Mission description

Tasks and responsibilities

 

Working as part of the project team based in Tamale, and under the supervision of the Logistics and Security Officer, the driver will provide secure driving services and vehicle maintenance, always ready to get hands-on with the work, and facilitate the movements of the project team on the Sustainable Cities – Phase 1 project. He/she supports the Logistics and Security Officer in the proper application of administrative and operation of the field office.

 

·       Support the overall field office operation and technical team

-        Provision of reliable and secure driving services

-        Report in writing on any maintenance need (minor/major) to the supervisor timely and accurately

-        Ensure that Expertise France's vehicle policy is strictly adhered to in vehicle management.

-        Day-to-day maintenance of the assigned vehicle

-        Maintain accurate vehicle moment log, official trips and record daily mileage.

-        Drive staff and other project officials to meetings, workshops, and field trips

-        Arrange for regular maintenance and ensure that the vehicle is kept clean and in good running condition at all times

-        Implement daily, weekly, and monthly vehicle maintenance checks and work alongside Logistic and Security officer to have all vehicles maintained in a safe working condition

-        Ensure that, in the event of an accident involving the office vehicle, the necessary steps required by rules and regulations are followed

-        Ensure that the vehicle has enough fuel before embarking on transport service or heading for a field trip

-        Monitor that the fuel consumption remains within the liter/km rate estimate for the vehicle and report any irregularities

-        Assume other relevant responsibilities as instructed by supervisor

Project or context description

The Sustainable Cities – Phase 1 project is part of the EU-Ghana Partnership for Sustainable cities.  Funded by the European Union and implemented by Expertise France through the Ministry of Local Government, Decentralisation and Local Development (MLGDRD), the objective of the project is to enhance urban prosperity by supporting the development of sustainable and inclusive cities. More specifically, the project aims to support six Metropolitan and Municipal Assemblies (MMAs) viz Tamale Metropolitan, Wa, Bolgatanga, Yendi, West Gonja and East Mamprusi Municipal Assemblies to advance sustainable urban development and address the specific challenges faced by cities in terms of spatial growth and climate change. The project also seeks to enhance urban governance and implementation of inclusive planning policies, increase accessibility of urban services, and impulse green economic development and employment opportunities.

 The project implementation started on March 1, 2024, and will be implemented over a span of 58 months (March 2024 to December 2028).

The action proposed by Expertise France will address the need for capacity building and data collection of the Ministry of Local Government, Decentralisation and Rural Development (MLGDRD); at the decentralised level, the action will target selected Regional Capitals - Wa, Damongo, Nalerigu, Bolgatanga, Tamale – and the secondary city of Yendi.

 

In order to achieve these objectives, Expertise France will pursue the following actions:

  • Encourage coordination mechanisms between local and national authorities: strengthening capacities, urban observatory, including climate change and inclusivity issues in the urban policies, peer-to-peer dialogues…;
  • Structurally improve urban governance by strengthening the capacity of central and local governments to coordinate, design and implement urban policies, planning and regulation Enhancing and building the technical capacities of local authorities and promoting participatory approach
  • Supporting local authorities in the planning and implementation to improve water,sanitation and waste management services in the 6 beneficiary MMAs.

Required profile

Qualifications and Skills

  • Completion of secondary school or equivalent is required
  • A driver's training with a valid driver’s license is required
  • Diploma or certification in administration (an asset)
  •   Elementary use of computers (e.g. email, internet)
  • Excellent knowledge of driving rules and regulations and skills in minor vehicle repair
  • High sense of responsibility; operate in compliance with road and safety regulations and rules
  • Good knowledge of the area and the current condition of roads and highways
  • Ability to adhere to work assignments and meet designated deadlines

Professional experience

  • 5 years of work experience as a driver with a safe driving record
  • Knowledge of driving rules, regulations, and skills in minor vehicle repairs is required.
  • Strong knowledge of locations of interest in the northern region, experience in Tamale/Wa/Damongo/Yendi/Bolgatanga an asset
  • Working experience as a driver in an NGO, an international organization or a company with a good record of safe driving
  • Good human relation skills
