Mission description

The formulation workshop shall serve as a framework to guide cybersecurity related sections of the Description of Action, to be implemented at the continental level. The workshop will also explore good practices, through successful examples of cybersecurity program implementation at continental and regional level.

 The consultant is expected to:

  • moderate the formulation workshop and guide discussions
  • moderate exchanges between various stakeholders (direct beneficiaries, implementing partners, private sector etc.) and provide recommendations and best practices
  • review and comment the initial draft of the Description of Action, log frame and budget that will be used for the workshop, and help clear open questions; and
  • manage and support in the organisational and logistics aspects.

 The following main results are expected at the end of this workshop

  • participants are made aware of the AUC/EU cybersecurity collaboration strategy and the specific updates to be added to the Description of Action
  • advanced/nearly final version of Description of Action for Contribution Agreements is produced;
  • an increased cohesion is achieved amongst stakeholders; and 
  • next steps are defined.

The consultant assistance is expected for 10 man/days. 

Should there be additional days requested or needed, the consultant would discuss this with the D4D Hub before engaging in any new task. At its own initiative, the consultant could propose an alternative deliverables calendar, however the below table is the minimum required basis.

Project or context description

The Digital for Development (D4D) Hub is a strategic platform that aims to strengthen digital cooperation between the European Union and its Member States (Team Europe) and partners in Africa, Asia-Pacific, Latin America and the Caribbean, and the EU neighbouring countries. Our joint mission is to promote a human-centric approach to the digital transformation. We do so by fostering multi-stakeholder collaboration, boosting investments, facilitating dialogue, and increasing coordination.

The D4D Hub kicked off its activities in Africa in December 2020 with the goal of strengthening digital collaboration and developing a shared strategic vision between African and European partners. Since then, the D4D Hub has provided an effective platform for regional multi-stakeholder dialogue, identification of win-win opportunities, and coordination in the implementation of digital initiatives.

Moreover, concrete D4D Hub projects such as the AU-EU D4D Hub, IDEA, and AEDIB|NET have enabled the European Union and its Member States to work together with African institutions, civil society organisations, and innovation ecosystems to advance an inclusive and sustainable digital transformation.

In this context, the D4D Hub, the EU Delegation in Addis Abeba are collaborating with to the African Union Commission (AUC) on various digital topics. To do so, parties have agreed to dispose of a formulation workshop that would bring together all stakeholders (direct beneficiaries, implementing partners, private sector, etc.) to build trust among them, and collaboratively draft and clear open questions regarding the Description of Action (DoA) for the intended Contribution Agreements. Discussion will focus cybersecurity of the continental pillar of the Safe Digital Boost for Africa (SDBA).

Required profile

General experience 

  • At least 3-5 years of experience in designing and implementing capacity-building programmes for governments and/or international development agencies with a focus on digital transformation. Specific knowledge of the cyber sector is an added advantage.
  • 3-5 years of experience in the international development field in the implementation of digital initiatives. Experience in the cyber sub-field is a particular advantage.

Specific experience 

  • Demonstrable moderation skills at events in the past in the digital field
  • Knowledge of Africa’s cybersecurity challenges is key.
  • Knowledge of EU’s operations such as contracting procedures and elements, notably for Contribution Agreements with pillar-assessed entities is a big plus
  • Knowledge of the African Union Digital Transformation Strategy 2020-2030, including its goals, objectives, and key focus areas is an asset.
  • Knowledge of the AU and development cooperation in Africa is an asset.

  Skills and education

  • Master's Degree in ICT, International Development, International Relations of similar field.
  • Ease of interaction with wide range of stakeholders demonstrated through past engagement
  • Optional: knowledge of EU external action policies and firm grasp and insight into EU’s interventions in the digital field and its internal ways of working.

Language skills

  • Fluency in spoken and written English
  • Advanced knowledge of French (at least B2) is an asset.

Additional information

  • The D4D Hub will assume the responsibility of organising the workshop at a hotel venue, the consultant is expected to support in process.
  • The EU Delegation to the AU, as the primary beneficiary of the supporting action, will facilitate logistics, where necessary, including compiling the list of invitees, etc.
  • Communication is not central to the objectives of the workshop. However, visibility for the event is expected on social media, and the consultant is expected to support the activity.
  • The D4D Hub will provide guidance on communication aspects, in coordination with the press and communications office at the EU Delegation to the AU (EUD2AU).
  • The Global Gateway and EU logos need to be clearly displayed at the event, as per the communications guidelines of the Global Gateway.
