Expertise France is currently expanding its project portfolio in Ethiopia with the aim of enhancing resilience and stability in conflict-affected communities. The organization is involved in initiatives focused on improving access to basic services, healthcare, and protection through the rehabilitation and re-equipment of hospitals in Abala, Adwa, and Dessie. In this context, Expertise France is seeking a Project Manager to oversee the daily administration and implementation of these programs, ensuring the overall achievement of project objectives. Reporting to the Head of the Stabilization and Resilience Unit, the Project Manager will be responsible for the successful and timely execution of project activities, working in close coordination with the Ethiopian Ministry of Health (MoH) and other key stakeholders. The Project Manager will lead a team based in Addis Ababa, Dessie, Abala, and Adwa, which includes two Project Officers, an Administrative and Financial Manager, and a Procurement and Logistics Officer, all of whom will report directly to them.
Project management, monitoring, evaluation and learning
The Project Manager will be responsible for ensuring that the program runs smoothly by providing overall leadership, management, supervision, and strategic vision for the implementation of the program, while managing staff and resources to ensure that the program meets its targets and deliverables on-time, within budget, and at a high level of quality. More specifically, the Project Manager will be expected to:
- Provide overall leadership, management, supervision, and strategic vision for the implementation of the projects in Dessie and Abala, as well as the new EU-funded project for the rehabilitation and re-equipment of Adwa and Abala hospitals.
- Ensure the program meets its targets and deliverables on time, within budget, and at a high level of quality.
- Implement project planning, budgeting, and monitoring tools to track progress, achievement of indicators, and budget expenditure.
- Oversee procurement processes to ensure compliance with EF procedures and local standards, develop strategic procurement plans to address delays or challenges, and prepare and submit necessary administrative documents.
- Organize and facilitate quarterly and annual project reviews, prepare progress reports, and lead project team meetings on the field in strategic coordination with the HQ.
- Collect iupport the Chargée de projet in the budget exercise preparation during September, January and April. More specifically, assist in analysing and reviewing relevant financial documents, and produce all necessary documentation as required by HQ.
- Monitor budget utilization efficiently, suggest fund reallocation if needed, and develop an "exit strategy" in consultation with MoH to ensure sustainability of results.
- Ensure project visibility and communication, according to project and donors relevant needs.
- When the security situation allows, conduct site visits to oversee rehabilitation work, ensuring activities progress according to plan and meet quality standards.
- Assist the chargée de projet /portfolio manager in any request for assistance with additional tasks as needed, which may include, but are not limited to, data analysis, report preparation, stakeholder communication, logistical coordination, and any other activities essential for achieving project objectives and ensuring a smooth and effective project closure.
- Responsible for managing the project team that is composed of two Project Officers, an Administrative and Financial Officer, and a Procurement and Logistics Officer;
- Oversee and guide the project team on EF procedures by setting clear expectations, establishing performance objectives, offering regular and timely feedback, and conducting documented semi-annual performance reviews.
- Provide technical guidance and ad hoc capacity buildings to the project team members to allow them to manage their respective portfolio in a professional manner;
- Supervise the recruitment of experts, trainers or consultants and recruit EF project staff if needed;
- Ensure that experts deliver their assignments in a timely manner and as per the expected outputs;
- Support in the recruitment and evaluation of new staff if requested from the HQ.
- Keep abreast of developments in the stabilization and early recovery sectors in Ethiopia.
- Coordinate with other organizations involved in the rehabilitation and re-equipment of public health infrastructures, including WHO, UNICEF, MdM (in Adwa) and PUI (in Abala).
- Keep the Head of Unit informed of programmatic updates and potential project ideas and initiatives.
- Support the Chargée de projet/Portfolio Manager in collecting relevant data for the development of the protection and resilience thematic proposal.
- Facilitate stakeholder engagement and promptly update the HQ of relevant changes within the international environment.
- Participate in coordination and technical meetings, represent EF in relevant Inter-Agency Working Groups (e.g. Health Cluster) and discussions;
- Represent EF with the MoH, the MoWSA, French Embassy and EU Delegation, as well as the UN relevant working groups on all matters related to the project strategy and implementation;
- Maintain a very good working relationship with the French Embassy at technical level, and coordinate with the HQ to strengthen transparency and communication.

Expertise France is implementing three projects in Ethiopia, focusing on the rehabilitation and enhancement of healthcare services in the Afar, Amhara, and Tigray regions. These areas have been heavily impacted by conflict, leading to significant damage to healthcare facilities and disruptions in medical services. The projects aim to restore health systems in these regions to ensure the resumption of essential services, thereby supporting the recovery and resilience of conflict-affected communities.
A key part of these efforts includes the rehabilitation and re-equipment of hospitals in the Abala and Adwa areas, as well as the Dessie hospital in the Amhara region. These projects are aligned with the Ethiopian government’s stabilization efforts in the northern regions, focusing on restoring healthcare infrastructure. The initiatives involve repairing hospital facilities, providing necessary medical equipment, and training healthcare staff to meet the needs of local populations. Additionally, these projects include a protection component aimed at addressing the needs of vulnerable groups, including women, children, and displaced people, by ensuring that healthcare services are safe, accessible, and inclusive.

Qualifications and Skills:
- Master’s Degree in international development, public health, social protection, or a related field.
- Demonstrated knowledge in health infrastructure rehabilitation and protection programming.
- Strong skills in program management, budget management, planning, reporting, and monitoring and evaluation.
- Excellent written and oral communication abilities, with effective representation and liaison skills.
- Ability to apply skills and knowledge in various capacities, including direct implementation, advisory roles, training, and transferring technical and management skills to others.
- Personal qualities: strong leadership, promotes teamwork and team building, comfortable in a multicultural environment, flexible, able to handle pressure well, result-oriented, with attention to detail and quality.
- Full proficiency in English, both oral and written; fluency in French is an asset.
Professional Experience:
- Minimum of 10 years of professional experience in international development, including in humanitarian and non-humanitarian sectors, with specific experience in public infrastructure rehabilitation projects in emergency or post-conflict settings.
- Proven experience in project management or project coordination with an INGO, UN, or bilateral agency.
- Experience within a French Agency is an asset.
