Mission description

Indicative services. The following indicative services are required from the Expert:

  •     Assist the Component Lead with the planning, organisation, co-ordination, implementation and monitoring of the Project activities for Penitentiary reform subcomponent in accordance with the Project Work Plan and other programming documents.
  •    Design and oversee the implementation of activities and expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to component activities (written articles, interviews, project events).
  •         Assist the Component Lead with the reporting on the results achieved by the Penitentiary reform subcomponent.
  •         Draft and edit reports, analytical notes, policy papers and other Project deliverables in English and Ukrainian;
  •     In coordination with Project Officer, ensure timely organisation of Project events, participate at various Project activities and secure internal and external follow-up;
  •     Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Project activities, ensure circulation of information among project partners and beneficiaries with respect to component deliverables;
  •       Contribute to the communication and visibility of the Project, in coordination and cooperation with the Communications Officer;
  •       Support Project Officers in ensuring financial, logistical and administrative aspects of Project implementation.

Project or context description

The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity/Public Prosecution Reform (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).

Required profile

I.                     Academic Degree: Master’s degree in law, psychology, criminology, social work or similar field.

II.                   Experience: At least 10 years of experience related to the penitentiary sector, including work at prison / probation institutions, international organisations, research organisations.

III.                  Good knowledge of the regulatory framework in penitentiary field, international standards and practices; experience in project development and management.

IV.                 Language: Fluency in both written and spoken English.
