Mission description

The contractor is responsible for providing the following services: 

 

   a)    Facilitate technical activities and support of the ICP in Rwanda

·         Maintain workplan and timeline oversight throughout the ICP, and provide MINECOFIN and MINEMA (including GS Secretariat) with a regular written update on progress and required decisions / next steps including on coordination with further involved stakeholders,

·         Identify and carry out research and data analyses needs related to ICP outputs.

   b)    Convening key stakeholders in meetings/workshops to achieve an inclusive and participatory process 

·         In close coordination with MINECOFIN and MINEMA and supported by the GS Secretariat maintain an updated and inclusive stakeholder map, detailing all relevant/ key local stakeholders to participate in the process. Guided by MINECOFIN, MINEMA the GS Secretariat and AFD, supervise the integration of inputs of key actors, in particular, GRMA, Global Shield Financing Vehicles[1] (GSFVs), members of the GS Coordination Hub (CH) and the Technical Advisory Group (TAG) as well as other into the main products of the ICP.

·         Identify and engage with the different stakeholder groups as part of the ICP: government, multilateral and bilateral development sector, private sector, civil society, academia, indigenous communities, and marginalised groups. This includes:  

o    Identifying relevant communication channels to reach these stakeholder groups;

o    Follow-up meetings with key actors and / or key groups of actors throughout the ICP;

o    Identifying existing fora / committees / working groups that the process can build upon and identify suitable mechanisms to integrate their inputs.

·         Support the facilitation and moderation of meetings throughout the ICP (incl. writing of minutes and reports),

·         Manage the logistics and administrative aspects of the ICP, including the organisation of meetings and workshops: The contractor supports the organisation of up to 2 technical workshops in the context of the In-Country Process in Rwanda. Each workshop lasts between 0.5 and 3 days and encompasses up to 100 participants. The time and date for each workshop will be established in close collaboration with MINECOFIN and MINEMA and will be communicated to the contractor in due course.

The services for each workshop include in detail:

·         Concept and coordination:

o    Development of workshop concept notes and agendas, including meetings for the conceptualization in close coordination with MINECOFIN and MINEMA, and supported by the GS Secretariat

o    Supporting MINECOFIN and MINEMA with invitation management and communication with stakeholders, where appropriate,

o    Participation in briefing calls with speakers, MINECOFIN and MINEMA, and GS Secretariat as required,

o    Support of reporting and evaluation (writing of meeting / workshop reports etc.).

·         Organisational Support, logistics and service provider management

o    Research of suitable venues and hotels in accordance with Global Shield procurement requirements. Support in drafting terms of reference for a tender process if applicable. The workshop venue will be hired directly by the Global Shield Secretariat.

o    Research of event service providers (event agencies, photographers, catering etc.) and support in drafting terms of reference for those service providers

o    Coordination of service providers (location, catering, technical support) prior to and during the workshops.

·         If requested, organise field trips to previously identified areas of the country to document the need of local actors (like municipalities, vulnerable groups, etc) during the gap analysis development phase, if needed. Such missions should be approved in advance by MINECOFIN, MINEMA and Global Shield Secretariat. 

·         After Rwanda´s Request for CDRFI Support to the GS has been submitted, coordinating with and supporting MINECOFIN and MINEMA in the interaction with the relevant Financing Vehicle(s) under the Global Shield Financing Structure (GSFV) for the tailoring and approval of the Support Package Proposal, in coordination with the GS Secretariat.

   c)    Ensuring finalised and endorsed ICP outputs in a transparent way 

·         Prepare the development of ICP outputs by compiling available information for the stocktake and prepare an overview for the first workshop,

·         Gather inputs from all stakeholders for main ICP outputs 1) Stocktake, 2) Gap Analysis, and 3) Request for CDRFI Support, and sharing information, decisions, drafts, and final outputs. Conducting 10 – 20 short interviews with key stakeholders for the stocktake of initiatives that are relevant for CDRFI (in coordination with the GS Secretariat)

·         Realize additional research as required by MINECOFIN and MINEMA in preparation of the workshop,

·         Coordinate and complement: Specific draft outputs may be prepared or supported by organisations with technical expertise or skills and shall be integrated into the stocktake and gap analysis, including (list to be revised and approved by MINECOFIN and MINEMA based on information provided by GS Secretariat):

o    Gender analysis [If applicable]

o    Risk analytics and economic loss assessment

o    Analysis of gaps and identification of opportunities in the legal and regulatory framework environment

o    Capabilities of the domestic private sector for insurance

o    Social/Shock-Responsive Protection

·         Integrate feedback from Government Focal, GS Sec and Technical Advisory Group (TAG) Recommendations into drafts of the key ICP outputs and develop final drafts with support and guidance from the GS Secretariat for the key ICP outputs and secure endorsement by the government on final products, including 1) Stocktake, 2) Gap Analysis; and 3) Request for CDRFI Support

·         The work is guided by the following principles:  

o    Outputs should be produced in line with the recommended criteria (cf. general ICP Guidance Note),

o    Support the process objectively, fairly, and transparently, i.e., the consultant should not promote a preferred solution / project motivated by their own interest.

·         Support with the communication and presentation of results to the public, incl. providing speaking points to government officials and key actors on the progress of the ICP. Additionally, Support the preparation of communication materials, including short statements, posts, blogposts, press releases.

·         After Rwanda’s request for CDRFI support to the GS has been submitted, coordinating with, and supporting MINEMA and MINECOFIN in the interaction with the Financing Vehicles under the Global Shield Financing Structure (GSFV)  

   d)    Ad hoc services

·         Advisory support to the government and the governmental focal point throughout the ICP by providing technical advice on CDRFI, climate change adaptation, and comprehensive disaster risk management, as needed.

·         Coordinate the compilation of knowledge on national processes in Rwanda, including knowledge about national Disaster Risk Management (DRM), incl. Disaster Risk Finance (DRF), national CDRFI mechanisms, national public financial management and fund management, and key stakeholders.

·         Contribute to the overall GS knowledge management and learning process and engage in at least 2 evaluation calls with GS Sec.

·         If applicable: coordinate the support to the government focal in promoting institutionalisation of knowledge in relevant government agencies.

·         Engage in coordination meetings between MINECOFIN, MINEMA, GS Secretariat.



[1] The Global Shield Financing Structure incorporates three complementary financing vehicles, namely the Global Shield Solutions Platform (GSSP), managed by the Frankfurt School of Finance & Management; Global Shield Financing Facility (GSFF), managed by the World Bank; and the Climate Vulnerable Forum (CVF) & V20 Joint Multi-Donor Fund. Together with implementing organizations, governments, private sector, NGOs, humanitarian agencies, and other existing CDRFI programmes and linked service providers, the Global Shield Financing Structure will address the needs identified in the In-Country Processes and respective country support packages.

Project or context description

The Global Shield against Climate Risks is a joint initiative by the G7 and the Vulnerable Twenty Group (V20) of Finance Ministers from countries most vulnerable to the impacts of climate change. The initiative was launched in November 2022 at COP27 to address the urgent needs of vulnerable countries in the face of increasing climate risks. 

 

The main objective of the Global Shield (GS) is to increase financial protection for vulnerable people by providing more and better pre-arranged risk finance against climate-related disasters, or CDRFI - Climate and Disaster Risk Finance and Insurance. CDRFI provides quick and reliable funding when climate impacts materialise, which in turn helps governments, people, and businesses to act earlier and respond more effectively. The timely pay-outs are crucial to reduce the follow-on costs of disasters, accelerate economic recovery and avert the danger of people sliding into poverty. This contributes to cost-effectively addressing losses and damages exacerbated by climate change. 

 

The GS will support countries in acquiring needs-based financial protection in a systematic, coherent, and sustained way, leveraging a broad and diverse landscape of institutions. Countries are supported in identifying and implementing the most cost-effective solutions to cover their protection gaps. Protection gaps can be defined as risks which cannot be mitigated through risk prevention or risk reduction, and for which no financial protection is yet in place. General information on the GS objectives, main elements and interventions can be found in the GS Concept. 

 

The Ministry of Finance and Economic Planning (MINECOFIN) and the Ministry in Charge of Emergency Management (MINEMA) of Rwanda has formally requested support from the GS and GRMA to scale up prearranged finance and close urgent protection gaps. In order to achieve this, an In-Country Process (ICP) will be carried out to identify specific needs and corresponding options of CDRFI interventions / instruments. The ICP is an inclusive, country-led process that engages key stakeholders relevant to advancing CDRFI, including the needs and perspectives of climate vulnerable and affected groups. The process includes a stocktake of existing initiatives, a gap analysis, a request for CDRFI support, and the subsequent tailoring and implementation of a support package.

 

As governmental focal point, MINEMA is responsible for coordinating and overseeing the ICP. In light of the various tasks, technical expertise and administrative resources needed to implement the ICP, an In-Country Coordination (ICC) support structure will be hired to assist the coordination in Rwanda. The Support Structure will work under the leadership of MINECOFIN and MINEMA in close liaison with the GS Secretariat and the Agence Française de Développement (AFD, alternatively known as Expertise France), and collaborate with institutions that support and contribute to the process, including the V20 Secretariat, the Global Risk Modelling Alliance (GRMA), the Technical Advisory Group (TAG), and members of the GS Coordination Hub. Overall, the support will include convening key stakeholders in a participatory process, coordinating and ensuring finalised and endorsed ICP products, and contributing relevant CDRFI expertise and advisory to ensure the success of the process. 

 

A consultant will be hired to deliver on the role of Support Structure in Rwanda. This document outlines the key tasks and responsibilities of this consultant, key milestones in the process, and an indicative timeline.

Required profile

Qualifications 

·      Education/training (2.1.1): university degree in Economics, Finance, Governance, Business Administration, Climate Risk Management, Development Studies or related fields.  

·      Language (2.1.2): C2-level language proficiency in English.

·      General professional experience (2.1.3): minimum of ten years of professional experience in the Finance sector or Climate Change-related fields

·      Specific professional experience (2.1.4): Experience in Climate and Disaster Risk Finance and Insurance (CDRFI) and financial instruments is an advantage.  

·      Regional experience (2.1.6): 8 - 10 years of experience working in Rwanda,

·      Other (2.1.8): Experience working with government officials and with multi-stakeholder partnerships as well as existing knowledge of the Global Shield initiative and its related ICP are a requirement. Good understanding of the CDRFI ecosystem and relevant stakeholders in Rwanda is of great advantage. Experience in working on financial inclusion and/or on insurance scheme is an advantage.

Transportation costs to the place of service delivery (e.g., to and from workshop venue) within Rwanda are covered by the contract holder. Please take this into account in your price schedule.

Technical-methodological concept :

Strategy (1.1): The main objective of the GS is to increase financial protection for vulnerable people by providing more and better pre-arranged CDRFI. As a GS beneficiary country, it is crucial to support Rwanda during the different steps of the ICP from stocktaking to protection gap analyses, bringing key stakeholders together. This will ensure an inclusive, evidence-based, and systematic process through which Rwanda requests and accesses support for CDRFI implementation from the GS and the corresponding support package can be implemented. The consultant plays a crucial role in supporting the country and all actors involved in these steps towards implementation.  

Cooperation (1.2): collaborating in close working relationship with key actors in the process and coordinating responsibilities, incl. MINECOFIN, MINEMA, the GS Secretariat, V20 Secretariat, GRMA, the Global Shield Financing Vehicles (GS FVs), and members of the GS Coordination Hub (CH) and Technical Advisory Group (TAG).

 

All deliverables and services will be supervised by MINECOFIN and MINEMA supported by the Global Shield Secretariat and Expertise France. Deliverables require final signoff by MINEMA and/or MINECOFIN.

This Contract will be financed by Expertise France (AFD Group), as part of its contribution to the Global Shield.
