers, to efficiently execute project tasks and achieve targets.
- Ability to address challenges and find solutions to enhance the effectiveness of awareness efforts.
